Reporting at the meeting, Deputy Director of the Provincial Land Fund Development Center Mai Phong Phu, the project investor, said: Up to now, 414/434 land plots have been counted, reaching 97%. Of which, 118 plots have identified the land origin, expected to be completed in August 2025. The Ward People's Committee is implementing the procedure to select a consulting unit to determine specific land prices to establish, appraise and approve the compensation plan.
However, the current difficulties are that the ward lacks personnel to carry out compensation and site clearance work; there is no clear coordination regulation between relevant agencies and units; the specific Land Valuation Council of the ward has been established but does not have members with professional certificates; some types of crops still do not have compensation unit prices.
The Provincial Land Fund Development Center recommends that the Provincial People's Committee quickly increase local staff. At the same time, promptly issue regulations on coordination in implementing compensation, support and resettlement; and complete related policy frameworks.
Phuoc Tan Ward People's Committee Chairwoman Thieu Thi Minh Huong proposed that the province support human resources, especially cadres with valuation certificates. In the coming time, the ward will jointly select a consulting unit and coordinate to complete the unit price, and submit it to the council for consideration and approval.
Concluding the meeting, Vice Chairman of the Provincial People's Committee Ho Van Ha emphasized that this is a project with a total investment of more than 1.1 trillion VND, with more than 1,000 resettlement plots for people. However, the slow progress of compensation and site clearance has affected the disbursement of public investment capital.
The provincial People's Committee requested the Provincial Land Fund Development Center to assign 1 deputy director to directly monitor and increase 4 personnel for Phuoc Tan ward. The Department of Agriculture and Environment urgently issued the unit price for crop compensation. Phuoc Tan ward People's Committee established a detailed progress roadmap and organized to mobilize people to hand over the land. Relevant units will open a training course on valuation certificates for local officials this August, especially those localities with public investment projects.
