In favorable weather conditions, dozens of vehicles and workers took advantage of maximum time to speed up the implementation of the project identified as urgent technical infrastructure.

Overcoming construction difficulties

According to records, in mid-June and early July, at the construction site of landfill No. 7, the sound of trucks, dump trucks, and excavators was bustling from early morning to late afternoon. The convoy of trucks carrying dirt and rocks continuously entered and exited the construction site, lining up to dump soil, level, and roll the ground.

Under the thousands of square meters of ground, construction teams work busily in the hot sun and the stench coming from the nearby garbage bins.

Mr. Phung Van Ngoc, technical manager of the contractor, the joint venture of Seen Engineering Joint Stock Company - Bach Dang Construction Corporation - JSC (project contractor) said: "We mobilized 15 excavators, 30-40 dump trucks and arranged about 50 workers to work continuously day and night.

Taking advantage of the favorable weather, the brothers at the construction site worked almost without any rest. Working overtime at night, working all day on Sunday, all with the same determination to stick to the schedule, speeding up the construction volume.

Working here is very hard, both in the hot sun and with the smell of garbage, but everyone knows that this is an urgent environmental project for the city, so we have to try our best. If we finish it soon, the city will be able to relieve its worries about garbage soon.”

Garbage compartment No. 7 project is invested and managed by the Management Board of Priority Infrastructure Investment Projects of Da Nang City; construction started in April 2025, with a total investment of more than 225 billion VND; of which the construction package is 94.9 billion VND.

This is a special-level technical infrastructure project with a design capacity of more than 900,000m3 , equivalent to about 648,000 tons of solid waste.

Mr. Trieu Tran Hy, Deputy Director of the Management Board of Priority Infrastructure Investment Projects of Da Nang City informed: "Up to now, the project has completed about 44% of the volume of earth and rock excavation, equivalent to 150,000m 3 / 340,000m 3 .

We are speeding up the construction of items such as garbage bins, western traffic roads, leachate collection system, pumping station, fire protection and auxiliary works...

The goal is to complete the excavation part in September to avoid heavy rain, complete the technical infrastructure by the end of 2025 and put it into operation in the first quarter of 2026.

Urgent because waste is overloaded

According to the Center for Monitoring and Management of Natural Resources, Environment and Agriculture Infrastructure in Da Nang, the unit that manages and operates Khanh Son landfill (under the Department of Natural Resources and Environment in Da Nang), this landfill receives about 1,400 tons of household waste every day.

Most of the bins from number 1 to number 6 are basically full, some bins are almost no longer able to receive.

Faced with this pressure, while trash bin No. 7 is being urgently constructed, the units are simultaneously implementing a temporary solution of filling in the subsidence areas of trash bins No. 1 to No. 6 to extend the landfill time.

However, this is only a temporary solution. The project of a waste treatment plant combined with a power generation capacity of 1,000 tons/day and night is expected to be a fundamental solution to the problem of urban waste, but has not yet been implemented.

This forced the city to focus on the intermediate solution of completing trash bin number 7 to avoid the risk of local overload at Khanh Son landfill.

According to Mr. Trieu Tran Hy, the city's direction to speed up the progress of trash bin No. 7 is an urgent requirement to maintain garbage reception and treatment activities.

Therefore, this is not only a normal construction project, but also a "lifesaver" for the urban waste management system in the current period.

Temporary solutions and long-term problems

According to Mr. Ngo Le Quang, Director of Hanoi Urban Environment Company Limited (Urenco) - Central Branch, landfilling is no longer a suitable trend in the long term, especially for a large city like Da Nang which is aiming to become an "environmental city". The fundamental solution must be to invest in modern waste treatment technology, such as incineration to generate electricity, sorting recyclable waste to both reduce waste volume and utilize resources from waste.

In fact, Da Nang city has called for investment in a project to treat domestic solid waste with a capacity of 1,000 tons/day, under the form of public-private partnership (PPP).

The project has a total investment of more than VND 2,777 billion, expected to apply BLT (build - lease - transfer) contract, with an operating period of 25 years.

According to the Department of Agriculture and Environment, this plant not only effectively handles the increasing volume of household waste, but also has the ability to generate electricity with a capacity of up to 20MW.

This is considered a sustainable direction, ensuring long-term environmental security, while helping the city meet the criteria of green - clean - resource-circulating development.

The simultaneous implementation of both trash bin No. 7 and the high-tech waste treatment plant project demonstrates the great determination of Da Nang city when facing the problem of urban environment.

In the context of increasing waste volume, increasingly limited landfill land and people's increasing concern about quality of life, investment in waste treatment infrastructure is not only an urgent task but also a sustainable development strategy of the locality.
