LCĐT - On the afternoon of April 6, the Government Office coordinated with the National Traffic Safety Committee to organize a national online conference to review the work of ensuring traffic order and safety in the first quarter and deploy directions and tasks for the second quarter of 2023.

Remarkable results
According to the report of the National Traffic Safety Committee, in the first quarter of 2023, with the drastic direction of the Government and the Prime Minister, and the active participation of ministries, branches and localities, traffic order and safety were basically ensured.

Traffic accidents continued to be controlled and decreased significantly compared to the same period in 2022, specifically: 428 cases decreased (-15.43%), 258 deaths decreased (-15.23%) and 148 injuries decreased (-8.57%). Traffic order and safety during the 7 days of the Lunar New Year of Quy Mao (from January 20 to 26, 2023) were basically ensured, the number of cases and deaths due to traffic accidents decreased compared to the same period of the Lunar New Year of Nham Dan 2022 (the number of cases decreased by 7.3% and the number of deaths decreased by 3.3%). In particular, the number of traffic accidents caused by drivers violating alcohol concentration regulations during the Lunar New Year 2023 decreased significantly compared to previous years. The situation of violations of overloading vehicles in localities has been fundamentally handled.
In Lao Cai province, implementing the direction of the Ministry of Public Security, the provincial police directed forces to continue to promote, seriously and effectively deploy plans to inspect and handle violations of traffic safety and order in the province; maintain and increase patrols, control, and handle violations on the topic of transporting overloaded or oversized goods, arbitrarily modifying vehicles; drivers on the road with drugs in their bodies, and violating alcohol concentration. In the first quarter of 2023, the traffic police force in the province recorded 2,658 violations; temporarily detained 1,426 vehicles, temporarily revoked driving licenses of 1,155 cases; and collected fines of VND 10,159 billion. The Traffic Inspectorate, Department of Transport - Construction established high-level interdisciplinary inspection teams on passenger transport business activities by car in the province; coordinated inspections and handling of violations in business activities and conditions for passenger transport business by car; conducted inspections of business locations and transaction points. Recorded administrative violations and issued decisions to impose fines on 36 cases; total fines of nearly 178 million VND. |
From December 16, 2022 to March 15, 2023, there were 8 traffic accidents and road traffic collisions in the province, killing 5 people and injuring 10 people, compared to the same period in 2022, a decrease of 15 cases (-65%), a decrease of 4 deaths (-44%).
In addition to the achieved results, the work of ensuring traffic order and safety in the first quarter of 2023 still has some shortcomings and limitations. Specifically, there were a number of particularly serious traffic accidents, killing and injuring many people; typically in Quang Nam, there were 4 particularly serious traffic accidents, killing 19 people and injuring 25 people.
Violations of road and railway traffic safety corridors have not been promptly handled; gatherings, driving in groups, and signs of illegal racing still occur in some provinces and cities; trucks do not strictly follow regulations on loading goods onto vehicles...

The causes of the above shortcomings are that the enforcement of laws on traffic safety and order in some localities is still limited; the coordination in performing tasks of ensuring traffic safety and order among agencies and forces is not tight in some places and at some times; the awareness of compliance with legal regulations on traffic safety and order of a part of traffic participants, drivers and business owners is still weak; the Party committees, authorities and functional forces in some localities are still not determined in directing...
Continue to strengthen solutions to ensure traffic safety and order.
In order to achieve the goal of reducing traffic accidents on all three criteria of number of cases, number of deaths and number of injuries by at least 5% compared to 2022, in the second quarter of 2023, ministries, branches and localities will continue to resolutely implement a number of key tasks such as: Building and perfecting the system of legal documents and policy projects on traffic safety; speeding up the progress of key projects, especially projects of the transport sector; The Ministry of Public Security advises the Central Public Security Party Committee to implement the new Directive of the Secretariat on ensuring traffic order and safety (replacing Directive No. 18-CT/TW); continue to build and perfect legal documents according to the set programs and plans; The Ministry of Education and Training issues documents directing educational institutions to strengthen the implementation of traffic safety education for students; The Ministry of Information and Communications coordinates with the Central Propaganda Department, the Vietnam Journalists Association, the Ministry of Public Security and relevant ministries and branches to proactively orient and provide accurate and timely information to the press and grassroots information systems on ensuring traffic order and safety...
