Focus on removing obstacles in site clearance for key projects

On the morning of September 11, Vice Chairman of the Provincial People's Committee Huynh Chi Nguyen worked with the Bac Lieu Transport Project Management Board and localities on site clearance for three key projects with a total capital of over VND900 billion. Provincial leaders requested urgent arrangement of resettlement land funds, resolution of petitions, ensuring people's rights and progress of public investment disbursement in 2025.

During the working session with the Bac Lieu Traffic Construction Investment Project Management Board and related communes and wards, Vice Chairman of the Provincial People's Committee Huynh Chi Nguyen listened to the report on the implementation of site clearance for 03 key projects: Outer Ring Road (Phase I) passing through Bac Lieu, Hiep Thanh and Vinh Trach wards; Inner Ring Road (Phase I) located in Vinh Trach ward; construction of Hoa Binh 2 bridge and the connecting road to Giong Nhan - Go Cat road located in Hoa Binh commune. The total investment capital of 03 projects is over 900 billion VND.

According to the report of the Management Board of Investment and Construction Projects of Traffic Works in Bac Lieu and other localities, these projects basically ensure progress in the stages of preparing design and estimate documents; approving fire prevention and fighting; measuring and posting compensation plans.

Specifically, in Bac Lieu ward and Vinh Trach ward, the compensation plan has been publicly posted; Hiep Thanh ward will post it on September 11 and is expected to be approved by the end of September 2025. For the Hoa Binh 2 Bridge project, Hoa Binh commune has completed land valuation and posted the plan since August 22, and is currently completing procedures for approval and payment by the end of September 2025.

However, there are still many difficulties, typically the lack of resettlement land fund, affecting the progress of compensation and support payments. The Bac Lieu Traffic Construction Investment Project Management Board recommends that the Provincial People's Committee soon issue regulations on compensation, support, and resettlement; approve the policy of arranging resettlement land fund; and at the same time, direct localities to coordinate in confirming and supplementing legal documents of houses and land to speed up the approval of compensation plans.

At the meeting, delegates focused on discussing solutions to remove obstacles, especially resettlement arrangements, speeding up site clearance, completing procedures to meet approval and payment deadlines in September; at the same time, they requested to consider adjusting compensation levels to suit reality, ensuring the legitimate rights of the people.

Concluding the working session, Vice Chairman of the Provincial People's Committee Huynh Chi Nguyen emphasized: It is necessary to put the legitimate interests of the people first, promptly resolve petitions, create consensus in compensation, support and resettlement. In addition, he requested departments, branches and localities to resolutely carry out site clearance work, thoroughly handle difficulties, strive to complete the disbursement of public investment capital according to the 2025 plan, especially for key projects. This is a key task to ensure the progress and quality of works, contributing to promoting the socio -economic development of the province.
