, localities across the province have joined in with high determination and synchronous efforts from the grassroots. Up to now, the campaign has recorded many outstanding results, creating an important foundation to accelerate the progress of cross-checking and standardizing land data across the province.

The campaign to review and clean up the entire land database that has been built over time in 54/54 communes, wards, and special zones; collect, digitize, and create data for certificates that have been issued but the database has not been built. Immediately after the data was collected, the province's specialized units deployed to compare and verify land plot information with the National Population Database; at the same time, review, adjust, and supplement information related to land users to ensure that the data is always "correct - sufficient - clean - alive". As of November 26, the campaign has basically completed important goals. Quang Ninh has collected 454,827 total records, reaching 98.62% of the expected target. The collection of land use right and housing certificates at the commune and ward levels alone has reached over 98% of the number of land plots that need to be collected. Notably, the work of digitization and data creation has been promoted. 448,914 records have been digitized (scanned/photographed), reaching 97.34% of the total number of records that need to create a database for the whole province. At the same time, 451,452 records have had their information entered into form No. 01, reaching 97.89%. Currently, 4/11 tasks in Plan 230/KH-UBND have been completed and 3 tasks are regularly implemented as required.
One of the key tasks is to review, classify data and cross-check land user information with the national population database. The Department of Agriculture and Environment of Quang Ninh has transferred 457,321 records of land users who have been granted certificates to the Department of Administrative Management of Social Order (PC06), Provincial Police for verification. Through cross-checking, 398,532 data were found in the population data, equivalent to 87.14% of the received land user data; of which, 370,593 land user data matched the national population database, accounting for 81.4% and can be synchronized to the national database of the Central Government. However, there are still 27,939 data with incorrect information (6.11%) that need to be supplemented and completed by the locality. Currently, the working group has reviewed and classified 254,293 land plot data. There are 2,048 land plots in group I (correct, sufficient, clean, alive) and 252,245 land plots in group II (need to be adjusted and supplemented). This is an important step towards establishing a synchronous, transparent electronic data system, meeting the requirements of developing digital government, effective and convenient land management for people and businesses.
In addition, the province has restructured the land administrative procedures. 14 administrative procedures in this field have been approved by the Provincial People's Committee to reduce paper documents, instead using digitized electronic data. This is considered a breakthrough to reduce administrative procedures, saving time and costs for organizations and individuals when conducting land transactions.
The participation of the political system from the province to the grassroots has created a strong ripple effect. Many localities have excellently completed their assigned tasks. Typically, Mao Khe ward has propagated to more than 420,981 people, collected 15,179 records (100%), digitized 7,150 records and entered 9,164 records into form 01. Mong Cai 3 ward, after launching the movement "90 days of getting rich, cleaning land data", from September 26 to November 15, collected 7,582/7,582 records, completed 100% of land use right certificates and citizen identification cards, and processed data at 92.5%. Despite difficulties such as frequent absence of seafaring households, unused urban land, bank mortgage records, lost documents, or records lacking information on origin and area, localities still proactively set up working groups to collect, enter data, check and complete records.
As of November 26, the whole province had 36/54 communes, wards and special zones completing 100% of the work of collecting records; 33/54 localities had completed 100% of the digitization of records, of which 9 localities including Van Don special zone, Mao Khe ward, Quang Hanh ward, An Sinh ward, Mong Duong ward, Dong Ngu commune, Quang Duc commune, Hai Hoa commune, Cai Chien commune had completed all the criteria of the campaign ahead of schedule: Collecting records, digitizing, entering data, checking and being ready to synchronize data to the national system.
Despite the high results, the campaign still has urgent work to do to reach the finish line on time. The approximately 6,300 records that have not been collected are mostly related to mortgaged land, land users who are often absent or have unclear information. Data synchronization to the National Database has only reached 23.22%. Therefore, the province has requested to maintain daily reports, clearly assign responsibilities to each locality, and set up a 24/7 online technical support team to promptly handle problems. The Department of Agriculture and Environment, the Provincial Police, the Land Registration Office and technology units such as VNPT, FPT, and the Department of Science and Technology are closely coordinating to complete the data reconciliation and standardization, check the quality of data entry, and ensure data security and safety before synchronization.
With the volume of collected and digitized data reaching nearly 100%, a high reconciliation rate and many localities "finishing" ahead of schedule, Quang Ninh is getting closer to the goal of building a "correct - sufficient - clean - alive" land data system - the foundation for digital government, administrative procedure reform, transparent land management and better serving people and businesses. This is not only the result of a campaign, but a big step forward in realizing the commitment to build a modern, effective and transparent administration.
