
According to the report, the implementation of the Ky Ha Port Dredging Project Phase 2 has generated about 650,000m3 of dredged material. The entire volume is currently stored at yard No. 1 in the Tam Hiep Port area - a location that the Provincial People's Committee has agreed to accept since 2017 in Official Dispatch No. 6919.
Although this document also identifies a second landfill in the An Hoa Bay High-end Ecological Urban Area, up to now, all materials have only been gathered at landfill No. 1, with no occurrence at landfill No. 2.
Notably, the survey results show that the quality of this dredged material is not uniform. Only about 30% of the volume (belonging to class 2 material) meets the standards for use as a limited leveling material. The remaining part, about 70%, includes weak material layers that do not meet the standards for use in construction or material production according to TCVN. However, for the purpose of leveling and creating land in industrial zones, these materials can still be utilized if properly processed.
The professional agency stated that it is not feasible to accept only the qualified substances. If only a portion of the volume is utilized, the units will have to transport the remaining part to another location for processing, causing high costs and the risk of affecting the progress of the projects.
Therefore, it is recommended that the Provincial People's Committee allow the acceptance of the entire volume of dredged material, considering it as part of the current status of the ground in the Tam Hiep industrial park - port area. Depending on the requirements of each future investment project, ground treatment measures will be applied appropriately according to technical standards.
At the meeting, the parties agreed that the volume of dredged material does not belong to the mineral group and is not hazardous waste, so utilizing this resource to level the industrial park is completely appropriate, both saving costs and effectively utilizing available materials.
Standing Vice Chairman of the Provincial People's Committee Phan Thai Binh assigned relevant units to hire consulting units to develop specific plans, based on the principles of savings, efficiency and compliance with regulations. The Department of Finance will receive the dossier, appraise it and submit it to the Provincial People's Committee for consideration and decision in the coming time.
