In the first 6 months of this year, the state budget collection in the province achieved quite positive results, thereby contributing to ensuring the balance of expenditure tasks according to the assigned budget schedule. Of which, the tax, fee and charge revenue reached 5,060 billion VND, equal to 60% of the central budget estimate and 59% of the provincial People's Council's budget estimate. Of this, the revenue from site clearance compensation (GPMB) was recorded as revenue and expenditure in land rent at 331.3 billion VND. However, besides the high achievements, some tax, fee and charge revenue targets have not yet been met compared to the estimate.
The first reason is due to the impact of the world context, the domestic economy , especially the production and business activities of enterprises, facing many difficulties. Along with that, a number of tax exemption, reduction and deferral policies issued from 2022-2023 to present are still in effect and will continue to be implemented in 2024 such as: value added tax (VAT), environmental protection tax (BVMT)... Therefore, it is expected that the province's budget revenue this year will decrease by about 300 billion VND. Of which, VAT will decrease by about 70 billion VND, environmental protection tax will decrease by about 160 billion VND, land rent will decrease by about 50 billion VND, fees and charges will decrease by about 20 billion VND.
In particular, the sluggishness of the real estate market and some projects with land use fee collection that have not been implemented as planned due to lack of legal conditions have also affected the land use fee collection. In the first 6 months of this year, the land use fee collection in our province was low, the estimated amount of implementation was about 2,200 billion VND, equal to 38% of the estimate assigned by the Central Government and the Provincial People's Council.

With the goal of striving to ensure state budget revenue according to plan, especially revenue from taxes, fees and charges to reach and exceed the estimate in 2024, the Provincial People's Committee will draft a report to submit Resolutions on assigning additional estimates of state budget revenue and expenditure in 2024 (phase 1) to record revenue and expenditure for compensation for site clearance, because the amount of money advanced by investors is deducted from land rent and land use fees payable; amend and supplement a number of articles of Resolution No. 18/2020/NQ-HDND dated December 8, 2020 of the Provincial People's Council on collecting fees and charges in the area; organizing the collection of fees for granting work permits to foreigners working in Vietnam.
At the same time, closely following the direction of the Government and the Ministry of Finance on implementing the socio-economic development plan and the state budget estimate, the Provincial People's Committee directed all levels and sectors to synchronously deploy key tasks and solutions such as: Focusing on reviewing revenue to strengthen management, ensuring correct, full and timely collection of taxes, fees and charges; promptly removing difficulties, creating favorable conditions for investors to soon implement projects; promoting price approval, auction of land use rights, mine measurement, auction of mining rights; strengthening tax inspection and examination, preventing revenue loss and focusing on the fields of land and minerals, especially the fields of trade and services (restaurants, hotels, real estate business, capital transfer, e-commerce business, business based on digital platforms)...
The Provincial People's Committee also requested the Tax, Finance and Ha Ham Customs Departments to strictly implement the Law on Tax Administration, combat revenue loss, transfer pricing, tax evasion and trade fraud; urge tax debt collection, reduce tax arrears; continue to reform tax administrative procedures, maintain and expand electronic tax services, digitize stages in tax administration; promote solutions for electronic invoice management, build databases, and combat fraud in the management and use of electronic invoices.
Mr. Nguyen Trung Dung, Deputy Director of the Department of Finance, said: Implementing the direction of the Provincial People's Committee, relevant agencies have developed, submitted to competent authorities for promulgation and guided and inspected the implementation of legal documents on taxes, fees, charges, land use fees, land rental fees, and registration fees; strengthened inspection and control of revenue sources, compliance with regulations on budget collection and payment, and handled violations according to their authority.
In addition, continue to practice thrift and effectively carry out spending tasks according to the budget, meeting the requirements of socio-economic development, national defense, security, state management and payment of due debts. Focus on synchronously implementing management solutions combined with adjusting appropriate tax, fee and charge revenues, contributing to improving the effectiveness of state budget management in the area and meeting local budget spending tasks.
