The Prime Minister assigned the Ministry of Transport to focus on organizing solutions to modernize the railway system and improve the capacity of transporting goods by rail to increase the volume of agricultural, forestry and fishery products exported to China.

The Prime Minister has just signed Official Dispatch No. 13/CD-TTg dated February 6, 2024 on strengthening logistics connectivity to promote consumption and export of agricultural, forestry and fishery products.
Telegram No. 13 stated that in order to quickly complete the logistics system to connect and produce agricultural products, better serving agricultural and rural development in the new situation, the Prime Minister requested the Ministry of Agriculture and Rural Development to preside over and coordinate with relevant ministries, agencies and localities to urgently complete and submit to the Prime Minister for consideration and approval the Project "Developing a logistics service system to improve the quality and competitiveness of Vietnamese agricultural products by 2030 with a vision to 2050".
At the same time, coordinate with localities to review and supplement the planning of agricultural logistics service centers. Take the lead and coordinate with the Ministry of Industry and Trade to organize training courses to improve knowledge and capacity on logistics, supply chains in general and agricultural logistics chains in particular for central and local managers, enterprises and cooperatives operating in the agricultural sector.
Preside over and coordinate with the Ministry of Industry and Trade and the Ministry of Foreign Affairs to specify the contents of the Vietnam-China Joint Statement and signed cooperation documents on agricultural cooperation, opening agricultural markets, promoting the diversification of traditional distribution channels through wholesale markets and agricultural logistics service centers between border gates of the two countries, and creating favorable conditions for official agricultural trade through e-commerce platforms.
The Prime Minister also requested the Ministry of Industry and Trade to preside over and coordinate with relevant ministries, agencies and localities to urgently develop and submit to the Prime Minister for approval the "Vietnam Logistics Services Development Strategy for the 2025-2035 period, with a vision to 2045", promote trade promotion activities, connect cooperation in the field of logistics services; support businesses to effectively build agricultural supply chains associated with logistics services to international markets.
The Prime Minister assigned the Ministry of Transport to prioritize investment in building new, renovating, and upgrading the complete transportation system connecting centers in the agricultural logistics service system and supporting the development of agricultural supply chains via road, waterway, rail, and air to facilitate and save domestic transportation and logistics costs.
The Ministry of Transport is also assigned to discuss and work with the Ministry of Industry and Trade, the National Railway Administration, the Civil Aviation Administration of China and the authorities of the provinces bordering China to find urgent and medium- and long-term solutions to help optimize costs and transportation time of agricultural, forestry and fishery products.
Focus on organizing solutions to modernize the railway system and improve the capacity of transporting goods by rail to increase the volume of agricultural, forestry and fishery products exported to China. In the first quarter of 2024, the Prime Minister requested the Ministry of Transport to preside over and coordinate with the Ministry of Agriculture and Rural Development and the Ministry of Industry and Trade to discuss and work with the Chinese side to optimize transportation costs and trade procedures, and quickly build specialized roads for agricultural products at the pairs of secondary border gates (Lang Son, Cao Bang, Lao Cai, Quang Ninh, Lai Chau, Ha Giang) to connect the traffic axes under construction to promote and create favorable conditions for local residents and businesses of the two countries, quickly meeting the needs of both sides.
For the Ministry of Planning and Investment, it is necessary to preside over and coordinate with relevant ministries, agencies and localities to review and balance, and arrange capital for developing transport infrastructure and infrastructure for agricultural logistics centers; guide the use of capital to effectively and timely deploy and implement programs, tasks and projects to develop agricultural logistics systems.
Guide enterprises and cooperatives to implement mechanisms and policies related to the development of agricultural logistics services and investment in the construction of agricultural logistics centers.
Advise the Government on policies to attract domestic and foreign investment capital, encourage economic sectors to participate in investing in agricultural logistics services and develop agricultural logistics infrastructure.
The Ministry of Finance shall preside over and coordinate with relevant ministries, agencies and localities to reform procedures and modernize the customs procedure system to facilitate agricultural trade. Preside over and coordinate with the Ministry of Agriculture and Rural Development, the Ministry of Industry and Trade and the Ministry of Foreign Affairs to discuss with the General Administration of Customs of China to build and expand the pilot model of smart border gates associated with traceability control.
Based on the balancing capacity of the central budget, on the basis of the proposal of the Ministry of Agriculture and Rural Development and relevant ministries and branches and the tasks approved by competent authorities, synthesize in the annual regular expenditure estimates of the central budget, submit to competent authorities for consideration and decision on budget allocation in the expenditure estimates of ministries and central agencies according to the provisions of the State Budget Law and guiding documents to implement programs, tasks and projects on developing the agricultural logistics system.
Provinces and centrally-run cities review, adjust and supplement the planning and production structure of agriculture, forestry and fishery in their localities in conjunction with the development of infrastructure and agricultural logistics services and regulate the operating model of agricultural logistics service centers.
The Vietnam Logistics Service Enterprise Association and agricultural industry associations cooperate to establish agricultural logistics chains, apply technology, digital transformation, and innovate business models to reduce logistics costs, increase the value of goods, and promote exports.
