Hai Phong's economic growth after merger ranks 2nd out of 34 provinces and cities.

On the morning of July 24, at the 29th Session (regular session in mid-2025) of the 16th Hai Phong City People's Council, Comrade Le Ngoc Chau, Deputy Secretary of the City Party Committee, Chairman of the Hai Phong City People's Committee presented a report on the socio -economic development plan for 2025 and tasks and solutions for the last 6 months of 2025 of Hai Phong City after the reorganization.

Hai Phong continues double-digit growth

Chairman of Hai Phong City People's Committee Le Ngoc Chau emphasized that 2025 is a particularly important year - the last year of the 2020 - 2025 term, associated with the revolution of streamlining the organizational apparatus.

Hai Phong City, together with the whole country, is making the greatest efforts to simultaneously achieve many important goals: promoting economic growth, preparing the best conditions for successfully organizing Party Congresses at all levels; at the same time, operating the 2-level local government apparatus according to the new model, ensuring streamlining, effectiveness and efficiency.

In the first 6 months of the year, the world and regional situation continued to develop complicatedly, with many advantages, difficulties and challenges intertwined, but with the determination and efforts of the entire city's political system, the socio-economic situation basically achieved the set goals and plans.

The total GRDP in the area (at 2010 comparative prices) in the first 6 months of 2025 is estimated to reach more than 209,600 billion VND, an increase of 11.2% over the same period last year, 1.5 times higher than the national average, ranking 2nd out of 34 provinces and cities and leading in 6 centrally run cities as well as the Red River Delta (Eastern Hai Phong grew by 11.04%, ranked 7th out of 63 former localities, 2nd out of 6 centrally run cities; Western Hai Phong grew by 11.59%, ranked 5th out of 63 former localities, 2nd in the Red River Delta).

The industrial production index increased by 14.6% over the same period in 2024, 1.6 times higher than the national average increase (the whole country increased by 9.2%).

Total state budget revenue is over 100,000 billion VND, of which domestic revenue is over 58,400 billion VND, revenue from import-export activities is over 41,300 billion VND (East Hai Phong collects over 81,100 billion VND; West Hai Phong collects over 19,800 billion VND).

Total investment capital implemented in the area is estimated at over 139,800 billion VND, an increase of nearly 19% over the same period in 2024.

The city attracted over 7.5 million tourists, reaching 52% of the yearly plan, up over 28% over the same period. Attracted foreign direct investment of about 1.3 billion USD. Established over 3,300 enterprises, reaching 56% of the yearly plan.

As of June 30, the city disbursed over VND15,100 billion in public investment capital, equal to 38.5% of the city's annual plan, and 42.2% of the Prime Minister's annual plan. Of which, Dong Hai Phong disbursed over VND7,800 billion in public investment capital, equal to 30.65% of the city's annual plan, and 30.67% of the Prime Minister's annual plan; Tay Hai Phong disbursed over VND7,300 billion, equal to 53.4% of the province's annual plan, and 70.3% of the Prime Minister's annual plan.

Many outstanding socio-economic marks

Chairman of Hai Phong City People's Committee Le Ngoc Chau pointed out the bright spots and outstanding socio-economic development results of the city in the first 6 months of the year.

In particular, the work of reorganizing the apparatus was implemented drastically and synchronously, the 2-level local government model operated smoothly from the beginning. The city directed the review, arrangement of working headquarters and investment in additional necessary equipment for agencies and units, especially at the commune level, and organized the synchronous operation of the Public Administration Service Center, improving the quality of service for people and businesses from July 1.

Hai Phong City has completed the project and closely coordinated with central agencies to submit to the National Assembly for promulgation Resolution 226/2025/QH15 on piloting a number of specific mechanisms and policies for the development of Hai Phong City.

Hai Phong continues to implement many large projects and works in the fields of transportation and urban areas, contributing to raising its position and paving the way for development in many socio-economic fields, typically submitting and receiving approval from the Prime Minister for the investment policy to build ports No. 9, No. 10, No. 11 and No. 12, Lach Huyen port area; submitting to competent authorities for appraisal and approval of the Specialized Economic Zone Project; completing the organization of establishment, appraisal and approval of 1/2000 scale zoning plans for the central urban area in the east of the city; completing the submission and receiving approval from the Prime Minister for the Master Plan for the construction of the southern coastal economic zone of Hai Phong until 2050.

Hai Phong City (before the merger) was recognized by the Prime Minister for completing the task of building new rural areas in 2024 and has successfully organized many political, economic, cultural and social events of special importance, leaving a deep impression in the hearts of the people and international friends.

Most recently, Hai Phong City successfully organized the Hai Phong City Investment Promotion Conference 2025 on the sidelines of the ABAC III meeting with the theme "Hai Phong - Strategic destination of the new era".

The fields of culture - society, sports, health, education and training, science - technology, and digital transformation have achieved many positive results. Security and order are maintained, social security work is fully, promptly, and properly implemented; the material and spiritual life of the people is increasingly improved.

Comrade Le Ngoc Chau said that the west of Hai Phong has completed the removal of temporary and dilapidated houses 4 months earlier than the Prime Minister's plan, and the entire city no longer has temporary or dilapidated houses.

Important tasks after merger

Despite many positive results, Chairman of the City People's Committee Le Ngoc Chau said that the socio-economic development results of Hai Phong City still have some limitations.

In particular, economic growth has not met expectations, some economic indicators are lower than planned progress, site clearance and construction work at some projects have not ensured required progress and the operation of the 2-level local government model still has problems, especially at the commune level.

Comrade Le Ngoc Chau emphasized that there were objective reasons for the limitations, but there were also four subjective reasons. Some commune-level localities had not proactively prepared fully in terms of facilities, personnel, and operational procedures when switching to a two-level local government model, leading to initial shortcomings in operation and low effectiveness and efficiency.

Some departments, branches and localities have not been proactive and flexible in organizing the implementation of tasks; they are still confused in adjusting plans to suit the new situation. The coordination between departments, branches and commune-level authorities in implementing tasks is still limited and lacks synchronization. The analysis and forecasting of the socio-economic situation of some sectors is not close to reality, leading to the establishment of targets and proposed solutions lacking feasibility.

Through practical leadership, direction and administration, comrade Le Ngoc Chau said that the Hai Phong City People's Committee has analyzed and identified 5 lessons learned. That is to strictly implement the Central's instructions; proactively develop growth scenarios and disburse public investment capital as a basis for direction and administration; the assignment of tasks is carried out in detail for each month and quarter, ensuring compliance with the spirit of "6 clear" as directed by the Prime Minister (clear people, clear work, clear time, clear responsibility, clear products, clear authority). Mobilize the entire political system to participate, especially in the propaganda work to implement the city's policies and guidelines, especially the work of site clearance. Promote administrative reform; strengthen inspection, urging and flexible management in implementing growth targets.

To complete the socio-economic goals and targets in 2025 and in the last 6 months of 2025, Hai Phong City People's Committee identified a number of main goals and a number of key tasks that need to be focused on.

Along with 22 main targets, Chairman of the City People's Committee Le Ngoc Chau emphasized a number of key tasks that need to be focused on and implemented in the coming time.

That is to effectively implement the two-level local government model in conjunction with successfully organizing Party Congresses at all levels towards the 14th National Party Congress. Regularly review, update, and adjust the socio-economic growth scenario to serve the city's direction and administration. Prioritize resources to promote growth, strive to achieve a growth rate of over 12.35% for the whole year of 2025, creating a solid foundation for development in the coming term.

Focus on directing the development, promulgation and effective implementation of the Plan to implement Resolution No. 226 dated June 27, 2025 of the National Assembly on piloting a number of specific mechanisms and policies for the development of Hai Phong City. Urgently and effectively implement the Southern Economic Zone of Hai Phong City, the Western Specialized Economic Zone of Hai Phong City, especially the city's free trade zone.

Concretize 4 Central resolutions on strategic development pillars. Regularly direct and resolve 64 backlogged and slow-progressing projects according to Official Dispatch 112 of the Prime Minister.

Prepare for the task of establishing a provincial planning for Hai Phong City to replace the provincial planning for the period 2021 - 2030, with a vision to 2050, and establish a general planning for Hai Phong City to replace the general planning for Hai Phong City approved by the Prime Minister in Decision No. 323/QD-TTg dated March 30, 2023.

Implement drastic and synchronous solutions to maintain and strongly improve the rankings of administrative reform indexes, provincial competitiveness, public administration efficiency, and people's satisfaction to create a transparent and open investment and business environment, strongly attracting non-budgetary resources.

Pay attention to developing cultural and social fields; ensure national defense and security, especially ensure social security at an increasingly high level, in which pay attention to reviewing mechanisms and policies to ensure consistency in implementation after the provincial merger.
