Total investment in Tuyen Quang-Phu Tho expressway increased to 3,753 billion VND

On May 29, Deputy Prime Minister Tran Hong Ha signed Decision No. 586/QD-TTg approving the adjustment of the investment policy for the Tuyen Quang-Phu Tho expressway construction investment project connecting with Noi Bai- Lao Cai expressway.

The investment project to build the Tuyen Quang-Phu Tho expressway connecting with the Noi Bai-Lao Cai expressway (the Project) has been approved by the Prime Minister in Decision No. 1768/QD-TTg dated December 6, 2019; Decision No. 2275/QD-TTg dated December 31, 2020 and Decision No. 426/QD-TTg dated April 6, 2022.

Decision No. 586/QD-TTg combines Phase 1 and Phase 2 to complete the entire project in 2023. The implementation period is 2021-2023. The total project investment is increased to VND 3,753 billion.

Investment capital is taken from the central budget and local budgets; of which, the central budget is 2,900 billion VND (500 billion VND for the 2016-2020 period; 2,400 billion VND for the 2021-2025 period. The expected increase in central budget revenue in 2022 is 800 billion VND) and local budget is 853 billion VND.

Other contents remain the same as Decision No. 1768/QD-TTg dated December 6, 2019; Decision No. 2275/QD-TTg dated December 31, 2020 and Decision No. 426/QD-TTg dated April 6, 2022 of the Prime Minister.

The Deputy Prime Minister requested the Ministry of Planning and Investment to take full responsibility for the results of the appraisal and adjustment of the project's investment policy; to preside over and coordinate with the Ministry of Finance and relevant agencies to balance and allocate sufficient central budget capital to implement the project in accordance with the law.

The Ministry of Transport shall receive and hand over for management and operation the main route, intersections on the main route and works on the main route and works at intersections on the main route after the project is completed.

The People's Committee of Tuyen Quang province and the People's Committee of Phu Tho province will receive and manage the service roads, return roads, overpasses over the expressway, the section connecting Ho Chi Minh road to IC9 intersection and works on the route according to administrative boundaries after the project is completed.

The People's Committee of Tuyen Quang province is fully responsible for the information, data and documents reporting the proposal to adjust the investment policy of the Project; is responsible for arranging and using capital in accordance with current regulations, ensuring full and timely implementation of the Project according to the approved schedule, ensuring savings, efficiency and avoiding loss and waste; closely coordinates with the People's Committee of Phu Tho province and relevant agencies during the implementation of the Project.

Previously, on March 20, Deputy Prime Minister Tran Hong Ha signed Decision 263/QD-TTg to establish an interdisciplinary appraisal council to appraise the pre-feasibility study report to adjust the Tuyen Quang-Phu Tho expressway construction investment project connecting Noi Bai-Lao Cai expressway.

According to the Decision, the Minister of Planning and Investment is the Chairman of the Council. The Deputy Minister of Planning and Investment is the Vice Chairman of the Council.
