At the conference, delegates discussed, gave opinions and clarified a number of issues in the coordination between the two Ministries: Promoting the potential of military and civilian medical forces in the work of protecting and taking care of public health, preventing and combating natural disasters, catastrophes, dangerous epidemics and building medical and military potential; infrastructure and technical equipment of the system of hospitals, military and civilian medical clinics of units and localities in border areas, seas, islands, remote areas, and particularly difficult areas. Continuing to coordinate, advise and propose to the Party and State leaders to issue mechanisms, policies, programs and projects in many areas related to the two Ministries and coordinate in directing and implementing the Party's guidelines and policies and the Government's directions in all relevant areas of work within the functions and tasks of the two Ministries.

Over the past 10 years, the Ministry of National Defense and the Ministry of Health have coordinated closely and comprehensively, achieving practical results. The Ministry of National Defense and the Ministry of Health always uphold their roles and responsibilities in coordinating the implementation of national defense work associated with health care, and health care associated with national defense. During the Covid-19 pandemic, more than 192,000 officers, soldiers, medical staff and other forces were mobilized to carry out medical examination, treatment, vaccination, quarantine of citizens entering the country and patrol the border, and ensure social security... In particular, the Ministry of National Defense organized and increased more than 16,500 military medical officers, more than 20,000 vehicles, 510 vaccination teams, 660 mobile military medical teams, 1,125 sample collection teams; established 18 facilities to admit and treat 34,698 Covid-19 patients inside and outside the Army...

The work of combining military and civilian medicine has been actively and comprehensively implemented with determination, responsibility and high efficiency; focusing on strengthening grassroots health care in remote, isolated, border and island areas, actively contributing to people's health care and hunger eradication and poverty reduction, creating a solid foundation for building the potential of national defense medicine in the defense area. The network of military and civilian medical facilities is planned in the direction of harmoniously combining grassroots health care and specialized health care; between armed forces health care and civilian health care associated with building the potential of national defense and security health care. 25 general hospitals and 5 specialized hospitals of the Ministry of National Defense are integrated into the network of medical facilities, both meeting the increasingly high and diverse needs of people for health protection and care, and being ready to meet the requirements of national defense tasks.

Through the Military-Civilian Medical Cooperation Program, the Ministry of Health has established and improved the operational capacity of military-civilian medical examination and treatment facilities from the central to communal levels, including: 10 military-civilian hospitals, 5 military-civilian medical centers, 32 military-civilian infirmaries, 135 military-civilian clinics and hundreds of military-civilian medical stations, especially in remote, mountainous, border and island areas; key areas with strategic positions in defense, aiming to develop the economy - culture - society and consolidate national security and defense.

The work of coordinating the implementation of contents related to the field of developing marine and island healthcare, associated with economic development and protecting the sovereignty of the sea and islands of the Fatherland, has been carried out synchronously and comprehensively. The two Ministries have proactively coordinated well in performing the task of caring for and protecting the health of soldiers and people in the sea and island areas, especially the Truong Sa - DK1 archipelago, creating trust for soldiers and people living at sea. Over the past 10 years, the two Ministries have coordinated to organize emergency care for 1,330 patients, admit and treat 2,909 patients. Organizing consultations and professional guidance through the Telemedicine system between hospitals and 9 island clinics for 1,044 patients to ensure quality, timeliness and efficiency.

Speaking at the conference, Comrade Dao Hong Lan, Minister of Health, expressed her appreciation and gratitude to the leaders of the Ministry of National Defense for their attention to leading and directing the military medical sector and agencies and units in the Army to closely and effectively coordinate with the medical sector from the central to the grassroots levels; contributing to improving the quality of health care for soldiers and people. In particular, the two Ministries have advised the Government and the Prime Minister to issue decrees and decisions on the work of combining military and civilian medical services and the Program for Developing Vietnam's Sea and Island Healthcare to 2030...

Coordinate and direct localities to build medical reserve forces and mobilize health sector forces to be ready to meet national defense needs in times of war and emergency. In addition, the Ministry of Health has advised the Prime Minister to approve the grassroots health network planning for the period 2021-2030, with a vision to 2050, accordingly: "Developing a network of health facilities in the direction of combining armed forces health and civilian health in association with building the potential of national defense and security health"...

At the conference, Minister Phan Van Giang and Minister Dao Hong Lan signed the Coordination Regulation between the Ministry of National Defense and the Ministry of Health, replacing Coordination Regulation No. 162. On this occasion, leaders of the two ministries presented and received the "Commemorative Medal for the cause of building the Vietnam People's Army"; "Commemorative Medal for the people's health" and awarded collectives that excellently completed the task of coordinating work.

Further strengthen coordination and implementation of staff work with the National Civil Defense Steering Committee to direct, operate, organize training, drills and carry out prevention, response and recovery work for natural disasters, catastrophes and epidemics on a large scale, contributing to strengthening and consolidating national defense and security, meeting the requirements of the task of building and protecting the Fatherland early and from afar.
