Given the Level IV risk of forest fires, the Forest Protection Department requests that the Chairmen of the People's Committees of communes and wards direct the Steering Committee for the Sustainable Forestry Development Program to directly supervise forest fire prevention and control efforts in their localities.
Local authorities must regularly and rigorously inspect key fire-prone areas outside of forest sites; deploy personnel on duty 12/24 hours, from 9 am to 9 pm daily, especially during peak hours. Patrols and surveillance must ensure early detection of fire outbreaks, timely alerting, and mobilization of forces and equipment to extinguish fires as soon as they occur.
The Forest Protection Department also requested that localities strictly prohibit the burning of undergrowth for forest planting, slash-and-burn farming, and any use of fire in or near forests. Forest Protection Units in each area must closely monitor weather conditions, promptly forecast and inform communes, villages, forest owners, and local communities about forest fire risk levels and the local forest fire situation.
For communes and wards at level III - the highest level, prolonged dry weather increases the risk of forest fires and the potential for widespread fire spread. The Chairpersons of the People's Committees of these communes and wards should direct the Steering Committee for the Sustainable Forestry Development Program to coordinate with the Forest Protection Department to urge forest owners to strictly implement forest fire prevention and control measures.
Forest owners must regularly inspect the forest patrol forces and contracted forest management and protection personnel, especially in planted forest areas. Local authorities should organize forest fire patrols and surveillance 10 out of 24 hours a day, from 10 am to 8 pm, focusing on peak hours with a high risk of fire.
When a forest fire occurs, the Chairman of the People's Committee of the commune or ward must promptly mobilize local forces and resources to participate in firefighting. If the fire exceeds the local control capacity, they should request reinforcement from neighboring communes or wards; and immediately report to the Provincial Forest Protection Department, the permanent specialized agency for forest fire prevention and control, so that a plan can be developed to mobilize forces and equipment for a timely response.
According to the forest fire warning information from the Department of Forestry and Forest Protection, and the weather forecast from the Central Meteorological and Hydrological Forecasting Center, in the coming days, the weather in the communes and wards of the province will continue to be hot and dry with no rain. The risk of forest fires is predicted at level III - high and level IV - dangerous.
According to the appendix attached to the document, the entire province has 144 communes and wards under forest fire warning. Of these, 6 communes and wards are at level III, including: Tien Trang commune, Quang Chinh commune, Sam Son ward, Quang Binh commune, Nam Sam Son ward and Quang Ninh commune.
Notably, there are 138 communes and wards at level IV. This level indicates dry weather, prolonged drought, a high risk of forest fires, and rapid fire spread. Localities at this level are distributed across various areas of the province, including mountainous, hilly, coastal areas, and areas with large areas of forest and vegetation prone to fire.
