According to reports at the meeting of the Central Steering Committee on the implementation of the elimination of temporary and dilapidated houses nationwide (5th time); the 18th meeting of the State Steering Committee for important national and key projects in the transport sector ; the Conference to promote disbursement of public investment capital in 2025 (2nd time ) , which took place on the morning of June 22, it was reported that public investment disbursement in the first 6 months of 2025 was 264.8 trillion VND, reaching 32.06% of the plan. Disbursement of national target programs reached 42.15% of the plan. 6/41 ministries, agencies and 37/63 localities had disbursement rates reaching the national average. Many projects, especially important national projects, are being implemented with the spirit of "overcoming the sun and rain", "eating quickly and sleeping urgently", "working in 3 shifts and 4 shifts", "working through holidays and Tet", "only discussing work, not discussing back"...
Regarding the progress of implementing important national and key projects in the transport sector, up to now, 19 projects/component projects have been put into operation, notably the completion and operation of increasing the total length of expressways nationwide from 1,327km to 2,268m, putting into operation the T3 terminal of Tan Son Nhat International Airport; 52 projects/component projects are being implemented, basically following the set schedule.
Regarding the elimination of temporary and dilapidated houses, basically the difficulties and obstacles in eliminating temporary and dilapidated houses have been resolved. The whole country has eliminated nearly 263 thousand houses (of which nearly 225 thousand houses have been inaugurated; about 38 thousand houses have been started and are under construction), reaching about 90% of the total demand.
Visiting the house of Mrs. Trieu Huynh Mai, in Ward IV , Vi Thanh City ( new Vi Tan Ward ), we clearly felt the joy of this woman when not long ago, from a thatched house, it has now become a spacious, clean and beautiful brick house. The house has been her family's dream for a long time, but with the main source of income being selling lottery tickets and working for hire, if not supported by the locality and businesses, the dream is still far from reality.
Showing us around the house, which is over 60 square meters in area, with a corrugated iron roof and tiled floors, Ms. Mai said that she is currently living with her son and grandson. The cost of building the house was sponsored by the Bank for Investment and Development of Vietnam with 50 million VND, the rest was contributed by family and relatives.
“I am very happy to have a decent house. My grandson also has a decent place to study. Now I don’t have to worry about rain or shine anymore, I just need to worry about making a living and raising my grandson to study properly,” Mrs. Mai happily expressed.
In Hau Giang , as of June 2025, the total social investment capital in the area was 13,820 billion VND, an increase of 13.18% over the same period, reaching 51.35% of the plan (plan 26,900 billion VND). Disbursement of public investment capital was 2,985 billion VND, reaching 40% of the plan.
Hau Giang has mobilized a large number of labor days, with over 13,311 working days. The province has mobilized other support resources such as cement, iron, steel, bricks, etc. to support the subjects. The provincial armed forces, the Vietnam Fatherland Front Committee, socio -political organizations and social classes have actively implemented many practical and effective models, mobilized many resources, joined hands to support and help people complete the project on schedule, with quality, have new accommodation, and stabilize their lives. With that determination, up to now, the province has completed 100% of the construction, repair and support of 1,479 houses, with a total cost of nearly 106 billion VND.
Mr. Dong Van Thanh, Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council , said: With the focused participation and drastic direction of the Steering Committees at all levels; the role of the heads of the Party Committees and local authorities has been properly promoted, creating a strong spreading force for the entire political system and the masses to join hands to eliminate temporary and dilapidated houses in the province. Localities have focused on mobilizing the cooperation and contribution of the community with the spirit of "whoever has something to contribute, whoever has merit contributes merit, whoever has property contributes property, whoever has a lot contributes a lot, whoever has little contributes little", creating a wide spread for the program to eliminate temporary and dilapidated houses, so that no one is left behind".

Prime Minister Pham Minh Chinh requested ministries, sectors, and localities to be determined to complete the goal of eliminating temporary and dilapidated houses before August 31, 2025; including housing support for relatives of martyrs and people with revolutionary contributions to be completed before July 27, 2025. The Prime Minister requested to promptly grasp and resolve difficulties and obstacles in the implementation process at the local level; mobilize all resources in the spirit of "whoever has something to help, whoever has merit helps merit, whoever has property helps property, whoever has a lot helps a lot, whoever has little helps a little".
To promote the disbursement of public investment capital in the coming time, the Prime Minister requested Ministers, Heads of sectors, Secretaries, and Chairmen of provincial People's Committees to uphold their sense of responsibility, promote the role of leaders in leadership, direction and implementation; "only discuss, not discuss backward"; regularly review, urge, promptly detect and remove difficulties and problems arising in each project; personalize responsibilities to each individual; consider disbursement results as one of the important bases for assessing the level of completion of annual tasks of organizations and individuals.
Ministries, central and local agencies strictly implement Government resolutions, directives, telegrams of the Prime Minister and guiding documents of Government leaders on urging , allocating and disbursing public investment capital in 2025, determined to disburse 100% of the plan assigned by the Prime Minister.
Urgently review and evaluate the disbursement status of each project; classify projects according to disbursement level, thereby building a specific disbursement schedule for each month and quarter and having specific and appropriate solutions to promote disbursement to achieve the set targets. In implementing 2-level government and merging provinces and cities, localities need to urgently complete documents, procedures to adjust or unify plans, ensuring no congestion in the disbursement flow.
With the content of implementing important national projects and works, key transport sector , and construction materials in the Mekong Delta region, Tien Giang and Ben Tre provinces urgently complete the remaining mine licensing procedures for the projects. Vinh Long, Tien Giang and Ben Tre provinces consider increasing mine capacity to meet the 2025 demand for the Ho Chi Minh City Ring Road 3 project. Regarding construction implementation, provinces and cities direct investors and contractors to proactively remove difficulties and obstacles, supplement human resources, machinery and equipment, and work in "3 shifts, 4 shifts" to speed up the project's construction progress...
