Hope to end landslides and prolonged flooding
The urgent project to build a dike to prevent flooding in Pheo Che downstream of Da River was approved for investment in 2019, with a total investment of more than 597 billion VND. The scale of the project includes 15.8 km of dike combined with traffic roads, starting from Pheo area, Ky Son ward and ending at Che area, Thinh Minh commune. This is an important dike line to protect thousands of households living along the Da River from the risk of flash floods, flooding and landslides.
Among the main items, some large-value packages have been implemented early, such as: Ngoi Mai bridge and approach road package worth nearly 40 billion VND; the first 6.2 km dike package worth more than 143 billion VND; the downstream reinforcement package of Ngoi Mai bridge worth more than 23 billion VND to handle weak points with high risk of landslides; Ngoi Tom bridge on provincial road 445 with a total investment of more than 50 billion VND, playing a role in completing traffic connections along the entire route.
When completed, the Pheo - Che dike will not only have the task of preventing floods but also create a complete traffic axis connecting residential areas, reducing pressure on National Highway 6 and Provincial Road 445. This is also the basis for promoting the development of new residential areas, commercial services and agricultural and forestry production along the route.
Along with the drainage system, slopes, stone-paved embankments and public bridges, the new dike is the key factor for the future urban development of the West of Hoa Binh ward.

Contractors are focusing on speeding up the progress of pouring concrete on the dike surface - traffic road in Ky Son ward.
Land clearance problems persist
Despite high expectations, the project has faced many difficulties and challenges that have lasted for many years, namely the site clearance work. According to the report, the total area to be recovered is up to tens of hectares with more than 300 households affected. Just counting the first 6.2 km section of the route, the authorities had to count hundreds of households and approve compensation plans in many phases. Up to the most recent time, only more than 1/3 of the area had a compensation plan approved, many households have not yet received money due to problems with land records, requests for price adjustments or the desire to recover all assets.
According to comrade Bui Van Hien - technical officer of the Hoa Binh project management board, the reason for the prolonged land clearance is: Many plots of land have not been granted new certificates after land consolidation; some plots are of production forest origin but the inventory book and map do not match. This makes determining the origin of the land a "difficult problem".
Besides, because of many projects such as Pheo - Che road in 2001, Hoa Lac - Hoa Binh road in 2014, 110 kV and 220 kV power lines... many recovery boundaries were lost, causing difficulties in measuring and making new compensation plans.
In addition, in the paper mill collective housing area alone, 22 households do not have valid documents, making it impossible for the authorities to develop a compensation plan according to regulations. Some households request to apply new unit prices, some do not agree with the partial recovery and want to recover all assets. Although the first 300m section of the route has been paid twice, the people still do not agree.
Inadequacies in land records over many periods have caused authorities to spend months reviewing each case, leading to delays in handing over the land for nearly 4 km at the end of the route, directly affecting construction progress.
It is known that the 0.4 kV, 35 kV power lines and transformer stations located on the construction corridor are also a major obstacle. Although there is a plan to move, the work of determining the assets to be compensated is facing many difficulties because this system was built in 1979, the original records are very limited. The stage of the central land fund restructuring the apparatus further slows down the progress of processing records.
Contractor speeds up construction
Despite facing many obstacles, the construction progress of key packages is still maintained at a positive level. According to the report, the average achieved volume is about 25-33% in the main packages, depending on the handed over site.
Accordingly, the Ngoi Mai bridge package has completed the entire construction progress. The bridge and the approach roads at both ends have been opened, becoming an important connection point in the dike system.
For the first 6.2 km of the dike line, the contractor has basically completed the Ngoi Mong bridge, constructed many important culverts, built more than 2.3 km of foundation within the clean area and poured concrete for more than half a kilometer of road surface. This is the section with the highest progress up to now.
Regarding the Ngoi Mai Bridge downstream reinforcement package, which has reached more than 30%, the contractor has completed the construction of 4 backyard sections, completed the energy dissipation tank and cast more than 5,000 revetment panels, important structures to prevent erosion during the rainy season. The Ngoi Tom Bridge package is expected to be the final completion item of the route. The girder casting yard has been completed and the bridge girders are being constructed and the old bridge is being prepared for demolition. According to the assessment, although the progress is positive, the biggest obstacle is still the site. In many sections, machinery can only work at a slow pace because they are still waiting for the land to be handed over to each household.
There is no time for procrastination.
According to the Hoa Binh Project Management Board, in response to the urgent requirements of the project, relevant units are having to "sprint" on all fronts to speed up the verification of land origin. The People's Committee of Thinh Minh Commune and Ky Son Ward are conducting dialogues with each household to resolve issues and create consensus. The contractor is working overtime to make the most of the cleared land to speed up construction progress.
When completed, the Pheo - Che dike will not only be a flood control project but also a symbol of efforts to overcome difficulties: Overcoming decades-long backlogs in land records, difficulties in creating consensus within the community, and difficulties in balancing capital for the project.
But above all, it is the desire for a solid dike, protecting the safety of people on both sides of the river, opening up new development opportunities for a land rich in potential.
The race against time is still going on. And each meter of dike completed, each bridge pier erected is a step closer to the goal of reducing natural disaster risks, sustainable development and ensuring a peaceful life for people downstream of Hoa Binh Hydropower Plant.
