In the context of strong economic recovery and transformation, ensuring that investment projects are implemented on schedule is not only an administrative management requirement, but also the key to promoting sustainable development for the locality. Hue is operating a two-tier local government model, so this requirement becomes even more urgent.

Recently, the city has recorded a series of positive signs. By the end of June 2025, the whole city had 344 newly established enterprises with total registered capital increasing by more than 116% over the same period; budget revenue reached over 7,400 billion VND, up 26% over the same period...

The city has proactively supported investors to launch many large-scale projects such as Creanza High-Tech Quartz Sand Processing Factory, Chan May Logistics Center, two social housing areas in An Van Duong, Cristobalite Factory... The total investment of factories and projects up to 6,000 billion VND shows the determination to attract and realize capital flows into Hue.

In the industrial sector, a series of phase 2 and 3 projects of factories such as Kim Long Motor Hue, Kanglongda Hue, Carlsberg Vietnam Brewery... are being supported by the city government to accelerate the implementation progress. These are not only large-scale projects, but also create jobs, transfer technology, contribute greatly to the budget and reshape the local industrial structure.

Staff capacity is an important factor in resolving administrative procedures for businesses.

In many meetings, city leaders always emphasized that supporting investors does not stop at the groundbreaking stage, but must be throughout the project life cycle; re-evaluating all procedures with long processing times to promptly shorten them.

This determination helps Hue's Provincial Competitiveness Index (PCI) continue to maintain its position in the top 10 nationwide, ranking 6th in 2024 - up 2 places compared to the previous year. At the same time, the administrative reform index (PAR INDEX) increased 10 places, to 7th place.

According to Mr. Nguyen Van Phuong, Deputy Secretary of the City Party Committee and Chairman of the Hue City People's Committee, the key factor is the close direction of the city's leaders in urging and removing difficulties for investors. "The city has established working groups specializing in monitoring and supporting projects, especially key projects. These groups not only monitor progress, but also promptly remove "bottlenecks" from legal procedures, planning to site clearance," said Mr. Nguyen Van Phuong.

Drive progress with real action

According to a report from the State Treasury, in the first 6 months of 2025, Hue City disbursed more than VND 2,229 billion in public investment capital, equivalent to 50.9% of the plan assigned by the Prime Minister , a positive figure, higher than the national average. However, if the structure is separated, the ODA capital has not met the requirements. This shows that projects that depend on inter-sectoral and inter-level procedures are still stuck in the disbursement stage. And in reality, site clearance continues to be the biggest bottleneck for most projects being implemented in Hue.

At the recent regular meeting in June 2025, Mr. La Phuc Thanh, Director of the Department of Finance, said that units and localities need to take more drastic actions to complete 100% of the public investment capital plan.

Currently, in addition to ongoing projects, the city is also reviewing all slow-progressing projects in specific groups. The city leaders' viewpoint is to resolutely handle and revoke projects that do not have sufficient financial capacity, implementation capacity, or show signs of speculation, blocking investment capital flows into strategic areas.

Along with that, a series of proactive solutions have been implemented. That is, the city focuses on preparing clean land funds, completing planning and investing in synchronous technical infrastructure in economic zones, industrial zones and key urban areas to call for and attract investment.

Notably, in Directive No. 10/CT-UBND dated July 1, 2025 on the smooth operation of the two-level local government model and the construction of comprehensive communes and wards, the Chairman of the City People's Committee, Mr. Nguyen Van Phuong, requested communes and wards to quickly complete the apparatus, stabilize operations, improve people's satisfaction index, governance index and public administration at the commune level.

According to Mr. Phuong, a reliable, transparent, and investor- and people-friendly grassroots government apparatus is the "foundation" for sustainable growth.

According to this directive, the city determined to create real conditions for small businesses and business households to access land, production premises, capital and investment administrative procedures. In particular, procedures must be transparent, shortened but still in accordance with the law; avoiding delays due to back-and-forth correspondence or lack of inter-sectoral coordination.
