Full focus on major projects and key works

From 2024 to present, the whole province has 830 projects and works in the land recovery list and 445 projects and works in the list of changing the purpose of using rice-growing land, protective forest land, special-use forest land, and production forest land that have been approved.

In 2024 alone, the province will have 1,617 investment projects, including 1,268 transitional projects and 349 newly started projects; at the same time, 439 projects will complete investment during the period and 428 projects will be put into operation.

The projects that have been deployed and completed, especially large and key projects, have contributed to creating new development spaces for localities where the projects pass through, such as industrial and service zones, facilitating travel, goods exchange and stimulating production and business of people and enterprises.

Firmly pursuing the goal of investing in large projects and key works that have a positive impact on the province's socio-economic development, since the beginning of the year, leaders of the Provincial Party Committee and the Provincial People's Committee have regularly surveyed and grasped the implementation status of projects. Organizing specialized conferences and directing departments, branches, sectors, People's Committees of districts and cities, Project Management Boards, and investors to urge contractors to speed up the implementation of large projects and key projects to create a breakthrough for the province's sustainable socio-economic development.

Direct departments and branches to focus on completing legal documents of projects; carefully review and censor the components and contents of documents, not to let them drag on. Focus on overcoming and resolving difficulties and problems, focusing on site clearance.

The implementation of key projects and works according to plan is an important solution to accelerate the disbursement of public investment capital, bringing about economic growth of the province. Thanks to that, in the first 4 months of the year, the disbursement of public investment capital in the whole province reached more than 1,755 billion VND, equal to 25.5% of the capital plan assigned by the Central Government and equal to 20% of the total capital plan assigned by the province, higher than the average disbursement rate of the whole country and ranked 4th out of 11 provinces in the Red River Delta.

The Tay Thien - Tam Son road project has a total length of more than 14 km, spanning many localities of the two districts of Tam Dao and Lap Thach with a total investment of over 375 billion VND. This is a key traffic project in the development of tourism in the province, especially spiritual tourism and resort tourism; invested by the Provincial Traffic Construction Investment Project Management Board.

Currently, the project has cleared land and handed over 10/14.56 km in the field to the contractor. On that basis, the construction unit has basically completed the roadbed, horizontal drainage, vertical drainage and asphalt paving of some sections; the construction volume has reached more than 40% of the contract value.

After completion, the project will not only contribute to connecting famous tourist destinations of the province such as Tay Thien historical relic and scenic area, Van Truc lake, Bo Lac lake, Sang mountain area... but also gradually complete Vinh Phuc urban beltway 5 according to Vinh Phuc transport planning with a vision to 2030. At the same time, it will strengthen traffic connections for districts in the northern and western regions of the province, creating convenience for people to travel, trade and develop the economy.

In the coming time, the province will continue to focus on completing the missing legal regulations under its authority to serve as a basis for handling difficulties and problems. Urgently review, remove difficulties, and thoroughly handle problems and problems in investment projects that are pending and slow to implement; and projects that have been completed but not yet put into use and exploitation.

Focus on directing the final settlement of site clearance for works and projects in accordance with the law on the basis of ensuring the legitimate interests of the people. Promote the effectiveness of the Working Group to resolve difficulties, obstacles, and backlog projects of the province. At the same time, departments, branches, and localities closely coordinate with central agencies and neighboring localities to implement key national projects passing through the province such as the Lao Cai - Vinh Yen 500kV transmission line project, upgrading and renovating National Highway 2, Vinh Yen - Viet Tri section, Hanoi - Lao Cai high-speed railway, etc.

Strive to soon deploy a number of "key" traffic projects connecting Vinh Phuc with neighboring localities such as the traffic route connecting from the Red River dike to Van Phuc bridge, IC2 and IC5 intersections on the Hanoi - Lao Cai expressway, landscape improvement at IC3 and IC4 intersections on the Hanoi - Lao Cai expressway...

At the same time, continue to invest in completing the Vinh Phuc ICD Logistics Center (Binh Xuyen) and research and develop logistics centers at two planned dry port locations in Lap Thach and Vinh Tuong districts... Promote investment efficiency, create favorable conditions for traffic connections between Vinh Phuc and provinces and cities in the Northern key economic region.
