In recent times, under the strong leadership and direction of the Provincial Party Committee, the Provincial Party Standing Committee, and the Provincial People's Committee, many important contents and solutions have been deployed to effectively combat and prevent all types of crimes and social evils, including drug prevention, control and rehabilitation, which have achieved many important results; thereby, mobilizing the combined strength of the entire political system and the entire population to participate in drug prevention, control and rehabilitation; promoting the role of specialized drug prevention and control agencies ( PCMT) in coordinating with sectors and levels to deploy and resolutely implement many measures to combat and strongly suppress drug crimes and social evils, not allowing the formation of complex drug hotspots, resolutely implementing solutions to reduce "demand", block "supply", reduce "harm" of drugs, and ensure security and order in the province.
However, the work of drug addiction treatment still has some difficulties and limitations such as: the policy on drug addiction treatment is not really effective, especially the voluntary drug addiction treatment at home and in the community has not been implemented synchronously, drug crimes and evils tend to become more complicated, activities are increasingly sophisticated and reckless; drug evils have penetrated some rural areas, schools and even religious establishments; propaganda work on the harmful effects of drugs in some places is still formalistic, lacking depth; the main reason is that some Party committees and authorities, especially at the grassroots level, are not resolute in the work of drug prevention, control and control, some places still consider this as the task of the police force; some drug addicts who work far away return to their localities and persuade other people to participate; on the other hand, the drug addiction treatment facilities of the province are overloaded, not meeting practical requirements; Support policies and job creation for people after drug rehabilitation have not really been effective.
To continue to effectively implement Plan No. 139-KH/TU, dated November 6, 2019 of the Provincial Party Committee Standing Committee on the deployment and implementation of Directive No. 36-CT/TW, dated August 16, 2019 of the Politburo "on strengthening and improving the effectiveness of drug prevention, control and combat", the Provincial Party Committee Standing Committee requests Party committees at all levels, Party organizations and relevant agencies and units to perform the following key tasks:
Party committees and organizations continue to effectively lead and direct the implementation of documents of the Central Committee and the Provincial Party Standing Committee related to PCMT. (such as: Directive No. 36-CT/TW, dated August 16, 2019 of the Politburo on "Strengthening and improving the effectiveness of drug prevention, control and combat"; Plan No. 139-KH/TU, dated November 6, 2019 of the Provincial Party Standing Committee on the deployment and implementation of Directive No. 36-CT/TW, dated August 16, 2019 of the Politburo; Official Dispatch No. 1007-CV/TU, dated October 9, 2020 of the Provincial Party Standing Committee on strengthening leadership and direction of drug prevention, control and combat) , especially thoroughly implementing Notice No. 511-TB/TU, dated September 9, 2024 of the Provincial Party Standing Committee at the Conference to review 5 years of implementing Directive No. 36-CT/TW, dated August 16, 2019 of the Politburo on strengthening Strengthen and improve the effectiveness of drug prevention, control and combat in the province; synchronously and drastically implement solutions, raise awareness and responsibility of organizations and individuals in drug prevention, control and combat work; strengthen propaganda, dissemination and education of laws on drug prevention and control, especially regularly innovating and diversifying forms of propaganda and education to suit each locality and target group, especially focusing on propaganda among adolescents, pupils and students about the dangers of drugs; propagate and educate high-risk groups and children at risk of violating the law to prevent early violations of the law in general and drug law violations in particular.
The Standing Committee of the Provincial People's Council directs the review and promulgation of Resolutions, plans, projects, and budget decisions to ensure conditions for drug prevention, control and combat activities in the province; assess the effectiveness, difficulties and obstacles in the implementation of Resolution No. 04/2023/NQ-HDND dated February 27, 2023 of the Provincial People's Council on "Regulations on support levels for drug addicts; people assigned to support drug addiction treatment at home and in the community; post-rehabilitation management and specific support levels for people working at the Tra Vinh Provincial Drug Rehabilitation Center"; research and supplement specific support policies for people assigned to help, manage and educate illegal drug users in the community.
The Provincial People's Committee directed a comprehensive assessment of drug rehabilitation, post-rehabilitation support and implementation of voluntary drug rehabilitation policies at home and in the community. Concentrate resources and propose solutions and measures appropriate to the situation, promptly correct limitations and effectively implement drug rehabilitation and post-rehabilitation management, focus on socializing drug rehabilitation and creating jobs for post-rehabilitation people; focus on consolidating and perfecting the force working on drug rehabilitation according to the direction of the Central Government; effectively implement support and encouragement policies and create favorable conditions for subjects participating in voluntary drug rehabilitation.
Pay attention to directing and investing properly in drug prevention and control work. Direct and effectively coordinate with provinces and cities in the region to have effective connections and support for drug prevention, control and control work.
The Vietnam Fatherland Front Committee of the province and socio-political organizations of the province are responsible for propagating and mobilizing union members, association members and people of all walks of life to actively and proactively participate in drug prevention, control and combat; organizing and launching the movement "All people participate in drug prevention and control" associated with the campaign "All people unite to build new rural areas and civilized urban areas" and other emulation movements, mobilizing people to actively detect and denounce violations of the law related to drugs, ensuring the construction of drug-free areas and drug-safe areas; participating in monitoring the implementation of policies and laws on drug prevention and control.
The Provincial Police Party Committee directed the Provincial Police to focus on effectively implementing the peak point of the general review, detection, statistics, management of drug addicts, illegal drug users, people under post-rehabilitation management, and combating and eradicating complicated drug hotspots and gathering places in the province, including strengthening guidance, inspection, and re-examination of the organization of implementation, the results of the general review, and putting them into management to ensure objectivity, honesty, and accuracy for each type of drug user at the grassroots level; promptly combating and thoroughly resolving complicated risk points, complicated drug hotspots and gathering places, not allowing them to persist, re-complicate, and cause public outrage.
The advisory and support agencies of the Provincial Party Committee, according to their assigned functions and tasks, advise the Standing Committee of the Provincial Party Committee and the Standing Committee of the Provincial Party Committee to lead and direct the implementation of the Party's guidelines and the State's policies and laws on drug prevention, control and combat in the province; advise and direct the promotion of the role of Party members in hamlets and residential areas in charge of households, promptly detect and take measures to prevent households with drug addicts for reporting and handling.
Participate in propaganda and mobilization of each cadre and party member to promote the pioneering and exemplary role in PCMT, and be responsible for propagating and mobilizing family, relatives and people in the place of residence to properly implement the provisions of the law on PCMT.
District Party Committees, City Party Committees, and Town Party Committees shall lead and direct the continued strict implementation of regulations on drug addiction treatment work in localities; assign specific tasks to public service units under their authority to provide voluntary drug addiction treatment services at home and in the community; proactively develop plans and estimate local funding sources to ensure facilities, equipment and personnel to organize voluntary drug addiction treatment at home and in the community according to the provisions of Decree No. 116/2021/ND-CP, dated December 21, 2021 of the Government.
Effectively manage illegal drug users, people under management after drug rehabilitation and prisoners released from prison returning to their localities, promote the development of models and have policies to support those who have completed the decision to be sent to compulsory drug rehabilitation facilities, those who have completed their prison sentences to find jobs early, stabilize their lives, reintegrate into the community... to reduce the rate of relapse and recidivism.
Direct all levels and sectors to strongly launch a movement for the entire population to participate in detecting and denouncing drug addicts, illegal drug users, retailers, complicated drug locations and gathering places, organizations and harboring illegal drug use; disseminate information about the consequences and harms of drugs, and mobilize families to voluntarily send drug addicts to drug rehabilitation centers in the province.
Pay attention to leading and directing the work of drug prevention, control and control, clearly defining the responsibilities of sectors, leaders, and those assigned to manage drug addicts, illegal drug users, and post-rehabilitation drug users at all levels from district level to hamlet, residential group, youth union, and women's union of hamlets and residential groups in managing drug addicts, illegal drug users, and post-rehabilitation drug users, detecting and denouncing drug crimes; prioritizing and allocating local budget sources for drug rehabilitation work; post-rehabilitation management and supporting and helping to create jobs for post-rehabilitation drug addicts to reintegrate into the community.
Based on this Official Dispatch and the assigned functions and tasks, the district Party Committees, town Party Committees, city Party Committees, Party Committees directly under the Provincial Party Committee, Party Executive Committees, Party Delegations, departments, branches, sectors, and socio-political organizations of the province are requested to urgently disseminate and organize serious and effective implementation; periodically report (every 6 months, before June 15; every 1 year, before December 15) the implementation results to the Standing Committee of the Provincial Party Committee (through the Provincial Public Security Party Committee) for synthesis and reporting to the Standing Committee of the Provincial Party Committee.
The Provincial Public Security Party Committee shall preside over and coordinate with relevant units to monitor and urge the implementation of this Official Dispatch, and report the implementation results to the Provincial Party Standing Committee for guidance and direction.
