According to statistics from functional sectors, in the whole province, there are currently 70 enterprises licensed to exploit and process limestone minerals, concentrated in Thanh Liem and Kim Bang districts. In recent years, state management of minerals and environmental protection has been paid attention to by all levels and sectors to put mineral exploitation activities into order, contributing to solving the demand for construction materials and increasing budget revenue.
Notably, the implementation of planning, auctioning of mineral resources exploitation, long-term mine allocation, strict management of output and exploitation capacity has limited the waste of mineral resources. Many licensed enterprises have strictly implemented the provisions of the Law on Minerals, the Law on Environmental Protection and other relevant legal provisions in stone mining. In particular, recently, the Provincial People's Committee has directed functional agencies to organize the signing of commitments with enterprises, coordinating to prevent overloaded vehicles from leaving the mine by weighing the vehicles carrying stones. Through that, enterprises have improved production and business efficiency and limited the loss of construction materials when supplying to customers. Not only that, this method also limits overloaded vehicles from circulating on the road and increases state budget revenue.
Mr. Nguyen Van Manh, Director of Transemeco LLC (Thanh Liem) said: Every year, the company signs a commitment with the relevant authorities and localities not to allow overloaded vehicles to leave the mine. At the same time, the company has placed a weighing station right at the entrance to the stone yard. Vehicles entering and exiting to buy stone must be weighed to ensure they carry the correct permitted load and the company can manage the amount of goods exported from the yard more easily. Through the weighing slip, the company only needs to sum up the weight, convert it to m3 of various types of stone to write invoices for customers. With this method, calculating the volume of sales will be more accurate than measuring the volume on the side of the truck when delivering products to customers as before.

According to Ms. Le Thi My, Vinh Son Joint Stock Company (Kim Bang), immediately after being assigned the mountain for a long time for decades, the enterprise borrowed capital from the bank, expanded production and business, and upgraded the stone mining line to a more modern one. In particular, during this time, the enterprise requested to increase production to shorten the time of stone mining and processing, and soon hand over the mine area to the State. Regarding the mining work, the unit also strictly implemented regulations on environmental protection, weighed the stones for sale to customers, ensuring maximum savings of mineral resources. Weighing the products will help drivers feel secure when traveling on the road, avoiding the situation of calculating according to the size of the container wall, which will cause overload.
According to mineral exploitation and processing enterprises, before using scales to weigh minerals, vehicles entering to buy rocks only scooped an estimate, or calculated the height of the truck bed to multiply it into cubic meters. Doing it this way is not accurate, often causing disputes between the buyer and the seller, in which the supplier often suffers more, causing loss of mineral resources. Many vehicles entering to buy goods only need to scoop 5-10 cm higher than the truck bed wall to lose cubic meters. Faced with this situation, from 2020 to 2021, all levels and sectors have strengthened the management of mineral resources, re-measured mines and exploited reserves, many enterprises have exploited beyond their capacity, the State has collected taxes, fees and other budget amounts according to regulations. There are enterprises that have to pay tens of billions of dong to the budget due to many years of exploiting beyond the volume, or exploiting beyond the milestone. At the same time, the Provincial People's Committee directed relevant agencies to strengthen the management of overloaded vehicles, including handling overloaded vehicles right at the wharf; requiring businesses to weigh minerals sold to customers.
Mr. Tran Van Son, Deputy Director of the Department of Industry and Trade, said: Previously, after being granted the right to exploit minerals under the project, many enterprises did not comply with regulations, cut off the construction of roads up the mountain, and allowed vehicles to enter and exit the mine carrying goods exceeding the prescribed load. Mineral exploitation and processing enterprises have not properly implemented the procedures, standards, and environmental protection measures and solutions as committed to state agencies, leading to dust pollution and noise pollution due to drilling and blasting; processing and transporting construction materials exceeding regulations. The spontaneous wharves and stone pouring chutes of enterprises do not have measures and solutions to cover and reduce dust generated during the process of loading products onto ships and boats. Requiring enterprises to build roads up the mountain according to the mine design, strictly implement regulations on mineral exploitation, weigh stones sold to customers, etc. is to ensure safety for the workers themselves and aim to create conditions for enterprises to develop sustainably. If any enterprise deliberately fails to comply, all levels and sectors will take resolute measures to coordinate and handle it.
To strengthen the management of natural resources, minerals and environmental protection in the West of the Day River, in the coming time, the Provincial People's Committee will direct relevant agencies to continue reviewing the operation of enterprises; requiring them to ensure that there is a mine design, a road to the mountain, and sufficient reserves for exploitation according to the registered time; the process and equipment of the mineral exploitation and processing chain must comply with regulations; not violate financial obligations to the State; the exploitation project must comply with regulations on environmental protection; closely coordinate in the management of overloaded vehicles. For enterprises that violate the prohibited area or exploit beyond the mine boundary, the Department of Natural Resources and Environment will handle the violation; if they repeat the violation, their licenses will be revoked. Mineral exploitation and processing enterprises must immediately construct and install environmental pollution reduction equipment and systems as committed in the approved environmental impact assessment report, such as misting systems, water and waste collection systems, etc., to contribute to improving the efficiency of mineral resource exploitation.
