The announcement stated: After 5 months of implementing Resolution No. 68-NQ/TW dated May 4, 2025 of the Politburo , there have been initial positive results: (i) Thinking has been renewed, actions have been more drastic; (ii) Confidence in private economic development has spread widely throughout the country; (iii) Many policies and institutions to support businesses and resolve difficulties and problems of businesses have been issued; (iv) The number of newly established and returning business households and businesses has increased; (v) Many large enterprises have boldly proposed to participate in new, important national projects in many fields; (vi) Three strategic breakthroughs (institutions, infrastructure, human resources) have initially had a positive impact on businesses; (vii) The 3-level government model (Central, provincial, grassroots) contributes to reducing costs for people and businesses; (viii) The Law on Investment under the public-private partnership model has been amended to diversify and improve the effectiveness of public-private partnership, which has been well received by businesses with many project proposals; (ix) Ministries and branches have coordinated more closely in resolving difficulties and problems of businesses.
The Politburo issued Resolution No. 68-NQ/TW on private economic development, which sets a target of having 2 million private enterprises operating in the economy by 2030 and contributing 55-58% of the country's GDP. The Resolution is expected to open a breakthrough era for this dynamic economic sector and specify solutions to maximize its role, making the private economy the "most important driving force" and "pioneering force" of the economy.
However, the work of amending, supplementing and promulgating policies and mechanisms is generally slow compared to requirements and needs to be faster and more effective; administrative procedures on decentralization and delegation of power are still entangled at both the central and local levels; resources to support businesses are still limited, both in terms of policies and financial resources.
In the coming time, the Prime Minister requested to strictly implement the goals and tasks set out in Resolution No. 68-NQ/TW of the Politburo, Resolution No. 198/2025/QH dated May 17, 2025 of the National Assembly , Resolution No. 138/NQ-CP dated May 16, 2025 and 139/NQ-CP dated May 17, 2025 of the Government.

Solving institutional bottlenecks, turning institutions into competitive advantages
On that basis, ministries, branches, localities and agencies need to continue to increase awareness, innovate thinking, and take more drastic and stronger actions to create motivation, inspiration, and spread confidence in the business community and enterprises, creating a movement and trend for private economic development as the most important driving force of national economic development in the new context and new circumstances of our country.
At the same time, continue to promote and resolve institutional bottlenecks, turning institutions into competitive advantages, especially documents expected to be submitted in the 10th Session of the 15th National Assembly such as the Law amending the Law on Tax Administration, the Law on Fees and Charges; quickly complete and amend Decrees and Circulars guiding and supporting businesses in accessing land, resources, minerals, supporting 2% loan interest rates, supporting human resource training, handling administrative violations in the field of competition, supporting businesses in science and technology, and digital transformation.
Continue to cut administrative procedures related to production and business
Ministries, branches and localities continue to cut administrative procedures related to production and business activities; investment and business conditions; time; costs of complying with administrative procedures from now until the end of 2025, ensuring to meet the goals and requirements set out in Resolution No. 66/NQ-CP dated March 26, 2025 of the Government and Official Dispatch No. 127/CD-TTg dated August 4, 2025 of the Prime Minister.
The Prime Minister assigned the Government Office to urge ministries, branches and localities to implement and synthesize and update the results in the report on administrative procedure reform, to be submitted to the Government at the monthly regular meeting.
Localities supplement and complete plans to develop new investment projects, publicly call for investors to transparently and equally access projects, including projects on socio-economic development, infrastructure, and energy.
Further promote 3 strategic breakthroughs
The Prime Minister requested ministries, branches and localities to further promote three strategic breakthroughs: Institutions must be more open, reducing compliance costs for businesses; infrastructure must be smooth to reduce input costs for production and business, creating new development space, creating new added value for businesses; training and developing human resources to meet the needs of businesses in converting and using labor.
Ministries, sectors and localities should strengthen dialogue and listen to the opinions of people, businesses and business households in issuing policies, perfecting institutions and implementing tasks to implement Resolution No. 68-NQ/TW. At the same time, it is necessary to strengthen the supervision of inspection committees at all levels, the Vietnam Fatherland Front and socio-political organizations on the implementation of Resolution No. 68-NQ/TW.
Implement policies and solutions to support businesses in tax matters.
The Prime Minister assigned the Ministry of Finance to step up the implementation of policies and solutions to support small and medium-sized enterprises and business households in terms of taxes, tax procedures, and tax connections to promote business households to become enterprises, small enterprises to become large enterprises, large enterprises to become larger enterprises, global and multinational enterprises.
Urgently institutionalize policies and mechanisms to support businesses in infrastructure (electricity, land rent, water surface rent, fee reduction, etc.), mechanisms to mobilize preferential capital sources for private enterprises to develop science and technology as stipulated in Resolution No. 68-NQ/TW of the Politburo, Resolution No. 198/2025/QH dated May 17, 2025 of the National Assembly, report to the Prime Minister in the third quarter of 2025...
The Prime Minister assigned the Ministry of Home Affairs to guide and propose emulation and rewards for typical, advanced entrepreneurs and enterprises that operate effectively and sustainably, fulfill social responsibilities well and actively contribute to community activities on the occasion of the 80th anniversary of National Day and Vietnam Entrepreneurs Day (October 13), to be completed in September 2025.
The Prime Minister requested that 14 localities that have not yet completed the development of the Action Plan to implement Resolution No. 68-NQ/TW urgently review and issue the Action Plan before August 15, 2025. The Ministry of Finance shall monitor, urge, synthesize, and report to the Steering Committee on the development and issuance of the Action Plan of the localities.
The Prime Minister affirmed that the tasks with completion progress in 2025 are very heavy, with the spirit of saying is doing, committing is implementing, the Steering Committee, ministries, branches, localities and agencies continue to promote the highest responsibility, solidarity, unity, and join hands to promote and develop the private economy as the most important driving force of the national economy with the spirit of "the whole country is an army; marching to the target must be fast and bold; only fight when certain, once fighting must win, both ensuring immediate requirements and ensuring long-term development requirements", organizing implementation in the spirit of "6 clear": clear people, clear work, clear responsibility, clear time, clear products, clear authority; deploying more synchronously, comprehensively, effectively and urgently the tasks and solutions set out in the resolutions, bringing Resolution No. 68-NQ/TW into life; create movements, trends and the ultimate measure is the effective contribution of private enterprises and the private economy to socio-economic development, contributing more and higher to GDP, making breakthroughs in science and technology development, innovation, increasing labor productivity, and entering a new era with the whole country.
