Strengthening the fight against smuggling and counterfeit goods before the Lunar New Year 2026

The Government Office issued Document No. 11554/VPCP-VI dated November 25, 2025, conveying the direction of Deputy Prime Minister Bui Thanh Son - Head of the National Steering Committee 389 on improving the effectiveness of the fight against smuggling, trade fraud and counterfeit goods.

The document stated that after the Prime Minister issued Directive No. 13/CT-TTg dated May 17, 2025 on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation and the Conclusion at the National Online Conference to review the work in the first 6 months of 2025 and summarize the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights (Notice No. 341/TB-VPCP dated July 1, 2025 of the Government Office), the fight against smuggling, trade fraud and counterfeit goods has gradually changed significantly. In recent times, functional forces and localities have detected and handled many cases of law violations.

However, the situation of smuggling, trade fraud, violations of laws on production and trade of counterfeit goods, goods infringing intellectual property rights, goods violating product labels, trading in expired goods, goods of unknown origin, smuggled goods, and goods without invoices or documents is still complicated at many border routes and key areas (especially taking advantage of e-commerce platforms, social networking sites, express delivery, air routes, etc.).

Continuously deploy, promptly detect and strictly handle violators.

In order to improve the effectiveness of the fight against smuggling, trade fraud and counterfeit goods in the last months of 2025, especially before, during and after the Lunar New Year 2026, Deputy Prime Minister Bui Thanh Son - Head of the National Steering Committee 389 has the following comments:

Ministers, Heads of ministerial-level agencies, Government agencies and Chairmen of People's Committees of provinces and centrally run cities direct units, functional forces, People's Committees of communes, wards and special zones to continue to thoroughly grasp and seriously and fully implement the instructions of the Government and the Prime Minister in Directive No. 13/CT-TTg dated May 17, 2025 on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation and the Conclusion at the National Online Conference to review the work of the first 6 months of 2025 and summarize the peak period of the fight to prevent and repel smuggling, trade fraud, counterfeit goods and infringement of intellectual property rights (Notice No. 341/TB-VPCP dated July 1, 2025 of the Government Office).

Continue to be steadfast and persistent with the goal: "Resolutely prevent, fight, stop, repel, and eventually end and wipe out smuggling, trade fraud, counterfeit goods, and infringement of intellectual property rights, especially "declare uncompromising war" on fake drugs and fake food to protect the health, lives, rights, and legitimate interests of the people and businesses; protect the security and health safety of the people, and contribute to serving the country's rapid and sustainable development."

The functional forces must continuously mobilize, regularly, without stopping, continuously with the spirit of "working day, night, and working extra on days off" to promptly detect and strictly handle violators, with the motto "handling one case, alerting the whole region, the whole field," "no forbidden zones, no exceptions;" promoting coordination, information exchange, mobilizing collective strength in performing assigned tasks.

Before November 30, complete the Plan for the peak period against smuggling, trade fraud, and counterfeit goods on the occasion of the Lunar New Year 2026

The Minister of Finance - Deputy Head of the National Steering Committee 389 focuses on leading and directing relevant units to urgently complete the Plan for the peak period against smuggling, trade fraud and counterfeit goods before, during and after the Lunar New Year 2026 according to the direction of the Government in Resolution No. 86/NQ-CP dated November 4, 2025 on implementing key tasks in the last months of 2025; report to the Deputy Prime Minister - Head of the National Steering Committee 389 before November 30, 2025.

On that basis, the Steering Committee 389 of ministries, branches and localities develops plans, organizes dissemination, directs the serious, drastic and effective implementation of the contents of the Plan of the National Steering Committee 389.

Urgently complete the summary and assessment of the implementation of Directive No. 30/CT-TTg dated September 30, 2014 of the Prime Minister and the draft Directive of the Prime Minister on strengthening the fight against cigarette smuggling in the new situation, ensuring compliance with legal regulations, in accordance with requirements and practical situations under the direction of the Deputy Prime Minister - Head of the National Steering Committee 389 in Document No. 6721/VPCP-VI dated July 19, 2025 and No. 7514/VPCP-VI dated August 12, 2025 of the Government Office; report to the Prime Minister before November 30, 2025.

At the same time, urgently conduct a 6-month review of the implementation of Directive No. 13/CT-TTg dated May 17, 2025 of the Prime Minister on strengthening the fight against smuggling, trade fraud and counterfeit goods in the new situation, propose measures to be taken in the coming time to improve the effectiveness of this work; report the results to the Prime Minister before November 30, 2025.

Vietnam Television, Voice of Vietnam, Vietnam News Agency and the system of press agencies coordinate with ministries, branches and functional forces to increase the time and propaganda about the dangers of smuggling, trade fraud, counterfeit goods, intellectual property infringement, copyright infringement to raise awareness and responsibility of cadres, civil servants and people; propagate and disseminate tricks and methods of fraud and deception of subjects so that people can recognize, raise vigilance and inform competent state agencies; strictly manage and control to prevent false advertising on television, radio, newspapers and specialized magazines under their authority, which can easily cause confusion for the people; commend positive examples and good practices of ministries, branches, localities and people; criticize and condemn negative behaviors and lack of responsibility.

The Standing Office of the National Steering Committee 389 shall strengthen inspection and supervision of agencies, functional forces and standing agencies of the Steering Committee 389 of ministries, branches and localities in implementing the directions of the Government, the Prime Minister, the National Steering Committee 389, and the Head of the National Steering Committee 389; promptly synthesize and report on complicated and prominent cases of smuggling, trade fraud and counterfeit goods; propose forms of commendation for collectives and individuals with outstanding achievements in anti-smuggling, trade fraud and counterfeit goods activities and recommend ministries, branches and localities to inspect and handle collectives and individuals with signs of violating, covering up, protecting and assisting smuggling, trade fraud and counterfeit goods./.
