For many years, Hanoi has consistently identified social welfare as a crucial foundation for its development. This perspective is clearly demonstrated through prioritizing resources to honor those who have contributed to the revolution, support families entitled to preferential policies, and care for vulnerable groups during the Lunar New Year. Importantly, social welfare not only provides immediate support but also serves as a foundation for strengthening trust and fostering social consensus.
This spirit of social welfare is concretized in Plan No. 341/KH-UBND of the Hanoi People's Committee on giving Tet gifts to policy beneficiaries on the occasion of the Lunar New Year 2026 (Year of the Horse). Accordingly, the city plans to give more than 1.16 million gift packages with a total budget of approximately 574 billion VND. This figure shows the large scale and widespread benefit coverage of social welfare policies in the capital city.
Notably, Hanoi city clearly stratified the recipients and amounts of Tet gifts, ensuring fairness and appropriateness for each beneficiary group. Outstanding individuals, war invalids, severely disabled veterans, and revolutionary veterans received higher levels of support, demonstrating well-deserved gratitude. Special groups such as relatives of martyrs, those affected by chemical toxins, and former youth volunteers facing difficulties also received adequate attention, leaving no policy gaps. Furthermore, the city also presented gifts and encouragement to units caring for and treating policy beneficiaries and social welfare recipients, as well as to exemplary individuals and groups. This comprehensive approach demonstrates that Hanoi's Tet welfare policies are implemented practically and have a clear social impact.
According to experts, the greatest value of social welfare policies lies in their practical implementation results. Hanoi City People's Committee's Plan No. 341/KH-UBND particularly emphasizes the requirement for serious and coordinated implementation, ensuring that all Tet gifts reach the intended recipients promptly and according to regulations, so that every penny of the budget allocated to social welfare truly yields effective results and builds trust among the people.
Notably, Hanoi does not limit the responsibility for providing support during Tet to the state budget. The city encourages the People's Committees of communes and wards, and relevant units, to proactively mobilize legitimate social resources, appropriate to their actual conditions, to supplement forms of support. This approach has created widespread involvement from the entire political system, the business community, and social organizations, contributing to expanding the "arms" of social welfare. In fact, in the days leading up to Tet Binh Ngo, communes and wards mobilized hundreds of thousands of additional gift packages from organizations, businesses, and individuals to distribute to single-parent households, near-poor households, workers, etc.
Simultaneously, the city pays special attention to units directly caring for and treating beneficiaries of social policies; and takes care of the lives of officials and staff working during Tet. These actions demonstrate a deep understanding to ensure that all citizens can have a fulfilling Tet holiday.
Experience shows that when policies are implemented seriously, synchronously, and effectively, the social benefits are very clear. Tet gifts not only help people alleviate difficulties, but also serve as a great source of moral encouragement, strengthening people's trust in the leadership of the Party and the administration of the city government.
The Lunar New Year of the Horse 2026 is fast approaching. From guiding principles to concrete actions, Hanoi continues to affirm its image as a compassionate and benevolent capital city, developing but not neglecting those in need. As each policy is implemented and each gift is given to the right people, the message "no one is left behind" is no longer a slogan, but a vibrant and enduring value in the social life of the capital.
