Training on decentralization in the land sector

On the morning of August 1, the Ministry of Agriculture and Environment held a national training conference on decentralization and delegation of power in the land sector when organizing two-level local governments. The conference was broadcast live to the bridge points of 124 communes, wards, and special zones in Lam Dong province.

At the Hanoi bridgehead, leaders of the Ministry of Agriculture and Environment chaired the Conference with the participation of many leaders and representatives of relevant ministries and branches.

At Lam Dong, Mr. Tran Van Dieu, Deputy Director of Lam Dong Department of Agriculture and Environment chaired and represented the leaders of the Departments of Finance, Construction, Industry and Trade, Provincial Inspection, Justice, Provincial People's Committee Office; leaders of departments and units under the Department of Agriculture and Environment.

The conference heard a general introduction to decentralization, delegation of authority, and determination of authority in the land sector; introduced a set of procedures for registration and issuance of certificates of land use rights and ownership of assets attached to land; introduced a set of procedures for land allocation, land lease, and permission to change land use purposes.

During the day, the Conference also heard an introduction to the procedures for land acquisition, compensation, support, and resettlement; an introduction to the procedures for construction, land price adjustment, and specific land valuation.

Delegates at the Conference also exchanged and discussed many of the issues raised.
