On December 19th, the Ministry of Culture, Sports and Tourism (MOCST) held a conference, both in-person (in Hanoi) and online, to assess the implementation of Resolution No. 08-NQ/TƯ on developing tourism into a key economic sector and the enforcement of the 2017 Tourism Law.


Deputy Minister of Culture, Sports and Tourism Ho Anh Phong and Director General of the Vietnam National Tourism Administration Nguyen Trung Khanh co-chaired the conference.

In his opening remarks, Deputy Minister Ho An Phong emphasized that Resolution 08-NQ/TƯ of the Politburo, issued on January 16, 2017, on developing tourism into a key economic sector, and the 2017 Tourism Law are important policies and development orientations of the Party and State to develop tourism in line with its potential and strengths, and to make tourism a key economic sector of the country.

The conference is a step in the overall process of evaluating the implementation of Resolution 08 and the enforcement of the Tourism Law. It stems from practical experience, creating a framework for development and fostering growth. From there, it will continue to formulate the Party's policies and viewpoints on tourism development, so that tourism truly becomes a key economic sector.

Deputy Minister Ho An Phong stated that it is expected that during the 2026-2031 National Assembly term, the Tourism Law will be amended to create a more favorable legal environment for tourism development.

Reporting on the implementation of Resolution 08 and the enforcement of the 2017 Tourism Law, Deputy Director of the Vietnam National Tourism Administration Pham Van Thuy stated that this is the first time the Politburo has issued a separate resolution on tourism development, demonstrating the high determination of the Party and State of Vietnam in setting strategic directions for the development of Vietnamese tourism.

After more than 7 years of implementation, Vietnam's tourism sector has achieved some remarkable results. The number of international tourists has continuously grown at a high rate.

The growth of the industry has had a ripple effect on many other sectors and fields; creating a shift in the economic structure and boosting exports...

Besides the positive contributions of the tourism industry, Mr. Thuy also pointed out limitations and shortcomings. Currently, the awareness of various levels, sectors, and localities regarding the task of developing tourism into a key economic sector is still uneven.

According to Mr. Thuy, in order to overcome the difficulties and limitations in developing tourism into a key economic sector, a breakthrough is needed, prioritizing the process and procedures for drafting, amending, supplementing, and promulgating legal documents.

At the conference, local tourism management agencies and tourism businesses discussed various issues regarding the implementation of Resolution 08 and the 2017 Tourism Law, and proposed several solutions for future implementation.

The tourism industry aims to fully recover to pre-pandemic levels by 2025, with Vietnam becoming an attractive destination with high tourism development potential globally.

The goal is to attract 22-23 million international tourists and 130 million domestic tourists, maintaining a domestic tourism growth rate of 8-9% per year. This will contribute directly to GDP by 6-8%. The demand for accommodation is approximately 1.1 million rooms. Job creation is projected to reach 5.5 million jobs, including approximately 1.8 million direct jobs.

By 2030, tourism will be a key economic sector, increasing its contribution to GDP and developing in a green growth direction. Vietnam will become an attractive destination with world-leading tourism development capacity, fundamentally meeting the requirements and goals of sustainable development.
