Accelerate public investment, determined to completely eliminate temporary housing.

Numerous key projects are under construction day and night, public investment capital is being disbursed strongly, and hundreds of thousands of households have new homes. Decisive leadership from the central government to the local level is creating real momentum in infrastructure development and social welfare.

Life for Mrs. Trieu Huynh Mai's family has become less difficult now that they have a sturdy house.

The results are clear.

According to reports from the 5th meeting of the Central Steering Committee for the nationwide elimination of temporary and dilapidated houses; the 18th meeting of the State Steering Committee for key national and priority transport projects ; and the 2nd Conference on promoting the disbursement of public investment capital in 2025 , held on the morning of June 22nd, public investment disbursement in the first six months of 2025 reached VND 264.8 trillion, achieving 32.06% of the plan. Disbursement of national target programs reached 42.15% of the plan. Six out of 41 ministries and agencies and 37 out of 63 localities achieved disbursement rates at or above the national average. Many projects, especially nationally important projects, are being implemented with the spirit of "overcoming the sun and rain," "eating quickly, sleeping urgently," "working 3 shifts and 4 teams," "working through holidays and Tet," and "only discussing action, not retreating"...

Regarding the progress of national key projects and transportation sector projects, to date, 19 projects/sub-projects have been put into operation, notably the completion and commissioning of the T3 terminal at Tan Son Nhat International Airport, increasing the total length of expressways nationwide from 1,327 km to 2,268 km; and the commissioning of the T3 terminal at Tan Son Nhat International Airport. Currently, 52 projects/sub-projects are under construction, largely on schedule.

Regarding the elimination of temporary and dilapidated houses, the difficulties and obstacles have been largely resolved. Nationwide, nearly 263,000 houses have been demolished (of which nearly 225,000 have been completed; approximately 38,000 are under construction or have commenced construction), achieving about 90% of the total demand.

Visiting the home of Mrs. Trieu Huynh Mai in Ward IV , Vi Thanh City ( formerly Vi Tan Ward ), we could clearly feel the joy of this woman. Not long ago, her thatched house has been replaced by a spacious, clean, and beautiful brick house. This house was a long-held dream for her family, but with their main income coming from selling lottery tickets and doing odd jobs, this dream would have remained a distant reality without support from the local authorities and businesses.

Leading us on a tour of her house, which measures over 60 square meters and has a corrugated iron roof and tiled floor, Mrs. Mai explained that she currently lives there with her son and grandson. The Vietnam Investment and Development Bank (BIDV) provided 50 million VND in funding for the construction, with the remainder contributed by her family and relatives.

"I'm so happy to have a decent house. My granddaughter also has a proper place to study. Now I don't have to worry about the rain or sun anymore; I just need to focus on making a living and raising my granddaughter properly," Mrs. Mai happily expressed.

In Hau Giang province, as of June 2025, the total social investment capital reached VND 13,820 billion, an increase of 13.18% compared to the same period last year, achieving 51.35% of the plan (the plan was VND 26,900 billion). Public investment disbursement reached VND 2,985 billion, achieving 40% of the plan.

Hau Giang province mobilized a significant number of labor days, totaling over 13,311. The province also leveraged other support resources such as cement, iron, steel, and bricks to assist those in need. The provincial armed forces, the Fatherland Front Committee, political and social organizations, and various social strata actively implemented many practical and effective models, mobilizing numerous resources to support and assist people in completing their housing projects on schedule and with quality, securing new homes and stabilizing their lives. With this determination, the province has now completed 100% of the construction, repair , and housing support for 1,479 houses, with a total cost of nearly 106 billion VND.

Mr. Dong Van Thanh, Secretary of the Provincial Party Committee and Chairman of the Provincial People's Council , stated: "With the focused involvement and decisive direction of the Steering Committees at all levels, the role of the heads of local Party committees and governments has been appropriately promoted, creating a strong ripple effect so that the entire political system and the people can join hands to eliminate temporary and dilapidated houses in the province. Localities have focused on mobilizing the community's contributions with the spirit of 'everyone contributes what they can, everyone contributes their labor, everyone contributes their resources, everyone contributes what they have, everyone contributes what they have,' creating a widespread impact for the program to eliminate temporary and dilapidated houses, ensuring that no one is left behind."

Hau Giang is determined to accelerate the disbursement of public investment funds.

Prime Minister Pham Minh Chinh urged ministries, all levels, sectors, and localities to resolutely achieve the goal of eliminating temporary and dilapidated houses before August 31, 2025; including providing housing support for relatives of martyrs and those who have rendered meritorious services to the revolution, to be completed before July 27, 2025. The Prime Minister requested that difficulties and obstacles encountered during implementation at the local level be promptly identified and resolved; and that all resources be mobilized with the spirit of "everyone contributing what they can, contributing their labor, contributing their resources, contributing what they can, and contributing what they can."

To accelerate the disbursement of public investment capital in the coming period, the Prime Minister requested Ministers, heads of agencies, Party Secretaries, and Chairmen of provincial People's Committees to uphold a high sense of responsibility and leverage the role of leaders in directing and organizing implementation; to "only discuss and act, not discuss and retreat"; to regularly review, supervise, and promptly identify and resolve difficulties and obstacles arising in each project; to individualize responsibility to each individual; and to consider disbursement results as one of the important bases for evaluating the annual performance of organizations and individuals.

Ministries, central and local agencies are seriously implementing the Government's resolutions, directives, and telegrams of the Prime Minister, as well as guiding documents from Government leaders on urging , allocating, and disbursing public investment capital in 2025, determined to achieve 100% disbursement of the plan assigned by the Prime Minister.

Urgently review and assess the disbursement status of each project; classify projects according to their disbursement level, and then develop specific disbursement schedules for each month and quarter, along with concrete and appropriate solutions to accelerate disbursement and achieve the set targets. In implementing the two-tiered government system and the merger of provinces and cities, localities need to urgently complete the necessary documents and procedures for adjusting or unifying plans, ensuring there are no bottlenecks in the disbursement process.

Regarding the implementation of national key projects and key transportation infrastructure projects in the Mekong Delta region, the provinces of Tien Giang and Ben Tre are urged to expedite the completion of remaining mining permits for the projects. The provinces of Vinh Long, Tien Giang, and Ben Tre are considering increasing mine capacity to meet the 2025 needs of the Ho Chi Minh City Ring Road 3 project. Regarding construction implementation, the provinces and cities are directing investors and contractors to proactively address difficulties and obstacles, supplement manpower, machinery, and equipment, and implement a "three shifts, four teams" construction schedule to accelerate project progress...
