Ho Chi Minh City: Women who give birth to 2 children before the age of 35 receive 5 million VND in support.

The low birth rate for many years, along with the rapid aging of the population, is forecast to affect Ho Chi Minh City's ability to maintain economic growth in the future.

Women residing in Ho Chi Minh City who give birth to two children before the age of 35 will receive a one-time support of 5 million VND.

This is the main content stated in the Resolution regulating the reward and support policy for collectives and individuals who perform well in population work, which was recently approved by the 10th Ho Chi Minh City People's Council at the 3rd Session (special session) held on the afternoon of August 28.

According to this Resolution, the City also implements reward policies for collectives that perform well in population goals.

Specifically, communes that achieve and exceed the rate of 60% of couples of childbearing age giving birth to two children for three consecutive years will be proposed to receive a Certificate of Merit from the Chairman of the City People's Committee, along with a cash support of 30 million VND; communes that achieve the above results for five consecutive years will receive a bonus of 60 million VND.

Ho Chi Minh City also has policies to encourage, reward, and support the control of gender imbalance at birth. Specifically, the commune that achieved 100% of hamlets with content on controlling gender imbalance at birth in the village convention and convention was proposed to receive a certificate of merit from the Chairman of the Ho Chi Minh City People's Committee, along with support of 1 million VND.

Along with that, contributing to improving the quality of the population, Ho Chi Minh City supports pregnant women and newborns from poor and near-poor households, those under social protection, and those living in island communes and Con Dao special zone with 2 million VND for prenatal and newborn screening and 1 million VND in cash support.

Communes that achieve 100% of elderly people having health insurance cards, having health records and regular health check-ups will be proposed to receive a Certificate of Merit from the Chairman of the City People's Committee along with support of 30 million VND.

Hamlet population collaborators who achieve and exceed targets in mobilizing and monitoring health care for the elderly at home and in the community will be awarded a Certificate of Merit by the Chairman of the Commune People's Committee.

The funding source for implementing these reward and support policies is guaranteed from the city budget, estimated at about 97 billion VND.

Previously, at the end of 2024 session, the Ho Chi Minh City People's Council issued a support level of 3 million VND for each woman who gives birth to 2 children before the age of 35.

After the merger, Ho Chi Minh City's birth rate reached 1.43 children per woman of childbearing age - among the localities with the lowest birth rate in the country and much lower than the replacement level of 2.1.

The low birth rate for many years, along with the rapid aging of the population, is forecast to significantly affect Ho Chi Minh City's ability to maintain its economic growth rate in the future./.
