According to a report from the Department of Industry and Trade as of the end of May 2025, there were nearly 70 proposals from TKV and the 19th Army Corps related to investment procedures, licensing, land lease, planning, and land clearance. Many strategically important projects are experiencing delays due to administrative and legal obstacles. Typical examples include: the expansion of the Ha Rang mine by Hon Gai Coal Company; the underground mining in the Tan Yen - Dong Trang Bach area; the Coc Sau - Deo Nai mine cluster; and the section below the -50 meter level of the Ha Lam mine… all awaiting completion of mining license procedures from the Ministry of Agriculture and Environment.
Not only mining projects, but also a series of essential infrastructure investment projects such as office complexes and worker housing in Khe Cham, the Cam Pha coal transport route, and key transportation projects like the overpass on National Highway 18A… are facing numerous difficulties in completing land documents, land clearance, or investment capital settlement.
Specifically, out of 54 proposals under the jurisdiction of the provincial level, by the end of May 2025, 26 had been resolved, 7 were basically completed, and many other projects were being expedited. Notably, Quang Ninh province issued several important decisions such as: land leases, approval of detailed 1/500 scale planning for TKV projects, including the Nui Beo coal worker housing project, the Nam Mau waste disposal site, and the former Coal Mine No. 4 in Cam Pha. In particular, the province's agreement to allow the use of Planning Scheme 893 as the basis for granting mining licenses has removed a major bottleneck for many large-scale projects, creating conditions for businesses to proactively invest in expanding production.
Many projects have now entered the implementation phase, such as the construction of the Nam Mau Coal Screening Plant, the expansion of the capacity of the Dong Vong coal mine's mine shafts, and transportation routes serving coal transport. Timely resolution of obstacles not only helps restore mining capacity according to plan, but also creates thousands of jobs, increases local government revenue, and improves the investment environment in the mining industry.
However, many key projects of TKV and the 19th Army Corps are still facing prolonged obstacles, directly affecting their implementation progress. Some difficulties stem from changes in planning policies such as Planning 893, overlapping management boundaries between the two units, or a lack of coordination in administrative procedures. In particular, procedures related to land, especially the conversion of forest land use and forest land leasing, remain a major obstacle.
For example, the Cao Son coal mine expansion project still has 76.29 hectares of forest land awaiting completion of conversion procedures and reforestation. In addition, land clearance continues to be a bottleneck in many projects such as the expansion of the Suoi Lai open-pit mine, the Uong Thuong - Dong Vong area, and resettlement areas for coal miners.
In response to this situation, on May 22, 2025, Quang Ninh province chaired a meeting with departments, agencies, localities, and representatives from TKV and the 19th Army Corps to review all proposals and obstacles. The meeting focused on two main groups of issues: planning and land lease procedures. Through this, the parties agreed on several specific solutions to address issues related to licensing coal exploration and mining projects; land management; environmental protection; and housing construction for workers.
Notably, the province has agreed on a policy to allow adjustments to the planning in the nearest period for ongoing projects that are not in accordance with or lack planning, provided that they do not negatively impact the environment and people's lives. In particular, for projects leasing land in Uong Bi City, the necessary procedures must be completed by June 15, 2025.
TKV and the 19th Army Corps were also tasked with reviewing all currently used land and land already planned for development, proactively coordinating with relevant departments, agencies, and localities to complete land procedures and land clearance in accordance with regulations. In particular, long-standing obstacles need to be addressed decisively to avoid wasting resources and delaying investment.
Regarding administrative reform, the province requires relevant agencies to absolutely prevent the continuation of delays and slow processing of documents. The Provincial Public Administrative Service Center is tasked with proactively receiving, supporting, and guiding units in carrying out procedures in a "work and complete simultaneously" manner, even in cases where documents require additional time for assessment. Provincial leaders emphasized that the head of each agency or unit will be held responsible if delays occur, according to the principle of "clear tasks, clear responsibilities, clear timelines, and clear personnel."
Removing obstacles for coal industry projects will not only help increase production capacity according to schedule, but also create a solid foundation for local economic development, stabilize the lives of tens of thousands of workers, improve resource utilization efficiency, and make a positive contribution to the sustainable development goals of Quang Ninh province in the coming period.
