Focus on stably operating the 2-level local government model

After 1 week of official operation, the administrative agencies and organizations of 54 communes, wards and special zones have ensured continuous and smooth operations throughout the entire administrative period. 100% of communes, wards and special zones have announced the sample seals, titles, signatures, headquarters and working locations of Party, government, Fatherland Front and socio- political organizations. Citizen reception has been carried out seriously and in accordance with regulations.

Regarding the settlement of administrative procedures, from July 1 to July 4, the whole province received over 5,526 administrative procedures and resolved 3,885 records. The procedures focused mainly on the fields of land, household registration, certification, etc. The public administrative service centers of communes, wards, and special zones all ensured the safe reception and settlement of administrative procedures, without congestion. The whole province did not have any complicated situations or outstanding incidents that disrupted or affected people's lives and the operations of agencies, units, and localities. In general, public opinion in the whole province was excited, confident, and agreed with the policy of implementing the 2-level local government model.

In addition to the positive results, the operation of the new model in the early days also encountered some difficulties and problems such as: the arrangement and allocation of specialized civil servants from the district level to the commune level in some places was not really reasonable; it did not meet the requirements of supporting areas with a shortage of human resources in the early days of operation. Some software serving the operation of public administrative service centers still had some errors in the operation process, and the connection from the central to local levels was not stable.

Concluding this content, Comrade Vu Dai Thang, Member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the Provincial National Assembly Delegation emphasized that the initial results achieved in implementing the 2-level local government model are very remarkable. The commune level has initially affirmed the effectiveness of the new government organization model. Thereby, creating trust and high appreciation in public opinion about the image of a government close to the people, close to the people, for the people.

Regarding the tasks in the coming time, the Provincial Party Secretary noted that the tasks of the commune level in the coming time are very large, so the Executive Committee and Standing Committee of communes, wards and special zones must continue to focus on perfecting the organizational structure and operational plans; ensuring the comprehensive implementation of the tasks that have been decentralized to the commune level, especially for areas that were previously under the authority of the district level. For localities with difficulties in infrastructure, there must be proactive solutions to overcome them to ensure the stable operation of the apparatus.

The Provincial Party Secretary also requested localities to focus on preparing for the congress. In particular, the preparation of documents, ensuring that the documents fully summarize the natural and social conditions and reposition the potentials and advantages of the new administrative unit; on that basis, determine the development orientation in the next term. At the same time, localities should speed up the preparation progress to ensure the time requirements for organization according to the direction of the central government and the province.

Also at the conference, the Standing Committee of the Provincial Party Committee listened to and gave opinions on a number of key tasks of the week and a number of other important contents.
