On August 27 and 28 in Hanoi, the 1st Congress of the Party Committee of the Ministry of Health , term 2025-2030, took place.

Attending the Congress were: Comrade Le Thanh Long, member of the Party Central Committee, member of the Standing Committee of the Government Party Committee, Deputy Prime Minister, Head of Steering Group No. 4; Nguyen Thi Thanh, member of the Party Central Committee, Vice Chairwoman of the National Assembly; together with representatives of ministries, branches, Central Party Committees and 195 outstanding delegates, representing nearly 1,200 party members of 30 affiliated grassroots party organizations. Politburo member, Prime Minister Pham Minh Chinh sent a congratulatory flower basket.

According to Party Central Committee member, Party Secretary, Minister of Health Dao Hong Lan, implementing Directive No. 45-CT/TW dated April 14, 2025 of the Politburo on Party Congresses at all levels towards the 14th National Congress of the Party; Plan No. 07-KH/DU dated April 29, 2025 of the Government Party Committee on organizing Party Congresses at all levels towards the 1st Government Party Congress, term 2025-2030, for many months now, nearly 1,200 party members operating in 30 grassroots party organizations of the Ministry of Health Party Committee have made great efforts to perform their professional tasks; taking care of Party building, successfully organizing grassroots party congresses, ensuring the correct procedures, content, progress and quality, contributing to building the Vietnamese health sector to develop increasingly stronger.

Looking back on the journey of construction, labor, dedication and growth, the Vietnamese healthcare sector has made great strides in both quantity and quality, meeting the increasingly high demand for healthcare and medical examination and treatment for the people.

Vietnam is highly appreciated by the international community for its implementation of the United Nations Millennium Development Goals in the health sector, with many indicators of the health system and public health surpassing many countries at the same level of development. At the same time, our country's health system has been constantly strengthened and expanded from the central to local levels; from urban areas to mountainous areas, islands, difficult and remote areas.

The professional level, research capacity, and practical ability of the medical team are increasingly improved, along with increasingly modern and advanced machinery, medical equipment, and medicines. Current medical capacity not only meets the health care needs of the people but also makes an important contribution to the development of world medicine. The Vietnamese medical sector is increasingly affirming its role in joining hands to solve global medical challenges...

However, according to Minister Dao Hong Lan, in addition to the achieved results, the work of protecting, caring for and improving people's health still has limitations, inadequacies, difficulties and challenges, requiring stronger innovation to ensure the goal of universal health care in the new situation...

With the theme of the Congress "Improving the leadership capacity and fighting strength of the Party Committee of the Ministry of Health; promoting intelligence, solidarity, actively innovating, strengthening integration, for the goal of developing the health sector in the new era", the 1st Congress of the Party Committee of the Ministry of Health, term 2025-2030 opens a new, strong, comprehensive development path towards the goal of building a healthy Vietnam, where all people can live long, healthy, healthy and happy lives as directed by General Secretary To Lam at the working session with the health sector on the occasion of the 70th anniversary of Vietnam Doctors' Day.

At the same time, make worthy contributions to the process of implementing the country's development goals by 2030 when our Party celebrates its 100th anniversary (1930-2030); towards realizing the vision by 2045, the 100th anniversary of the founding of the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam (1945-2045) that our Party, State and People have determined.

During the 2025-2030 term, the Party Committee of the Ministry of Health sets specific goals: Continue to improve the political capacity and fighting spirit of Party organizations and Party members throughout the Party Committee; resolutely overcome limitations and shortcomings, build clean and strong Party organizations at all levels throughout the Party Committee, operate effectively and efficiently; promote the role of the political nucleus in leading and directing the successful implementation of the political tasks of the Ministry of Health.

Building a fair health system, improving the capacity of primary health care and preventive medicine, ensuring access for all people to basic and quality health services, especially people in remote, border and island areas; consolidating and improving the modern, high-quality medical examination and treatment system at regional level, meeting the health care needs of all people, creating a good health foundation for the people, serving the rapid and sustainable development of the country in the new era.

The Party Committee of the Ministry of Health also set out key and breakthrough tasks for the 2025-2030 term, which are: Focusing resources on building and perfecting institutions and policies in the health sector, prioritizing complex and sensitive areas that are related and intertwined in state management with ministries and branches; promoting decentralization and delegation of authority associated with the responsibilities of heads of agencies and units, clearly defining responsibilities and powers between the Central and local levels according to the two-level local government organization model. Strengthening leadership and direction in organizing the implementation of issued legal documents.

Strengthening administrative reform, strongly applying digital transformation in the management and operation of the Ministry of Health and the health sector from the central to local levels in all areas: disease prevention; medical examination and treatment; staff organization; health insurance; health finance; pharmaceutical management; infrastructure and medical equipment; food safety; training...

Strengthen inspection, supervision and post-inspection work; proactively develop plans that clearly define the leading unit, coordinating units, leadership and direction to promptly implement according to schedule. Proactively forecast difficulties and challenges to lead, direct and operate work to achieve progress and efficiency.

The Party Congress of the Ministry of Health for the 2025-2030 term affirmed the determination to lead cadres, party members, and the masses in the entire Party to promote the achievements, overcome difficulties, maintain solidarity, strive to excellently complete the set goals, successfully implement the Resolution of the 13th National Party Congress and look forward to the 14th National Party Congress.

The Congress called on all cadres, party members and workers in the entire Party to strive to emulate patriotism and strive to fulfill the noble mission of caring for, protecting and improving people's health as assigned by the Party, State and People.

Speaking at the Congress, Party Central Committee member, member of the Government Party Committee Standing Committee, Deputy Prime Minister Le Thanh Long said that the country's new development era requires the health sector to continue to be united, proactive, courageous, and innovate more strongly, to complete the set tasks and goals, and to meet the development requirements and trust of the Party, State, and people.

Deputy Prime Minister Le Thanh Long noted some specific contents: Strengthening the building and rectification of a clean and strong Party in all aspects; enhancing the political capacity and fighting spirit of Party organizations and Party members; focusing on thoroughly overcoming limitations and shortcomings, not allowing violations to occur in the implementation of assigned tasks; making greater efforts and determination to successfully fulfill the mission of protecting, caring for and improving people's health in the new development context.

Thoroughly grasp and effectively implement the Party and State's guidelines, policies and laws on protecting, caring for and improving people's health, especially the 12 key tasks that General Secretary To Lam requested during the working session with the Ministry of Health on February 24, 2025. Focus on completing, submitting for promulgation and effectively implementing the Politburo's Resolution on a number of breakthrough solutions to strengthen the protection, care and improvement of people's health and the National Target Program on health care, population and development.

Continue to innovate thinking about healthcare. Healthcare is not only about examining and treating patients, but more importantly, it is about taking care of people's health to limit diseases, improve health, physical strength, intelligence, stature, longevity, etc.; in which, taking primary healthcare and preventive healthcare as the starting point, combining strong application of science and technology, innovation and digital transformation.

Research advanced health financing models, diversify financial resources, effectively combine the state budget, health insurance, people's payments and socialized resources; have a breakthrough financial mechanism for preventive medicine and primary health care. Resolutely implement the roadmap to correctly and fully calculate the price of health services associated with improving the efficiency and sustainability of the Health Insurance Fund. At the same time, focus on investing in science and technology development, innovation and digital transformation of health care...

The Deputy Prime Minister requested the Party Committee of the Ministry of Health to have a breakthrough strategy for developing human resources for the health sector. Prioritize resource allocation, investment in infrastructure, have outstanding policies and mechanisms for developing human resources for the health sector, ensuring quantity, quality, and structure of training majors. At the same time, focus on improving medical ethics, awareness of respecting and protecting the lives and health of patients; treat patients fairly, respect the rights and dignity of patients.
