On March 12, at the headquarters of the Ministry of Justice , the signing ceremony of the Cooperation Program between the Department of Legal Dissemination and Education (Ministry of Justice) and the Department of Press and External Information (Ministry of Information and Communications) took place.

At the ceremony, Deputy Minister of Information and Communications Nguyen Thanh Lam said that as the Ministry of State management in the field of press and media, it has specific experiences, and also witnessed the profound experiences of a policy from the planning, promulgation to implementation process.

"If communicated well, it will have a positive impact on society and receive a very high social consensus," said Mr. Lam.

According to Deputy Minister Lam, Directive 07 dated March 21, 2023 of the Prime Minister on strengthening policy communication brings a new breeze, a new awareness in the whole system that policy communication is the work of State agencies and the government. The press as well as other media channels are the means of expression.

Deputy Minister of Justice Nguyen Thanh Tinh said that Resolution 01 dated January 5, 2024 of the Government on key tasks and solutions for socio-economic development in 2024 emphasized that one of the solutions is to strengthen information work, policy propaganda, create social consensus and strengthen people's trust.

"Therefore, the content, purpose and meaning of today's signing ceremony are extremely practical. The coordination between the two ministries will help the implementation go smoothly according to the motto "substantial and effective", Mr. Tinh emphasized.

To evaluate the effectiveness of propaganda work, Mr. Tinh said that people's awareness of law compliance must be used as a measure. "At the same time, there must be solutions to create a connection between law-making, law improvement and law implementation. From there, it will bring benefits to every citizen," the Deputy Minister emphasized. Key issues

At the ceremony, the Department of Legal Dissemination and Education and the Department of Press agreed on the content of coordination work for the period 2024-2027. In particular, focusing on the following activities:

Firstly, advise on the development of legal documents, projects, programs, and plans on policy communication, dissemination, and legal education (PBGDPL) in conjunction with the functions, tasks, and powers of each unit.

Second, direct press agencies to participate in implementing policy communication, legal dissemination and education, and information on legal dissemination and education activities with the following contents: Dissemination and communication about the Socialist Rule of Law State of Vietnam in the spirit of Resolution No. 27-NQ/TW dated November 9, 2022 of the 13th Party Central Committee on continuing to build and perfect the Socialist Rule of Law State of Vietnam in the new period.

Viewpoints, guidelines, and policies in newly issued legal documents; achievements in building and perfecting laws, administrative reforms, and judicial reforms in Vietnam; Policies that have a great impact on society, especially difficult, sensitive issues with different opinions in the process of building legal documents according to Decision No. 407/QD-TTg dated March 30, 2022 of the Prime Minister approving the Project "Organizing communication on policies that have a great impact on society in the process of building legal documents for the period 2022 - 2027".

Along with that are regulations related to issues of public concern or needing to orient public opinion within the scope of state management of the two units; Results of activities of the Coordination Council for Legal Dissemination at all levels from central to local levels; Information on direction, management and implementation of legal dissemination work, communication of legal policies; Education and mobilization of people to build awareness of understanding the law and complying with the law; information and reflection of public opinion, people's thoughts and aspirations regarding the fields of work within the scope of management of the two units.

Third, focus on examples of good people and good deeds; advanced models in law making, law enforcement, policy communication, and legal dissemination; introduce and widely disseminate new effective and practical models of legal dissemination; activities in response to the Law Day of the Socialist Republic of Vietnam and other political and legal tasks; orient information and propaganda, and handle signs of policy communication crisis.

Third, coordinate the implementation of policy and legal communication tasks according to Directive No. 07/CT-TTg dated March 21, 2023 of the Prime Minister on strengthening policy communication work associated with the effective implementation of Decision No. 407/QD-TTg.

Fourth, organize training, education, training, and provide documents on skills and expertise in policy communication and PBGDPL for the central legal reporters, legal officials of ministries, agencies, and central organizations, reporters, editors, and information and press managers at the central level.

Fifth, deploy the provision, sharing of information, dissemination and communication of legal policies on the National Legal Dissemination Information Portal; carry out digital transformation in legal dissemination and communication work.

Sixth, coordinate in providing and sharing information on news and articles on legal policies and PBGDPL published by the press to promptly grasp and advise on the content that needs to be implemented to ensure effectiveness and quality.

Seventh, organize inspection, preliminary review, and final assessment of coordination results based on the annual Program implementation plan; research and propose solutions to improve the quality and effectiveness of coordination activities between the two sides.

At the signing ceremony, the leaders of the two ministries believed that the units would implement the coordination program closely, systematically, actively and regularly. Through the coordination contents, it will contribute to promoting the Department of Legal Education and Training, the Department of Press, and the Department of Foreign Information to better perform the functions and tasks of each unit, contributing to the successful implementation of the political tasks of each ministry in accordance with the Government's motto "discipline, responsibility, proactiveness, timeliness, acceleration, creativity, sustainable efficiency" .
