Synchronous and unified planning
Mr. Bui Trong Thang, Deputy Director of the Department of Construction, informed: Urban planning and development management in our province in recent years has received attention and strong direction from the province, ensuring consistency, suitability and towards sustainable development. From 2021 to present, 4 inter-district regional construction planning projects, 2 large functional area master planning projects, along with many master plans and urban subdivision plans have been completed and approved. Notably, the coverage rate of subdivision planning in Moc Chau National Tourist Area, Son La city (old) and Moc Chau and Van Ho urban areas has reached 100%. The coverage rate of detailed urban planning is about 33% of the whole province. 100% of communes have completed criterion No. 1 (Planning and planning implementation) according to new rural standards.
The urbanization rate of the whole province in 2024 will reach 20.34%, and in 2025 it is estimated to reach 20.6%, reaching and exceeding the target of the 15th Provincial Party Congress (18.5%) by nearly 1 year. In the period of 2020-2025, the Department of Construction will advise on the completion and approval of 8/12 urban development programs, contributing to expanding space, synchronizing infrastructure and improving the quality of urban life. 17 commercial housing projects are being implemented, with a total investment of over 5,700 billion VND, of which 5 projects have been completed.
Regarding rural planning, the general planning for commune construction has been completed 100% and is being reviewed, adjusted, and developed to meet the requirements of the new advanced rural standards in the new stage.
From July 1, 2025, when arranging commune-level administrative units, implementing the 2-level local government model will have impacts on state management in the fields of planning, architecture and urban development: Currently, the urban and rural planning system is being established and implemented within the cadastral boundaries of urban areas and commune boundaries. The arrangement and merger of 75 communes has led to the disruption of previous plans in terms of space, structure, function, etc. It is necessary to study, calculate, and re-establish all urban and rural planning projects in accordance with reality, leading to a number of difficulties, such as: The volume of planning projects to be established is very large; it is necessary to mobilize a large source of funding from the state budget for planning; because the volume of urban and rural planning projects at the commune level that must be re-established is relatively large, it is difficult to complete them in a short period of time, leading to an impact on the progress of construction investment projects; The indicators of "urbanization rate", "ratio of urban population supplied with clean water through centralized water supply system" in the system of indicators of the Provincial Party Congress and the main indicators of socio -economic development of the province will have to be re-researched and determined appropriately; the staff performing state management of urban planning and development at the commune level is still lacking and weak in professional qualifications and experience, especially in grasping and implementing new regulations and technologies.
According to Mr. Nguyen Ngoc Tu, Chairman of Quynh Nhai Commune People's Committee, the general planning of Quynh Nhai town (formerly Quynh Nhai district) until 2030 was approved by the Provincial People's Committee. However, when implementing the 2-level local government and arranging administrative units, Quynh Nhai commune was established on the basis of merging Chieng On, Muong Giang, Chieng Bang, and Chieng Khoang communes in terms of scale and area. In addition, some positions of agencies and units when still at district level were included in the general planning of Quynh Nhai town until 2035, which are no longer suitable for the commune level. Therefore, it is necessary to re-establish the general planning of the commune. However, according to the roadmap for urban and rural planning of Son La province for the period 2025-2030 approved by the Provincial People's Committee, Quynh Nhai commune will establish a general planning for the period 2029-2030.
Adjusting to meet new development requirements
In response to the requirements for planning work, the Provincial People's Committee has just held a meeting to review and propose adjustments to the planning of Son La province for the period 2021-2030, with a vision to 2050, and plans of a specialized technical nature. It is determined that: After Son La province implements a 2-level local government, rearranges and changes the administrative units of communes and wards, planning adjustments are necessary to meet the general development requirements and create new development spaces for localities. Focus on reviewing the planning of all 75 communes and wards to adjust the spatial structure of urban and rural infrastructure development. Departments and branches closely coordinate to proactively review the entire provincial planning, planning of each sector and field, ensuring that when adjusting, there is no overlap or conflict with the planning of higher levels; early selection of consulting units to ensure quality and efficiency.
The Department of Construction continues to review and inspect legal documents to advise the Provincial People's Committee to issue legal documents, directives, management and guidance documents in the fields of planning, architecture, urban development, housing and real estate market, ensuring compliance with legal provisions on decentralization and delegation of authority according to 2-level local government and local practical situation.
According to Mr. Bui Trong Thang, Deputy Director of the Department of Construction, the Department urges and guides the People's Committees of communes and wards to implement the Urban and Rural Planning Plan for the period 2025-2030. Presides over and coordinates with relevant units to research and upgrade the planning database system, planning management database, provide online planning information on the basis of global geographic information technology system, cloud computing in the province, towards building a common database system for the construction industry.
Continue to monitor and update the Central Government's instructions, promptly review and adjust the programs and plans of the Provincial People's Committee on urban development, housing development, real estate market, etc.; recalculate the "urbanization rate" index in the province to suit the practical situation of the 2-level local government model. Actively coordinate and advise on the implementation of tasks in the field of industry management related to investment projects to build urban areas in the province.
Organize training courses, refresher courses, and professional guidance to improve the capacity of staff working in urban planning and development management. Training and guidance content closely follows new legal regulations, modern management technology, and necessary soft skills. At the same time, create conditions for staff to participate in seminars and forums to learn from experience and approach new trends.
With synchronous solutions, drastic direction of the province, close coordination between levels, sectors and active participation of the community, the work of planning and management of urban and rural planning in the coming time will ensure quality, synchronization and unity; in line with the orientation, goals of socio-economic development and local practices; contributing to promoting sustainable socio-economic development.
