
"Bottleneck" of the southern access road
Because it is not yet possible to travel across Quang Da Bridge, people still have to travel more than 10km every day to get to both ends of the bridge. “We can see the bridge right in front of us but cannot go there. Every day we have to wake up 30 minutes earlier to go from Dien Ban Bac Ward to Hoa Tien Commune and vice versa,” said Ms. Doan Thi Hoa, a resident who trades between the two localities.
In fact, many people living around the two ends of the bridge hope that the bridge will soon be connected to facilitate travel and trade, contributing to the economic development of the whole region...
“People living in the neighboring area hope that the authorities will soon promote the completion of infrastructure and put the project into use, especially in the context that the two localities of Quang Nam and Da Nang have merged, and there are no longer administrative boundaries to hinder the implementation process,” said Mr. Tran Dinh Tu, a resident of Hoa Tien commune.
The Quang Da Bridge and approach road project has a total investment of 274 billion VND, is 1.4km long, has 4 lanes, crosses the Yen River, connects National Highway 14B with the northern beltway, in which, the section Km1+358 - Km1+408 connects the head of Quang Da Bridge to the Northern Beltway project, is 27m wide, 4 lanes.
Present at the Quang Da bridge site, we noticed that from National Highway 14B to Quang Da bridge, the approach road has been completed, the road surface has been paved with asphalt, street lights, median strips, signs, other items... are waiting for the day of opening to traffic. However, at the point at the foot of the bridge, the construction unit had to erect signs and install barriers prohibiting people from traveling, because the southern approach road could not be connected yet.
Specifically, the road section leading to Dien Ban Bac ward is still unfinished. Currently, this road has only been filled with soil. At the foot of Quang Da bridge, stretching more than 1km to route DH12 (belonging to the Northern Ring Road project), 873 Joint Stock Company - Traffic Construction, the construction unit of this section of the project, has only poured aggregate to make a temporary road.

In the past few days, 873 Joint Stock Company has deployed a few workers to construct two items: a residential underpass and a horizontal drainage culvert. According to the assessment of the relevant unit, the joint venture contractor has been carrying out the construction for the past year, but up to now, the construction volume has not been guaranteed according to regulations.
According to the design, the Northern Belt Road will connect to the Quang Da Bridge project and the road leading to National Highway 14B (Hoa Tien Commune). However, after more than a year of starting the project, the project has only achieved about 20% of its volume. Specifically, for the construction and installation category of 873 Joint Stock Company, this unit has only achieved more than 5% of its volume; while Dai Thien Truong Joint Stock Company has achieved about 15% of its construction and installation volume.
Dien Ban Bac Ward People's Committee said that this route has handed over more than 56% of the total area to contractors. The remaining area is still stuck in site clearance due to difficulties in determining the origin of the land, delays in forming resettlement areas, etc.
In addition, one of the difficulties is that the Northern Ring Road project connecting Quang Da Bridge requires up to 500,000 cubic meters of fill; however, commercial mines in the project area cannot guarantee the volume.

Will it be completed in 2025?
In July 2025, during a field inspection of the Northern Ring Road project, along with the Quang Da Bridge project and its approach road, the leader of the Da Nang City People's Committee emphasized that these are two important projects, not only in their role as regional connectivity but also in the requirement to effectively use the allocated central capital.
The city leaders requested relevant units, agencies and localities to have specific recommendations and commitments to speed up the progress of the project. At the same time, Dien Ban Bac ward focused on compensation and site clearance; speeding up the implementation of resettlement projects to facilitate the relocation of people. During the implementation process, if there are any problems that are beyond the authority, promptly report to the City People's Committee for early direction and resolution.
The city leaders have assigned the Construction Investment Project Management Board to review the entire contract. If the investor violates the contract, the replacement process will be implemented. In addition, a plan to appoint a competent contractor will be prepared to ensure that the project is not interrupted; the contractor will be required to strictly implement the principle of construction as soon as the site is available.
It is known that the Quang Da Bridge project and the bridge approach road started construction on December 21, 2023, according to the contract to complete construction on May 14, 2025. However, due to the incomplete clearance of households on the frontage of National Highway 14B, the City People's Committee has issued an official dispatch extending the project construction time to December 31, 2025.

The Northern Ring Road Project, formerly invested by the People's Committee of Dien Ban Town (old), has a total investment of 498 billion VND, land use area of 18.43 hectares. The area for which the compensation and site clearance plan has been approved and handed over to the Management Board of Dien Ban Town Construction Investment Project (old) is about 10.3 hectares; the remaining area has encountered problems in examining the origin of the land, and the resettlement areas for households subject to complete clearance have not been completed.
Mr. Nguyen Minh Huy, Director of the Management Board of Investment and Construction Projects for Traffic and Agricultural Works in Da Nang, said that the Quang Da Bridge project and the approach road are currently only waiting for the infrastructure at the bridgehead of Dien Ban Bac ward to connect and be put into use.
However, according to actual field records, whether the project can be completed in 2025 or not is still difficult to say.
