Create strategic breakthroughs to develop the economy strongly

On December 29, 2023, Deputy Prime Minister Tran Hong Ha signed and issued Decision No. 1737/QD-TTg of the Prime Minister approving the Planning of Quang Tri province for the period 2021-2030, with a vision to 2050. This is an important basis for Quang Tri province to implement development strategies to realize the goal of making Quang Tri a province with a strong economy . In the first days of the new year 2024, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee VO VAN HUNG took the time to talk with reporters of Quang Tri Newspaper about related contents.

- Dear comrade! The general objective of the Quang Tri Provincial Planning for the period 2021-2030, with a vision to 2050, is to achieve a development level among the group of fairly developed provinces in the country, with a basic economic structure of an industrial-service province; to be one of the comprehensive economic centers of the North Central and Central Coast regions. Could you please tell us the tasks and solutions for implementation?

- With the general goal of bringing Quang Tri to a development level among the country's fairly developed provinces, with a basic economic structure of an industrial-service province. Therefore, the development perspective is to exploit, use natural resources reasonably and effectively, innovate, implement digital transformation with 3 main pillars (digital economy, digital society, digital government), develop green economy, circular economy, digital economy and other economic sectors that are suitable to the natural characteristics and development context, ensuring harmony between economic growth and environmental protection, adapting to climate change.

To realize the set goals, Quang Tri province has identified the following key tasks: developing key, focal, and pillar industries and fields, including building Quang Tri into a clean energy center of the Central region; tourism is a spearhead economic sector.

Building quality and efficient logistics infrastructure; developing processing and manufacturing industries applying advanced and high technology; developing commodity agriculture, applying high technology, advanced technology and ecological and organic agriculture. Protecting the environment, restoring ecology and conserving biodiversity, combining the exploitation and promotion of specific ecological values. Especially creating conditions for all classes of people to have the opportunity to participate and benefit from the results of development, ensuring social security.

To realize the viewpoints and goals of the provincial planning to 2030, with a vision to 2050, Quang Tri province has identified synchronous implementation of 7 groups of solutions, including: Mobilizing investment capital; developing human resources; science and technology; mechanisms and policies; managing and controlling urban and rural development; linking development; organizing implementation and monitoring the implementation of the planning.

In particular, it is necessary to continue to promote administrative procedure reform, improve the investment and business environment, enhance provincial competitiveness; effectively use public investment capital, focus on investment, prioritize key projects, projects with regional linkages, and create development momentum. Improve the quality of state management and business management teams in the province.

- In the planning, one of the breakthroughs in the development of Quang Tri province is to mobilize and diversify resources to implement key transport projects in the area and build a synchronous transport infrastructure. Therefore, could you please tell us about the outstanding results in investing in transport infrastructure and synchronously connecting the transport network in the area in recent times?

- Although in recent years, the transport infrastructure in Quang Tri province has been invested quite synchronously, in reality it is overloaded compared to the needs of local economic and social development. Therefore, Quang Tri needs to invest more strongly in building transport infrastructure; the province has identified transport as a strategic breakthrough, a step ahead to serve socio-economic development, security and national defense. Therefore, the province always pays attention to promoting public investment, private investment, foreign investment, selectively attracting FDI capital to develop transport infrastructure.

In recent times, localities in the province have simultaneously implemented site clearance for many key projects. In order to speed up the progress, in early 2023, the province established a Working Group of the Provincial Site Clearance Steering Committee to better implement key projects and works, especially transport projects.

Among them, key transport projects must be mentioned such as the coastal road project connecting the East-West Economic Corridor passing through the three districts of Vinh Linh, Gio Linh, Trieu Phong and Dong Ha city with a total length of nearly 55 km with an investment capital of more than 2,000 billion VND, implementation period from 2023 to 2025. The National Highway 15D project from La Lay International Border Gate (connecting with Laos) to My Thuy beach is 70 km long.

Recently, the Ministry of Transport has sent an official dispatch to the Ministry of Planning and Investment for consideration and submission to the Prime Minister for approval of the Project to upgrade and renovate national highways connecting to Laos, using World Bank loans, including National Highway 15D with a total investment of VND 1,387 billion, with an implementation period of 5 years after the funding agreement takes effect (2024-2028).

The Eastern bypass of Dong Ha city (bidding has been held to organize the construction of the section from Doc Mieu (Gio Linh) to Dong Ha, the 4.2km section passing through Dong Ha has completed investment preparation work, and will be implemented as soon as the Prime Minister allocates annual capital), the Cam Lo-Lao Bao expressway project is urgently preparing to complete the documents...

Recently, on December 15, 2023, the Quang Tri Airport Project was launched. The project has a scale of over 265 hectares, with a total investment of over 5,830 billion VND in two phases, invested by the T&T Transport Infrastructure Investment and Development Company Limited under T&T Group and CIENCO4 Group Joint Stock Company. The project is invested and built to meet the standards of a level 4C airport and a level II military airport, meeting the needs of handling up to 5 million passengers/year and 25,500 tons of cargo/year.

This is one of 28 airports included in the Plan for the development of aviation transport until 2020, with a vision to 2030, approved by the Prime Minister. The expected project implementation period is 50 years.

Quang Tri Airport is an important driving force project, playing a very important role in promoting the province's socio-economic development; creating favorable conditions for promoting investment and specific investment in the Southeast Quang Tri Economic Zone; at the same time contributing to ensuring security, national defense, controlling border areas, islands, archipelagos in the Central region and the Gulf of Tonkin; serving rescue and relief work in the East Sea.

My Thuy Seaport Project invested by My Thuy International Port Joint Stock Company (MTIP) with a total capital of VND 14,234 billion, implementation period of 50 years, after a period of interruption due to problems with site clearance and some related procedures, will restart in the first quarter of 2024.

This is the right time to implement the project when the space for developing My Thuy seaport is gradually being completed, that is, the connection of the region is formed, the traffic infrastructure, the airport is invested synchronously to develop logistics. Therefore, the construction of My Thuy deep-water port is very important, urgent, opening more exits to the East Sea, creating more economic growth poles for Quang Tri province in the trend of global economic integration and development.

- Strongly improve the business investment environment, linked with administrative reform, innovation in governance towards modernity to meet development requirements... These are also the identified breakthroughs, so how will the province implement these breakthroughs?

- Along with resolutely implementing investment according to planning, strictly controlling the construction and approval of public investment projects, Quang Tri province promotes administrative reform in investment fields and fully implements the State's incentive mechanisms and policies and the province's investment support and incentive policies.

This reality requires innovation in thinking and methods of building and organizing the implementation of short-term and long-term socio-economic development plans, only then can we mobilize, allocate and use resources effectively, in the most reasonable order of priority, of State and social resources for development investment according to the plan.

With this new approach, along with the potential advantages of Quang Tri and preferential policies for projects in the fields of electricity and energy industry, agricultural and forestry processing, fisheries, tourism, trade and services, we believe that the goals of attracting investment capital will be better and better, thereby promoting economic growth.

On the other hand, to attract investors, we have no other choice but to improve the investment environment, especially focusing on reforming administrative procedures (AP) to facilitate investors from the time of investment research to project implementation, especially administrative procedures directly related to people and businesses. At the same time, control administrative procedures strictly, publicly, transparently in many different forms.

In addition, the Provincial People's Committee issued Decision No. 2563/2015/QD-UBND on implementing the one-stop mechanism in handling administrative procedures related to organizations and individuals at provincial-level state administrative agencies, applied at agencies issuing investment certificates, land use right certificates, supporting site clearance procedures...

We have also assigned very specific responsibilities to agencies supporting investors. Specifically, for investment projects in industrial parks, Lao Bao Special Economic Zone, and Quang Tri Southeast Economic Zone, the Economic Zone Management Board will be the focal point; for projects outside economic zones and industrial parks, the Department of Planning and Investment will be the focal point; for related specialized management agencies, they must create maximum conditions for investors when they need to come to learn about and cooperate in investment with businesses and localities in the province.

Thus, in each investment area, there is an agency responsible for supporting the settlement of administrative procedures, avoiding the situation of shirking responsibility. This solution has shortened the time for procedures compared to the regulations by 10-15 days.

Focus on innovating investment promotion work, strongly improving the investment environment to attract foreign direct investment (FDI), especially strategic investors and large-scale projects, playing a driving role. Actively seek support from ministries and branches to mobilize and effectively implement ODA projects. Strengthen investment promotion and calling.

Especially support organizations, businesses, investors in learning about laws, policies, investment procedures, potential, markets, partners and investment opportunities; implementing projects after being granted investment registration certificates...

Provincial planning is a consistent orientation from now until 2030, with a vision to 2050. This shapes the development of mechanisms, policies, and planning for each sector and each locality in relation to other localities in the region.

The Provincial People's Committee will continue to consolidate and improve its apparatus, promote administrative procedure reform, and minimize inconvenience to businesses and people. This will help free up the working capacity, energy, and potential of Quang Tri for development. With strong efforts to improve investment policies and environment, we believe that Quang Tri will be one of the attractive and promising destinations for domestic and foreign investors.
