Impressive growth
On July 9, the Ministry of Culture, Sports and Tourism held an online conference to deploy key tasks of the tourism industry in the last 6 months of 2025. Member of the Party Central Committee, Minister of Culture, Sports and Tourism Nguyen Van Hung chaired the conference.
Regarding the results of tourism activities in the first 6 months of 2025, Director of the Vietnam National Administration of Tourism Nguyen Trung Khanh said: With the unified, consistent and drastic leadership and direction of the Government and the Prime Minister, the timely and effective participation of the entire political system, along with the solidarity and efforts of the business community and localities across the country, tourism continues to be a bright spot contributing positively to the socio-economic development of the country.
Specifically, in the first 6 months of 2025, the number of international tourists to Vietnam reached nearly 10.7 million, an increase of 20.7% over the same period in 2024, reaching 48.6% of the 2025 plan (22-23 million visitors); the number of domestic visitors reached 77.5 million, an increase of 8.5% over the same period in 2024, reaching 64.5% of the 2025 plan (120-130 million visitors); total revenue from tourists is estimated at VND 518 trillion, reaching 52.8% of the 2025 plan (VND 980,000-1,050,000 billion).
Along with the growth in the number of visitors, security, order, environmental sanitation, and food safety at destinations are guaranteed; room rates and tourism services do not have many major fluctuations; tourism activities across the country are vibrant and safe...
“That result is a testament to the right and timely direction of the tourism industry in restructuring the tourist market, orienting product development, effective promotion and advertising both on the ground and on digital platforms, and the positive effects of the new visa policy, including the role of state management by the Vietnam National Administration of Tourism and local tourism management departments,” affirmed Mr. Nguyen Trung Khanh.

However, industry leaders said that Vietnam's tourism still faces many difficulties and challenges, especially when countries in the region issue flexible policies to attract visitors, creating great competition, affecting the quality and number of international visitors to Vietnam.
In addition, although tourism products have been renewed, their full potential and strengths have not been fully exploited, their added value is low, and they are not really attractive; tourism infrastructure is still limited, affecting tourists' ability to access destinations; the legal corridor for developing some new types of products is not yet favorable... This reality requires the entire industry to make efforts and determination to innovate and accelerate development.
Create momentum
To create momentum for the tourism industry to enter a new era, the Director of the Vietnam National Administration of Tourism said that the entire industry will focus on implementing many key tasks and solutions in the coming period.
In particular, focusing on advising on perfecting institutions in the direction of "development creation"; researching and advising on promulgating "breakthrough policies and mechanisms"; continuing to orient tourism development towards depth, quality, professionalism, sustainability, and brand, with the construction of high-end resort tourism products, health care tourism, agricultural tourism and regional specific products, eco-tourism, adventure tourism, medical tourism, culinary tourism, etc.; orienting the development and diversification of the system of competitive enterprises, deeply participating in the global tourism supply chain.

The industry will also promote the effective implementation of coordination mechanisms, operating regulations, regional and inter-regional action plans in tourism activities; restructure the tourism market in line with Vietnam's potential and advantages, meet global trends and adapt to fluctuations in the world tourism market; promote public-private cooperation, mobilize domestic and international social resources to invest in developing tourism infrastructure and facilities, and improve competitiveness in logistics costs and human resources.
In particular, along with strengthening security and safety for tourists, Vietnam tourism continues to promote the development of database systems and digital platforms connecting information systems to serve policy making, state management and administration, and serve domestic and international businesses and tourists.
At the Conference, many representatives from tourism management departments across the country also gave their opinions and contributed solutions to promote growth and attract tourists from now until the end of 2025. At the same time, it was proposed that the Ministry of Culture, Sports and Tourism study and issue an Action Program for comprehensive tourism development in the coming period, associated with the target of double-digit growth and two-level government, in order to create overall strength for tourism development.
In his concluding remarks, Minister of Culture, Sports and Tourism Nguyen Van Hung emphasized that the Conference was held at a very meaningful time, not only on the 65th anniversary of the establishment and development of the tourism industry (July 9, 1960 - July 9, 2025), but also right after the two-level local government apparatus had just come into operation, rearranging administrative units from 63 to 34 provinces and cities.

In the new context, to achieve the goal of welcoming 22-23 million international visitors and over 120-130 million domestic visitors, contributing to the GDP growth target of over 8% in 2025, Minister Nguyen Van Hung said that the entire industry must think together to "redraw the map of Vietnam tourism" with a new approach.
It is necessary to evaluate and reposition the tourism development space and tourism resources of each region and country. From there, research to renew destinations and products, expand the tourism development space in the direction of close and sustainable connection to create unique tourism products that touch the hearts and emotions of viewers.
The Minister also emphasized the need to review, research, and remove policy “bottlenecks” to unblock tourism resources; step up promotion and advertising; take advantage of the power of technology to increase tourism attractiveness and accessibility to tourists…
