Attending the meeting were Party Central Committee members: Deputy Prime Minister Tran Hong Ha; Head of the Office of the President Le Khanh Hai; and representatives of leaders of a number of central departments, ministries and branches. On the side of Tra Vinh province, there were Party Central Committee member, Provincial Party Secretary Ngo Chi Cuong and comrades in the provincial leadership.
Breakthrough growth in the first 6 months of the year
On behalf of the leaders of Tra Vinh province, reporting on the results of the implementation of tasks in the past time, Secretary of the Provincial Party Committee Ngo Chi Cuong said that after more than 3 years of implementing the Resolution of the Provincial Party Congress for the 2020-2025 term, the socio -economic situation of the province continued to recover and develop. The growth rate in the first 6 months of the year reached 10.27%; budget revenue was 219 billion VND, reaching 82.12% of the estimate (up 20.17% over the same period); domestic revenue was 3,300 billion VND, reaching 53.05%.
Key and breakthrough tasks are focused on leadership, direction and implementation; restructuring the agricultural economy and developing commodity production to adapt to climate change are focused on; administrative reforms are being carried out, indicators reflecting provincial competitiveness are being improved; national target programs have achieved quite positive results. The rate of poor and near-poor households has been continuously reduced and by the end of 2023, the rate of poor households will be 1.19% and near-poor households will be 2.35%.
The fields of culture, society, education and training, science, technology, health care and sports continued to achieve many progressive results; social security, social welfare and people's lives were guaranteed. Policies for people with meritorious services, people in difficult circumstances, ethnic and religious policies were implemented quite well.
Along with that, the work of building the Party and the political system has achieved many positive results, the role of the Fatherland Front and socio-political organizations has been increasingly enhanced; the strength of great national unity has been consolidated and enhanced. The work of judicial reform has been focused on leadership and implementation, the organization of the apparatus and staff of judicial agencies has been built in a streamlined and effective direction. The work of preventing and combating corruption and negativity has been focused on leadership and implementation.
Secretary of the Provincial Party Committee Ngo Chi Cuong emphasized that as a locality with many potential complex factors in political security, Tra Vinh province always focuses on implementing social security work and resolving conflicts at the grassroots level, not allowing hot spots to occur. The work of preventing and combating all types of crimes and social evils, ensuring social order and safety is carried out resolutely both on land and at sea; the situation of social order and safety in the province is stable; political security is always under control.
Regarding foreign affairs, from the beginning of 2024 to now, the province has received aid from 11 foreign non-governmental organizations; implemented 23 programs and projects, of which the total committed funding capital is 38.36 billion VND (an increase of 192.7% over the same period in 2023) with a disbursement value of 13.8 billion VND. Up to now, overseas Vietnamese have returned to invest in the province with a total registered investment capital of 222 billion VND and 18.64 million USD. Tra Vinh does not share a border with Cambodia, but due to similarities in ethnicity, religion, culture, and language, Khmer people from Tra Vinh cross the border with Cambodia and this has a positive effect, helping to strengthen people-to-people diplomacy and consolidate the friendly relationship between the two countries.
Comrade Ngo Chi Cuong affirmed that from a poor land with many complicated political factors, the reality requires people to be reassured and political stability maintained for development. Therefore, over many terms, the province has focused on leadership and direction, up to now, Tra Vinh has 100% of communes, districts, towns and cities achieving new rural status, completing 8/8 criteria for a new rural province. The province is focusing on completing procedures and documents to request the Central Government to recognize the province as a new rural province in 2024.
Regarding the direction of tasks in the coming time, Secretary of the Provincial Party Committee Ngo Chi Cuong stated that the Provincial Party Committee will continue to thoroughly grasp, concretize and focus on directing the implementation of the Resolution of the 13th National Party Congress and the Resolution of the Provincial Party Congress, as well as resolutions, conclusions, regulations of the Central Committee, the National Assembly, the Government and the conclusion of the Prime Minister in the working session with Tra Vinh province; promote the building and rectification of the Party, the political system and studying and following the ideology, morality and lifestyle of Ho Chi Minh; strengthen solidarity and discipline within the Party, the political system and in society.
Along with that, the province will focus on leading the drastic implementation of 6 key tasks, 3 breakthroughs, promoting the socio-economic development of the province; promoting the application of scientific and technological advances in production to create products with high added value; increasing the number of export items of the province; being proactive and flexible in attracting investment, focusing on the fields of renewable energy exploitation, aquaculture, seafood processing, agricultural products; developing tourism, developing enterprises, startups and supporting enterprises, investors to implement projects, production and business according to plan, along with a number of other important tasks.
Tra Vinh province has also proposed and recommended to the President and ministries and branches at the central level to support the removal of obstacles related to investment capital for repairing some transport infrastructure; supplement the planning of the seaport offshore Tra Vinh canal to receive ships with a tonnage of 50,000 tons or more to directly serve Dinh An Economic Zone; support part of the capital for the construction of a freshwater reservoir on Lang The Tra Vinh river; issues of climate change, preventing saltwater intrusion; as well as some issues related to renewable energy development.
At the meeting, leaders of central ministries and branches analyzed and clarified the potentials, strengths, and achievements, while pointing out the remaining shortcomings and limitations that hinder the development of the province. Leaders of central ministries and branches also suggested a number of solutions to remove obstacles in issues such as transport infrastructure, renewable energy, and saltwater intrusion prevention, thereby creating momentum to help Tra Vinh province develop more strongly in the coming time.
Creating conditions for Tra Vinh to continue to grow
Speaking at the meeting, President To Lam conveyed General Secretary Nguyen Phu Trong's warm regards to the Party Committee, government and people of Tra Vinh province.
Reviewing the positive results that Tra Vinh has achieved in recent times, the President emphasized that this is even more meaningful in the context of the difficult economic situation in the world and in the country, while Tra Vinh as well as many provinces in the Mekong Delta are facing many difficulties in coping with climate change and saltwater intrusion. The above positive results not only create a new look, stature and strong development future for Tra Vinh, but also strengthen the people's trust in the leadership of the Party, contributing significantly to the cause of innovation, as well as the stability and development of the country in the coming time. Tra Vinh is also considered one of the bright spots of the Mekong Delta region and the whole country in terms of socio-economic development.
The President praised and highly appreciated the Party Committee, government and people of Tra Vinh province for their solidarity, efforts, overcoming difficulties, achieving positive and comprehensive results in socio-economic development; emphasizing that, with a low starting point from a poor agricultural province when the province was re-established more than 30 years ago, but with the determination to innovate, the desire to rise strongly and promote the spirit of solidarity, unity and consensus, Tra Vinh has developed very well and is now one of the leading provinces in the Mekong Delta.
On the other hand, the President also pointed out the difficulties and challenges that Tra Vinh is facing, including the problem of rapid economic growth but unsustainable growth momentum, low industrial spread, especially the issue of digital transformation; limited investment by enterprises in agriculture and rural areas, not commensurate with the potential and strengths of the province; education and training still face many difficulties, healthcare is still lacking, the social security network is not yet covered, the living standards of a part of people in particularly difficult areas, areas with a large Khmer population are still low.
Sharing the province's proposals and recommendations, the President hoped that the Government, ministries and branches would pay attention to supporting and quickly removing difficulties and obstacles, creating the most favorable conditions for Tra Vinh province to further develop in the coming period.
The President suggested that Tra Vinh province should focus on important infrastructure projects to create strong changes in economic restructuring, and at the same time, it is necessary to attach importance to solving challenges caused by climate change, saltwater intrusion, and poverty reduction, especially among the Khmer people; continue to invest in agriculture and rural areas because this proportion is still very high in the economic structure of Tra Vinh, and at the same time pay attention to appropriate agricultural economic forms to improve economic efficiency, social and environmental sustainability; replicate effective models, especially collective economic models in agriculture, household economy, forms of technology application linkage, concentrated production scale of agricultural brands that are safe for the ecological environment.
Pointing out that Tra Vinh is a province with a large number of ethnic and religious people and is identified as a key province in terms of national security and defense, the President requested that the social security policy, people's health care, labor training and employment programs continue to be well implemented; the grassroots political system, authorities at all levels, and people must not allow hostile forces to incite and carry out plots to sabotage the great national unity bloc; proactively prevent and combat social evils and all types of crimes; strengthen national security and defense, build a solid defense zone, ensure political security, social order and safety; create a safe and secure living and working environment for the people.
The President also requested Tra Vinh to continue to do well in Party building, building a clean and strong political system, step up the fight against corruption and waste, prevent and repel degradation in political ideology, ethics, lifestyle, and manifestations of "self-evolution" and "self-transformation" within the Party; uphold the spirit of daring to think, daring to do, and continue to promote the dynamism and creativity of the locality.
The President expressed his belief that the Party Committee and people of Tra Vinh province will continue to unite, agree to join hands and work together, continue to promote innovation and integration, comprehensively develop all fields to successfully implement and exceed the targets and tasks set by the Provincial Party Congress; continue to build Tra Vinh to be increasingly prosperous and beautiful, people will have a prosperous and happy life, contributing with the whole country to successfully implement the Resolution of the 13th National Party Congress.
On this occasion, President To Lam presented Tra Vinh province with 1,400 radios to distribute to local ethnic minorities with the hope that people, especially those in poor areas who do not have the opportunity to watch TV or listen to radio programs in ethnic languages.
On the same day, President To Lam and the Central delegation offered incense and flowers at the Memorial Site of Chairman of the Council of Ministers Pham Hung and the Memorial Site of Prime Minister Vo Van Kiet in Vinh Long province.
In addition, the President also visited the family of Lieutenant General Son Cang, Hero of the People's Armed Forces; visited and presented gifts to a number of policy families in Tra Vinh province.
