On the afternoon of August 28, the Ho Chi Minh City People's Council passed a resolution regulating reward and support policies for groups and individuals who perform well in population work in the city.
Accordingly, women who give birth to two children before the age of 35 will receive a one-time cash support of VND5 million. This measure aims to help solve the problem of low birth rates and is applicable to Vietnamese citizens residing in the city who implement population policies well.
According to the opinion of the Culture - Social Committee of the City People's Council, this "gift" has increased by 2 million VND/woman compared to the current regulation (3 million VND). This increase is appropriate, aiming to encourage and motivate women to give birth to two children.
The content and level of expenditure also aim to contribute to solving the low birth rate of the city (currently the city's birth rate is 1.43 children/woman, much lower than the replacement birth rate), the goal is to achieve the target of raising the total birth rate to 1.6 children/woman according to the plan on implementing the Vietnam Population Strategy Action Program to 2030 in the city.
In addition, pregnant women and newborns from poor or near-poor households, people under social protection or living in island communes or special zones are supported to conduct prenatal and newborn screening with a total amount of 2 million VND.
This cost includes: prenatal screening (prenatal screening) with a rate of 600,000 VND, newborn screening (newborn screening) with a rate of 400,000 VND and one-time cash support of 1 million VND.
For the collective, the commune has continuously achieved and exceeded the rate of 60% of couples of childbearing age giving birth to two children for 5 years, and was proposed to receive a certificate of merit from the Chairman of the City People's Committee, along with financial support of 60 million VND.
Funding is provided from the state budget according to the provisions of the Law on Budget and current decentralization of state budget management.
This Resolution was passed by the 10th Ho Chi Minh City People's Council, 3rd session on August 28, 2025, effective from September 1, 2025.
With this resolution, Ho Chi Minh City is the locality with the largest level of birth promotion and support for pregnant women among all provinces and cities in the country to date.
