On the morning of July 9, the Ministry of Health held a national online conference to train on regulations on decentralization and delegation of power in the health sector and the arrangement and organization of local health facilities according to the 2-level local government model.

Comrade Dao Hong Lan, Member of the Party Central Committee, Party Secretary, Minister of Health chaired the conference.

Attending the conference at Lang Son province were leaders of the Department of Health and functional departments and affiliated units.

At the conference, the Director of the Legal Department, Ministry of Health briefly introduced the contents of Decree No. 147/2025/ND-CP of the Government issued on June 12, 2025 on the delimitation of authority of local authorities at 2 levels in the field of state management of the Ministry of Health and Decree No. 148/2025/ND-CP of the Government issued on June 12, 2025, regulating decentralization and decentralization in the health sector.

Delegates were informed of documents of the Ministry of Health on: organization of medical examination and treatment; licensing of operations, decentralization of technical expertise; registration, settlement of health insurance; social protection work, prevention of social evils, care for the elderly; disease prevention, vaccination; management of medical equipment, drug supply; orientation for arranging medical facilities according to the 2-level local government model.

During the program, delegates discussed and clarified difficulties in the implementation process at the grassroots level and solutions to ensure the quality of medical work according to the 2-level local government model .

Speaking at the conference, the Minister of Health emphasized the important role and sense of responsibility of health departments in implementing the two-level government model. The Minister requested health departments of provinces and cities to carefully study documents, proactively coordinate to resolve difficulties and problems, ensure unified and synchronous implementation in all areas: medical examination and treatment, food safety, disease prevention, population - family planning... to ensure good implementation of people's health care, meeting the development requirements of the country in the coming time.
