With the goal of protecting and improving people's health, since 2009, the Government has decided to take July 1 every year as "Vietnam Health Insurance Day". Thereby, promoting communication and dissemination of policies and laws on health insurance, the position, role and importance of health insurance policies in the social security system to raise the sense of responsibility of all levels, sectors, socio-political organizations and people in implementing health insurance policies, contributing to improving public health. In 2023, Vietnam Health Insurance Day has the theme "Strictly implementing the Health Insurance Law towards the goal of covering people's health care and universal health insurance".
With efforts, proactiveness and creativity in implementing solutions to develop participants, the health insurance coverage rate of Binh Luc district as of June 30, 2023 reached 93.8%, equivalent to 122,326 participants, reaching 99.4% of the assigned plan. Director of Binh Luc District Social Insurance (BHXH) Pham Thanh Son said: Following the leadership and direction of the provincial Social Insurance and the District Party Committee, the District People's Committee, the collective of cadres and employees of the district Social Insurance agency have promoted the spirit of solidarity and responsibility in performing assigned tasks, closely coordinating with sectors and localities to effectively implement social insurance and health insurance policies in the area. The rate of people participating in health insurance in the first 6 months of the year increased by 2% compared to the same period in 2022.
To achieve that result, the district Social Insurance coordinated with associations and collection agents to organize 30 customer conferences with the participation of 1,975 people who had not registered for voluntary social insurance and family health insurance. Through the conference, 187 new people registered for voluntary social insurance and 1,161 people participated in family health insurance. Communication activities in small groups, through the district radio system and communes and towns were strengthened. The district Social Insurance also promoted administrative procedure reform; applied digital technology , creating maximum convenience for people and businesses when transacting with the Social Insurance agency.
According to the assessment of the provincial Social Insurance, 2023 is the year that health insurance continues to make steady progress with a coverage rate of 92.8% of the population. Specifically, by June 30, the total number of people participating in health insurance in the province was 813,470 people (reaching 100.4% of the plan), an increase of 12,480 people compared to the end of 2022. The issuance of health insurance cards is carried out quickly and promptly, creating convenience for people to participate and enjoy the policy.
At the same time, ensuring the right to medical examination and treatment (KCB) for people with health insurance cards is implemented promptly, effectively and increasingly improved. From July 1, 2023, the basic salary will increase from VND 1,490,000 to VND 1,800,000/month, the health insurance contribution level will increase accordingly, and the benefits of participants will also increase. The cost for a 100% covered medical examination and treatment will increase from VND 223,500 to VND 270,000; the total payment level for medical supplies for a single use of technical services not exceeding 45 months of the basic salary will increase from VND 67,050,000 to VND 81,000,000 (each type of medical supplies has its own payment level according to regulations of the Ministry of Health).
The social insurance sector as well as the health sector always coordinate to improve the quality of health insurance services in a modern, professional and user-friendly manner; apply information technology, digital transformation in reforming medical examination and treatment procedures, payment of health insurance medical examination and treatment costs; deploy the use of citizen identification cards (CCCD) with electronic chips or health insurance card images on the VssID-BHXH digital application to replace paper health insurance cards in health insurance medical examination and treatment, thereby helping people access medical services more quickly, improve the quality of specialized medical examination and treatment services, and create maximum favorable conditions for participants and beneficiaries of health insurance policies. Currently, the whole province has over 174,000 people installing and being granted passwords to use the VssID application.
In recent times, the provincial Social Insurance has made efforts to connect insurance data with the National Population Database, right from when this database was officially put into operation. As of June 30, the number of valid health insurance cards synchronized with personal identification numbers/CCCDs was 744,165 cards; 117/119 medical facilities received citizens using CCCDs for medical examination and treatment (reaching a rate of 98.3%); 410,564 people used CCCDs to look up health insurance and 302,128 people looked up successfully (reaching a rate of 73.6%).
The payment of health insurance for beneficiaries is carried out promptly and in accordance with regulations by the Social Insurance Agency, continuing to affirm the pillar role of the health insurance policy in the social security system. In the first 6 months of 2023, the provincial Social Insurance has appraised the payment of health insurance costs for 516,509 people, an increase of 114,654 people compared to the same period in 2022; the amount of health insurance expenditure is 221.1 billion VND (an increase of 31.9 billion VND compared to the same period in 2022), accounting for 46.01% of the assigned estimate (excluding primary health care expenditure).
In order to develop the rate of health insurance participants sustainably, the provincial Social Insurance closely coordinates with relevant sectors in reviewing data on non-participants on the tax authority database; updating and classifying non-participants for focused exploitation; urging units and enterprises to comply with health insurance policies and laws; assigning targets to each district, town and city Social Insurance unit as well as collection service organizations; promoting the dissemination of health insurance policies and laws regularly, continuously, flexibly and diversely with forms and contents suitable for each group of participants, focusing on direct dialogue and communication via social networks and the internet.
In the first 6 months of 2023, the entire Social Insurance sector has hung 178 banners and 2 propaganda backdrops in the Month of mobilizing the implementation of universal social insurance and the anniversary of Vietnam Health Insurance Day on July 1. Coordinate with the People's Committees of communes, wards and towns; associations, social insurance and health insurance collection service organizations to organize propaganda activities, mobilizing people to participate in voluntary social insurance and family health insurance. In particular, organize 2 campaigns across the province to respond to the "Month of mobilizing the implementation of universal social insurance" and communicate the peak of developing social insurance and health insurance participants in 2023.
To increase the rate of health insurance participants in the province, according to Director of the Provincial Social Insurance Tran Manh Toan, in the coming time, the Provincial Social Insurance will continue to coordinate to promote propaganda and mobilize people to participate in family health insurance. Effectively perform the specialized inspection function on social insurance, health insurance, unemployment insurance (UI); coordinate to inspect and examine the compliance with the law on social insurance, health insurance, and unemployment insurance at units and enterprises. Closely coordinate with the Department of Health in implementing health insurance medical examination and treatment; effectively manage and use the health insurance fund, in accordance with regulations, ensuring the rights of participants and in accordance with the assigned budget; deploy health insurance medical examination and treatment using chip-embedded ID cards or through the VNeID application to facilitate people when going to health care. Continue to review, reduce and simplify administrative procedures; strengthen the implementation of electronic transactions and online public services; Coordinate the implementation of the Government's Project "Developing applications of population data, identification and electronic authentication to serve national digital transformation in the period 2022-2025, with a vision to 2030"; promote the installation of VssID application for social insurance and health insurance participants.
Participating in health insurance is a form of “contributing when healthy, saving when sick”. Therefore, everyone should actively participate in health insurance today to protect the health of themselves and their families, and at the same time, it is also a way to share their responsibility with the community and society.
