On the afternoon of March 5th, the Steering Committee for the implementation of the reorganization of commune-level administrative units in the province during the 2023-2025 period held a conference to assess the progress of the implementation of the task of reorganizing commune-level administrative units.

Comrade Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Steering Committee, delivered a speech at the conference.

Comrades Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Steering Committee; Nguyen Tien Thanh, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Council, and Deputy Head of the Steering Committee; and Nguyen Khac Than, Deputy Secretary of the Provincial Party Committee, Chairman of the Provincial People's Committee, and Standing Deputy Head of the Steering Committee, chaired the meeting. Attending the meeting were members of the Provincial Party Standing Committee, members of the Steering Committee, and leaders of districts with commune-level administrative units subject to restructuring.

In accordance with Conclusion No. 48-KL/TW dated January 30, 2023, of the Politburo, and the directives of the National Assembly Standing Committee and the Government on the implementation of the reorganization of district and commune-level administrative units in the period 2023-2030, Thai Binh province has 28 communes in the districts of Dong Hung, Kien Xuong, Quynh Phu, Hung Ha, and Tien Hai that are subject to reorganization. Over the past period, the Provincial Party Committee, the Provincial People's Committee, and the Provincial Steering Committee have focused on leading and directing relevant sectors and districts with communes subject to reorganization to implement the tasks according to the set plan and schedule. The dissemination and promotion of directives from the Central and provincial authorities related to the reorganization of commune-level administrative units have been intensified to create high consensus and unity among cadres, Party members, and all strata of the people. Based on the overall plan for the reorganization of commune-level administrative units in Thai Binh province for the period 2023-2025, the People's Committees of the districts have developed their own plans for the reorganization of commune-level administrative units within their respective districts for the same period. From February 16-20, 2024, the People's Committees of 28 communes completed the compilation and posting of voter lists at the commune People's Committee headquarters and community centers in villages and residential areas. After a minimum of 30 days of posting the voter lists, the People's Committees of the districts will direct the People's Committees of the communes to organize voter consultations, with completion before March 25, 2024. In addition, the People's Committees of the districts, based on the guidelines from the Central Government and the province, will review and assess the current situation regarding the number, quality, thoughts, and aspirations of officials, civil servants, and non-specialized personnel in the communes undergoing restructuring. Based on this, they will develop plans and roadmaps for placement, arrangement, and resolution of benefits and policies.

Delegates discussed issues related to the reorganization of commune-level administrative units: the ideological situation of officials, Party members, and the people; the work of compiling and posting lists and organizing voter consultations; naming the new communes; plans for the arrangement and settlement of policies and benefits for redundant officials, civil servants, and non-specialized personnel after the reorganization of commune-level administrative units; handling of local assets; propaganda work to create consensus among officials, Party members, and the people; and ensuring security and order…

In his concluding remarks, Comrade Ngo Dong Hai, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Steering Committee, acknowledged and highly appreciated the efforts of the Department of Internal Affairs and the districts in implementing the task of rearranging commune-level administrative units in the 2023-2025 period, ensuring the progress and requirements were met; and also agreed with the assignment of tasks to each member of the Steering Committee.

The Provincial Party Secretary emphasized that the reorganization of commune-level administrative units is a difficult and sensitive task, impacting many areas. Therefore, it must be carried out systematically, with thorough assessment of influencing factors based on lessons learned from the reorganization of commune-level administrative units in the province during the 2019-2021 period. The Provincial Steering Committee and the district committees must identify the reorganization of commune-level administrative units in the 2023-2025 period as a crucial political task, focusing leadership and guidance to ensure success and achieve the highest possible results, especially by creating high consensus and unity among cadres, Party members, and the people. Continue to effectively disseminate information about the reorganization of commune-level administrative units through diverse forms, tailored to each target group and locality. From now until the time of the voter consultation, it is necessary to continue reviewing and understanding the situation at the grassroots level, the thoughts of cadres, Party members, and the people, and promptly resolve complex issues that arise. Focus on thoroughly reviewing and evaluating, developing specific plans and roadmaps for the arrangement and resolution of policies and benefits for redundant cadres, civil servants, and non-specialized personnel resulting from the reorganization of commune-level administrative units in the most thorough and satisfactory manner, in accordance with the salary reform policy. Each member of the Steering Committee, Party committees, and governments at all levels, especially the heads, must uphold their responsibility in implementing the task of reorganizing commune-level administrative units. Continue to review and develop appropriate solutions for issues related to: public assets, public investment, the reorganization of political and social organizations, and the completion of legal procedures after the reorganization of administrative units...

The Provincial Steering Committee requests the Provincial People's Committee to direct relevant departments to research and advise on the issuance of policies and mechanisms to support localities in the reorganization of commune-level administrative units in the province during the 2023-2025 period.
