Faced with the complicated developments of storm No. 3 (WIPHA) in 2025 and the risk of heavy rain, flash floods, and landslides, on July 20, the Department of Culture, Sports and Tourism of Lao Cai province issued a document directing localities, affiliated units, and tourism service businesses in the area to urgently deploy response plans.

Accordingly, tourism businesses are required to closely monitor weather conditions and proactively prepare plans to ensure the safety of tourists , especially international visitors. Outdoor activities, mountain climbing and services that pose a risk of unsafety during the storm are temporarily suspended. At the same time, passenger transport vehicles are not allowed to enter dangerous areas.

Business establishments, tourism services, and accommodation facilities need to have plans to prevent and avoid storms.

The People's Committees of communes and wards shall review all tourist areas, tourist attractions, accommodation facilities, cultural and sports facilities and relics in the area to assess risks and have timely handling plans. The grassroots broadcasting system must proactively update weather forecasts to promptly notify the people...

The Department also directed its departments and units to closely monitor the situation, deploy response plans, and advise officials and civil servants to limit going out during storms and heavy rains. Any developments and damages (if any) must be promptly reported to the Department Office for synthesis and reporting to the Ministry of Culture, Sports and Tourism.

Emergency response communications were established at both Lao Cai Provincial Department of Culture, Sports and Tourism facilities and a focal point for communication.
