On the afternoon of November 1 in Hanoi, the Ministry of National Defense held a conference to summarize the 2nd Vietnam-Laos Border Defense Friendship Exchange. Senior Lieutenant General Hoang Xuan Chien, member of the Party Central Committee and Deputy Minister of National Defense, chaired the conference.

The 2nd Vietnam-Laos Border Defense Friendship Exchange took place from October 22 to 23 in Moc Chau district (Son La province, Vietnam) and Sop Bao district (Houaphanh province, Laos). The Vietnamese delegation was led by General Phan Van Giang, Politburo member, Deputy Secretary of the Central Military Commission, Minister of National Defense; the Lao delegation was led by General Chansamone Chanyalath, Politburo member of the Lao People's Revolutionary Party, Deputy Prime Minister, Minister of National Defense of Laos participated in activities within the framework of the Exchange.
Opinions were expressed at the conference to review the 2nd Vietnam-Laos Border Defense Friendship Exchange, which was held with many rich and meaningful activities such as: Greeting and painting sovereignty markers; planting friendship trees; visiting the Vietnam-Laos Young Officers Friendship Flower Garden; visiting and presenting gifts to the Long Sap Border Guard Station, primary and secondary schools on both sides of the border; starting the construction of Border Guard Company 214/QND Laos donated by the Vietnamese Ministry of Defense; visiting the joint exercise to capture cross-border criminals; witnessing joint patrols between the border protection forces of the two countries; holding talks and signing a number of cooperation documents.
A highlight of this exchange is that for the first time, the two sides jointly organized the Political Work Exchange and Young Military Officers of the two countries with the theme "Still Loyal to One Faith" in the form of a discussion, dramatization and broadcast live on VTV1 channel, Vietnam Television, rebroadcast on Vietnam National Defense Television, Lao National Television and television of Vietnam-Laos border provinces.

Following the success of the first Vietnam-Laos Border Defense Friendship Exchange in Huong Hoa District (Quang Tri Province) and Sepon District (Savanakhet Province) in December 2021, the second Vietnam-Laos Border Defense Friendship Exchange continued to affirm itself as an effective and unique cooperation model with profound political significance; which was especially valued by the Central Military Commission and the Ministry of National Defense, with focused leadership and direction for implementation. The success of the exchange contributed to strengthening political trust, mutual understanding, and strengthening solidarity and connection between the people, local authorities and the Ministries of National Defense of the two countries.
Concluding the conference, Senior Lieutenant General Hoang Xuan Chien emphasized that, based on the results achieved through the organization of this exchange, Senior Lieutenant General Hoang Xuan Chien requested relevant agencies and units of the Ministry of National Defense, based on their assigned tasks, to continue to promote a sense of responsibility and coordinate closely with each other; hoping that ministries, departments, branches and localities will continue to pay attention and support in organizing the celebration of the 80th anniversary of the founding of the Vietnam People's Army, the 35th anniversary of the National Defense Day, the Vietnam International Defense Exhibition 2024 as well as other important defense foreign affairs activities in the coming time.

On this occasion, a ceremony was held to announce and award Certificates of Merit from the Minister of National Defense, Director of the General Department of Politics of the Vietnam People's Army and Chief of the General Staff of the Vietnam People's Army to collectives and individuals with outstanding achievements in advising, organizing, ensuring, serving, participating and propagating the 2nd Vietnam-Laos Border Defense Friendship Exchange, in which the People's Army Newspaper and an individual of the People's Army Newspaper received Certificates of Merit from the Minister of National Defense./.
