On May 23 and 24, the Northeast and the Northern Delta regions are forecast to have moderate rain, heavy rain and thunderstorms, locally very heavy rain (60-130mm of rain, some places over 220mm), the Northwest region will have 40-70mm of rain, locally over 150mm; need to be on guard against locally heavy rain (over 120mm in 2-3 hours) causing flash floods, landslides, and inundation.
To proactively respond to heavy rains, floods, landslides, flash floods that may occur in the province, the Chairman of the Provincial People's Committee requests heads of agencies, units, Chairmen of People's Committees of districts and cities to continue to strictly implement the direction of the Prime Minister; Office of the National Civil Defense Steering Committee; Ministry of Agriculture and Environment ; direction of the Provincial People's Committee with the most urgent, drastic and effective spirit, not to be passive or surprised in responding to natural disasters, especially the risk of rains, floods, landslides, flash floods, flash floods to ensure absolute safety of life, limit damage to property of the people and the State.
In particular, it is necessary to urgently direct the organization to immediately implement the following contents: Directing to closely monitor the situation, organizing the timely and effective implementation of measures to proactively respond to natural disasters, especially landslides, flash floods, and localized flooding to ensure safety of life and reduce damage to property of the people and the State. Absolutely must not allow interruptions in the leadership and direction of response to natural disasters when implementing the rearrangement of administrative units and organization of local governments at 2 levels.
Closely monitor the development of natural disasters and floods in the area; direct and deploy timely and effective response work according to the "four on-the-spot motto" regarding the risk of floods, landslides, and flash floods; organize traffic control and guidance during the rainy season, especially when traveling through culverts, areas at risk of landslides, and areas with deep water.
Arrange forces, vehicles, food and necessities in the areas, promptly carry out rescue work, and support people when situations arise.
Proactively mobilize means, forces, budgets and resources of agencies, units and localities to immediately implement disaster recovery work (if any); in cases beyond the response capacity of the locality, promptly report to competent authorities for support in accordance with regulations.
Regarding specific tasks, the Director of the Department of Agriculture and Environment directs the organization of 24/7 duty to closely monitor the situation, proactively direct and urge relevant localities, agencies and units to deploy response work in accordance with actual natural disaster developments, promptly report to the Provincial People's Committee and competent authorities to direct issues beyond their authority; promptly direct the Provincial Project Management Board for Investment in Construction of Civil and Industrial Works to flexibly operate the system of works under the Vinh Phuc Water Resources and Flood Management Project (pumping stations, regulators, drainage culverts, etc.) to ensure reasonable regulation, buffer drainage and timely pumping and drainage according to the development of rain and floods to minimize flooding and damage.
According to its authority, the Department of Agriculture and Environment directs, inspects, and urges relevant localities, agencies, and units to focus on handling and overcoming incidents of dikes, dams, and natural disaster prevention and control works that occurred during the 2024 storm season and in the past to proactively prevent and combat natural disasters, storms, and floods in the coming time.
Actively coordinate with the Provincial Military Command, Provincial Police, and Department of Home Affairs to urgently review and be ready to guide relevant agencies, units, and organizations in search and rescue when organizing two-level local authorities to ensure that there is no interruption or reduction in the effectiveness of disaster prevention, control, and search and rescue work in the province.
The Commander of the Provincial Military Command and the Director of the Provincial Police Department directed the police of districts, cities, and armed forces stationed in the area to proactively coordinate with localities to deploy forces and support vehicles, proactively evacuate early, move residents out of dangerous areas, rescue, and overcome the consequences of natural disasters when requested by the locality.
The Director of the Department of Construction directs the review and implementation of plans to ensure traffic safety and traffic infrastructure and construction works in case of natural disasters, promptly repair landslides and traffic routes that have been cut off, and ensure smooth traffic, especially on national highways and main traffic routes.
The Director of the Provincial Hydrometeorological Station directed to closely monitor the developments of floods and rains, forecast, and promptly inform relevant agencies, localities, and people to proactively deploy response work according to regulations.
Director of the Provincial Radio and Television Station, Editor-in-Chief of Vinh Phuc Newspaper directed to coordinate with the Department of Agriculture and Environment, the Provincial Hydrometeorological Station and relevant agencies and units: Increase broadcasting time and reporting so that people can grasp information about risks and developments of natural disasters, know how to respond when natural disasters occur, especially landslides, flash floods, flash floods, and inundations to limit damage.
