Tan Uyen many solutions to overcome pressure

Due to many reasons, both subjective and objective, in recent years, many cadres in Tan Uyen district have resigned, causing the district to face many difficulties in arranging cadres and performing tasks. To overcome this situation, the district has implemented many solutions to overcome pressure and complete the assigned tasks.

Up to now, the total number of cadres, civil servants and public employees in Tan Uyen district is 1,473 people (including: 84 civil servants, 1,190 district-level officials; 199 commune-level cadres and civil servants). In the past 2 years (from January 1, 2022 to the end of April 2023), 30 cadres, civil servants and public employees have resigned, including 26 officials from the Education sector and 4 commune-level cadres and civil servants (1 cadre and 3 civil servants).
To learn more about the current situation and the reasons for the resignation of civil servants, we had a conversation with Mr. Nguyen Tuan Anh - Head of the District Department of Education and Training and learned: There are many reasons, first of all, the problem of teachers' income is not enough to ensure their lives. Although performing the same tasks, the income in mountainous provinces and lowland provinces is not much different, while in the lowland, prices, living expenses, transportation are more convenient, and living conditions are much better. Teachers work in remote schools, but their homes are in the center, so they go to school on the weekdays and return on the weekends because the distance is far, and they cannot go back and forth in the same day. Many teachers' families and people living in the lowlands are also the reason why they want to move to another region. The roads are isolated, having to cross rivers and streams, many sections are landslides and slippery in the rainy season. Some sections of the road are being upgraded, which also hinders teachers' travel. In addition, there is work pressure regarding attendance rate and education quality in conditions where families still have many difficulties...
Some teachers quit their jobs to take part in civil service recruitment exams in the lowlands. Teachers with seniority in Lai Chau quit their jobs to go to the lowlands to take the exam. If they pass, their salary coefficient will still be retained and their insurance payment period will still be resumed. Those who have paid insurance for many years intend to quit their jobs in the education sector to work for companies and businesses with higher salaries...

Tan Uyen Education and Training Department is facing pressure due to many teachers resigning.

“With that situation, to ensure smooth work, determined to “not let students fall into a situation of not having classes”, the industry continues to propose to the district to recruit additional teachers; implement teacher contracts (including those with substandard qualifications). Accordingly, for preschool level, according to the standard, they must have a college degree or higher, but the district still allows contracts and recruitment for intermediate level; primary and secondary school levels can recruit college degrees (according to the standard, they must have a university degree). Another solution is that the industry assigns teachers of this school to teach at 2-3 other schools (for IT and English). The schools also actively promote and mobilize teachers and staff to feel secure in their work and trust in the salary reform policy and policies for teachers in the coming time” - Comrade Nguyen Tuan Anh added.
The resignation of officials, civil servants and public employees has directly affected the implementation of tasks of agencies and units, especially in the education and training sector. Comrade Tran Van Tang - Head of the Department of Internal Affairs of Tan Uyen district said: From that situation, the department has advised the District People's Committee to deploy guiding documents of the Central and the province related to policies and labor contracts for implementation for agencies and units. At the same time, it advised the District People's Committee to recruit civil servants and public employees for agencies, units, People's Committees of communes and towns. Regarding the recruitment of civil servants and public employees, the department advised the District People's Committee to recruit 20 officials (19 teachers for kindergartens, primary schools, secondary schools; 1 office worker for the District Vocational Education - Continuing Education Center and 3 commune-level civil servants.
According to the demand for cadres, civil servants and public employees of the district up to 2025, Tan Uyen district is still short of 139 people, including 3 positions of district-level civil servants, 123 public employees; 13 commune-level cadres and public employees. To recruit the required number to perform the task, it is expected that in 2023, the Department of Home Affairs will advise the District People's Committee to recruit 105 civil servants (including: 95 civil servants in the field of education and training, 10 other career civil servants and 3 commune-level civil servants). The remaining number of cadres, civil servants and public employees will be recruited in the following years to ensure the streamlining of the payroll roadmap.
Along with recruitment, Tan Uyen Internal Affairs Department continues to advise on the effective implementation of policies for cadres, civil servants and public employees; pay attention to reviewing the needs and circumstances of each cadre, civil servant and public employee to have timely support measures for the difficulties and problems of each cadre. Promote communication work on the socio -economic situation of the district on electronic information pages, promote the image; attract human resources to Tan Uyen. Strengthen training of local people in the direction of occupations to meet the human resource requirements of agencies, units, People's Committees of communes and towns in the district.
Step by step removing obstacles, hopefully Tan Uyen will select human resources to ensure quality, effectively serving political tasks.
