As evidence, when Typhoon No. 3 recently hit, several districts in Hanoi had to urgently relocate residents from dilapidated apartment buildings. This requires decisive action from all levels and sectors with groundbreaking solutions to quickly address the problem of renovating and rebuilding old apartment buildings.
Take strong action to build consensus.

Currently, Hanoi has nearly 1,600 old apartment buildings, constructed between 1960 and 1990. Most of these buildings are now dilapidated and pose potential safety risks. Among them, six are classified as dangerous (level D, the highest level of danger) and must be demolished and rebuilt, including: Building C8 in Giang Vo residential complex, G6A in Thanh Cong residential complex, Building A in Ngoc Khanh residential complex, and the Ministry of Justice residential complex. Faced with this reality, since 1999, Hanoi has set a task of renovating old apartment buildings, aiming to gradually eliminate them. However, according to a report from the Department of Construction, by the end of 2023, the renovation and reconstruction of old apartment buildings had only reached 1.14% of the plan, with 19 complexes undergoing renovation and reconstruction.
Ms. Chu Thi Ha, 68 years old, residing in apartment 202, building A2 of Thanh Cong Apartment Complex, said: "My family has lived in this apartment complex for over 45 years. After nearly half a century, building A2 has visibly deteriorated, with many walls peeling off, and even sections of concrete exposing rust underneath. It feels very unsafe, especially during storms. Therefore, more than ever, the residents here are hoping for breakthroughs that will help accelerate the renovation of old apartment buildings in the area."
Ms. Nguyen Thi Minh Tam, residing at Staircase 3, Room 409, Building G6A, Thanh Cong Apartment Complex, shared that to ensure the safety of residents living in old apartment buildings before Typhoon No. 3, local authorities assisted in relocating households to hotels in the area to avoid the storm. The relevant departments of the Ba Dinh District People's Committee, in coordination with the Thanh Cong Ward People's Committee, organized a standby team, ready to evacuate people and property from the old apartment buildings.
Mr. Nguyen Le Quoc Toan, Vice Chairman of the People's Committee of Thanh Cong Ward, said: to proactively respond to Typhoon No. 3, the Thanh Cong Ward government has proactively developed a plan and urgently implemented a review to identify the locations of residents at potential risk of danger when the typhoon makes landfall. In addition, through propaganda, mobilization, and support from the ward, most households have proactively moved to other residences beforehand.
Regarding the renovation of old apartment buildings, Mr. Nguyen Le Quoc Toan informed that there are approximately 80 apartment complexes in the area built before 1980, and to date, all of them are in a state of disrepair. In particular, the G6A building in Thanh Cong residential complex is classified as a dangerous building at level D. Following the directives of the Hanoi People's Committee and Ba Dinh District People's Committee on accelerating the renovation of old apartment buildings, the ward government has mobilized the entire political system, organizing numerous awareness campaigns to ensure residents understand, comply with, and support the city's policy. In addition, the ward has closely coordinated with the Urban Management Department, the District Investment and Construction Project Management Board, and other departments and agencies in organizing the inspection of these apartment complexes.
Mr. Tran Duy Anh, Specialist in the Urban Management Department of Ba Dinh District, said: "With a strong commitment to creating change and high consensus among the people, in addition to the involvement of the wards, the head of the District People's Committee has directly engaged in dialogue and answered questions from residents in the areas undergoing renovation to create consensus."
A breakthrough solution is needed.
According to Mr. Tran Duy Anh, Ba Dinh district is also aiming for some breakthrough solutions in planning work to gradually resolve bottlenecks in the renovation of old apartment buildings in the area. Specifically, implementing the direction of the Hanoi People's Committee leaders regarding the detailed planning area at a scale of 1/500 for the renovation and reconstruction of old apartment buildings adjacent to the station of the urban railway line (Line 3, Nhon - Hanoi Station), the district will organize research on TOD (Transit-Oriented Development) areas, allowing the application of planning and architectural standards, technical infrastructure, social infrastructure, spatial requirements and land use requirements different from those stipulated in the national technical standards on construction planning, ensuring compliance with the adjusted Master Plan of Hanoi.
For the model, the planning solution for residential groups and areas (old housing areas, renovated and reconstructed housing units) is determined according to the principle of: maintaining the main technical infrastructure network (mainly transportation), landscape areas, lakes, etc. (due to connection with the technical infrastructure and transportation framework of the city); studying the modernization of internal roads or some dependent roads within the area, branch roads within the residential area, etc.
The study examines increasing building height, number of floors, architectural planning indicators, technical infrastructure, and social infrastructure, ensuring compliance with the National Technical Standard on Construction Planning (QCVN 01:2021/BXD); the QCĐP01:2022/TPHN - Technical Standard on Planning and Architecture in the districts of Ba Dinh, Hoan Kiem, Dong Da, and Hai Ba Trung, issued with Decision No. 975/QĐ-UBND dated March 21, 2022, of the Hanoi People's Committee; and specialized design standards…
Focus on freeing up and re-exploiting land resources, as well as considering solutions to demolish some existing housing groups, adjusting land use purposes (approximately 30%) to create land for construction, converting it to commercial and service land (researching solutions to convert apartment buildings located on the outskirts or around the perimeter of old apartment complexes into commercial and service land to create resources and attract investors...).
For the old apartment complexes in Giang Vo and Thanh Cong, which share relatively similar characteristics (many old, dilapidated high-rise apartment buildings): research should focus on renovation and reconstruction by allocating additional commercial and service land in the outer areas of the old apartment complexes, adjacent to major transportation routes; allowing for on-site relocation and resettlement; increasing building height and height; increasing the land use coefficient; and freeing up approximately 30% of the land for commercial and service development. This would create public service spaces and facilities at the intersection, as well as green spaces and public underground spaces. Furthermore, the renovation and reconstruction of the old apartment complexes would address both internal needs and surrounding infrastructure needs, creating a main spatial axis…
Regarding the progress of the old apartment building renovation project in Ba Dinh district, Mr. Tran Duy Anh stated that the district has so far inspected 32 out of 74 old apartment buildings in the wards of Doi Can, Cong Vi, Ngoc Khanh, Thanh Cong, Giang Vo, Lieu Giai, and Truc Bach. The report is currently being finalized for submission to the Department of Construction for appraisal, which will serve as the basis for presentation to the City's Inspection Council for approval. The first batch of 10 completed dossiers has already been submitted to the Department of Construction.
At the same time, the District People's Committee organized a review and proposed to the Department of Construction to report to the Hanoi People's Committee to add 60 old apartment buildings in the district to the plan for inspection of old apartment buildings in Hanoi. These buildings do not yet have inspection results and are not included in the list of apartment buildings to be inspected according to Plan No. 334/KH-UBND dated December 31, 2021 of the Hanoi People's Committee.
Regarding the preparation of the detailed planning at a scale of 1/500, the District People's Committee has approved the contractor selection plan, organized online bidding, and signed a contract with the Institute of Construction Planning.
Hanoi has established the task and developed detailed planning projects for the Ngoc Khanh, Thanh Cong, and Giang Vo residential areas. The selection process for a consulting firm to develop a 1/500 scale detailed plan for the Lieu Giai residential area is currently underway.
