On August 29th, the State Treasury issued urgent Official Letter No. 9823/StateTreasury-QLTT regarding changes to the time for electronic bilateral payments and changes to the time for converting 8-digit bank codes during the National Day holiday on September 2nd.
A representative from the State Treasury stated that this directive aims to ensure that the task of distributing government gifts to the people is carried out quickly, fully, and successfully before the major national holiday.
To implement Prime Minister 's Directive No. 149/CĐ-TTg dated August 28, 2025, on giving gifts to people on the occasion of the 80th anniversary of the August Revolution and National Day on September 2nd, the State Treasury has decided to make significant changes in the operations of the entire system. The highest goal is to ensure that gifts (via bank transfer or cash) reach people in a timely and complete manner, completing the process before September 2nd, 2025.
Accordingly, the State Treasury announced a temporary suspension of the conversion of 8-digit bank codes. Specifically, the plan to change the bank codes of commercial bank branches where the State Treasury maintains accounts (as mentioned in Official Letter No. 9748/State Treasury-QLTT dated August 26, 2025) will be temporarily postponed. According to the State Treasury, this change will be implemented after further notice, in order to prioritize all resources for the important political tasks at hand.
In addition, the State Treasury system will be operating on September 1st and 2nd. To ensure uninterrupted payment and disbursement transactions, the State Treasury will organize work and conduct electronic bilateral payment transactions and coordinate state budget collection with commercial banks during the two official holidays.
The specific transaction times are set for September 1-2, with the deadline for receiving payment orders at 4 PM. The deadline for submitting settlement requests is 4:40 PM (August 30 and 31 remain public holidays).
To ensure the directives are implemented seriously and effectively, the Director of the State Treasury, Tran Quan, issued Official Dispatch No. 09/CD-State Treasury on August 29th, regarding the thorough understanding and implementation of Conclusion No. 183-KT/TW of the Politburo and the Secretariat, and Resolution No. 260/NQ-CP dated August 29th of the Government. The dispatch requires the Directors of regional State Treasuries to closely supervise their subordinate units, ensuring the excellent completion of assigned political tasks. Any difficulties arising during implementation should be promptly reported to the Payment System Management Board for coordinated resolution.
The decision of the State Treasury system to work throughout the holiday demonstrates the high sense of responsibility, proactiveness, and great efforts of the Finance sector in implementing the Prime Minister's directives, contributing to a complete and meaningful Independence Day celebration for people nationwide.
