According to the draft Resolution, the subjects of application are children from 6 to under 16 years old who participate in swimming lessons and know how to swim; organizations and individuals who are eligible for loans and legally residing in Ca Mau province; agencies, units, organizations and individuals related to the implementation of the Resolution.
The proposed level of support for swimming lessons includes: For children who participate in swimming lessons and know how to swim, they will be supported with 500,000 VND/child when they know how to swim and have knowledge and skills to prevent and combat drowning. For children from poor households, near-poor households, and disabled children who receive monthly social allowances, they will be supported with a maximum of 800,000 VND/child.
Support organizations and individuals to borrow preferential interest rates from the Social Policy Bank to invest in building swimming pools in Ca Mau province with a maximum loan of 300 million VND/swimming pool/investor, loan interest rate is 7.92%/year, maximum loan term is 10 years (120 months) from the date of first loan disbursement.
According to statistics at the end of 2022, the whole province had about 110,000 children who could not swim, accounting for about 55% of the total number of children.
At the meeting, the appraisal members were concerned about the effectiveness and value of the policy, and expressed many opinions on: investment resources, organizational model; whether administrative procedures will arise when implemented in practice; if children learn to swim from the guidance of their family members, how will the certificate be issued; how will the renovation and upgrading of existing but degraded swimming facilities be supported...
According to the Department of Labor, War Invalids and Social Affairs (the agency advising on the proposal to draft the Resolution), past reality shows that at times and in places, the coordination between local authorities, schools and families in child protection is not good; some localities have not fully implemented the 3 levels of child protection (prevention, support, intervention) according to the provisions of law. The situation of children drowning is still complicated, with statistics from 2016 to the end of 2022 showing that 185 children died from drowning.
Through analysis and evaluation, in addition to the causes due to the terrain characteristics of Ca Mau with many canals, streams, rivers and coastal areas,... which pose many risks of drowning accidents in children, there are also subjective causes such as: Children whose parents work far away, live with grandparents, elderly relatives, lack of supervision. Moreover, children are at an active age, not equipped with skills to prevent drowning, and do not fully recognize the risks that lead to drowning accidents./.
