Speed up the implementation of key transport projects

At the meeting, delegates heard reports on the progress of the investment project to build a road from Thai Binh ward to Pho Hien ward; the project to connect Thai Binh city (old) to Nghin bridge; and the investment project to build trunk roads connecting to functional areas in Thai Binh Economic Zone.

Leaders of Land Fund Development Center No. 2 reported on the site clearance situation of key traffic projects.

According to the report, the project to invest in building the road from Thai Binh ward to Pho Hien ward is implementing phase 1, the section from the intersection of National Highway 10 (Thai Binh ward) to the intersection of Dong Tu (Hung Ha commune) with a total length of 24.8 km. Up to now, all localities where the project passes have disseminated support and compensation mechanisms and policies; issued land recovery plans; counted assets, trees, crops, of which agricultural land has been completed. Regarding site clearance, the investor, Land Fund Development Center No. 2 and related wards and communes aim to complete site clearance for agricultural land in November 2025 and for residential land and other land to be completed before April 2026. In addition, the investor and Land Fund Development Center No. 2 have worked with the managing units to conduct surveys and agree on moving technical infrastructure works on the route. Units are focusing on preparing conditions for the groundbreaking ceremony, expected at the end of October 2025.

The project of the route from Thai Binh city (old) to Nghen bridge has completed the site clearance and handed over the site to the construction unit since the beginning of August 2025. After receiving the handover of the completed items from the BOT investor, the contractors are focusing on digging, filling sand to restore the roadbed and treating weak soil along the entire route; actively constructing the roadbed items, completing the drainage system from Km2+500 to Km3+500; at the same time, implementing the construction of the items to treat weak soil roadbed and fill the roadbed from National Highway 39 to the end of the route. In the coming time, the contractor will continue to construct the items, ensuring the right progress as well as meeting the requirements of the public investment disbursement plan.

For the investment project to build the main roads connecting to the functional areas in Thai Binh Economic Zone, within the existing area, the construction work basically meets the progress requirements, in which some contractors are ahead of schedule compared to the plan. Specifically, the completed volume of line 1 is about 65% of the contract value; line 2 has reached about 80% of the contract value; lines 3, 4, 5 are focusing on completing the site clearance work for the remaining land area, basically ensuring the construction progress.

Concluding the meeting, Vice Chairman of the Provincial People's Committee Lai Van Hoan acknowledged the efforts of the units in implementing the projects, and emphasized a number of key tasks in the coming time. For the road project from Thai Binh ward to Pho Hien ward, he requested departments, branches and localities to focus highly, speed up the progress of site clearance and resettlement arrangements; at the same time, learn from the experience of the CT.08 project, it is necessary to prepare resettlement land fund and infrastructure relocation plan early, and be ready to hand over the clean site to the construction unit.

Regarding the project of connecting main roads in Thai Binh Economic Zone, he requested the communes of Binh Dinh, Nam Tien Hai, and Hung Phu to closely follow the progress and proactively handle the work within their authority. The relevant departments and branches should coordinate to promptly remove difficulties and obstacles during the implementation process.

Regarding the road project connecting Thai Binh city (old) to Nghen bridge, the Vice Chairman of the Provincial People's Committee requested Project Management Board No. 2 to strengthen inspection and supervision of project progress. Contractors must strictly implement the Provincial People's Committee's direction on ensuring the quality, progress and investment efficiency of the project.
