Thanh Hoa: A series of measures to prevent and handle theft, excavation, and illegal trading of relics and antiquities

On May 13, the People's Committee of Thanh Hoa province issued Official Dispatch No. 6657/UBND-VHXH to the Department of Culture, Sports and Tourism of the province regarding ensuring safety and security for relics, artifacts and antiquities belonging to relics in the province.

Accordingly, after receiving Official Dispatch No. 2096/BVHTTDL-DSVH of the Ministry of Culture, Sports and Tourism on ensuring safety and security for relics in Thanh Hoa province, Vice Chairman of the Provincial People's Committee Dau Thanh Tung gave instructions and assigned the Department of Culture, Sports and Tourism to preside over and coordinate with relevant departments, branches, units and localities to urgently deploy and organize the strict, complete and effective implementation of the instructions, ensuring that relics, artifacts and antiquities belonging to relics in the province are managed, protected, preserved and promoted in accordance with the provisions of the law on cultural heritage and other relevant legal provisions.

On the same day, the Department of Culture, Sports and Tourism of Thanh Hoa province issued Official Dispatch No. 2145/SVHTTDL-DSVH to the People's Committees of districts/towns/cities; Thanh Hoa Center for Historical Research and Heritage Conservation; Ho Dynasty Citadel Heritage Conservation Center on strengthening the management, protection, ensuring safety and security for relics; preventing and handling acts of theft, excavation, salvage, illegal trading and exchange of relics and antiquities in the province.

The provincial Department of Culture, Sports and Tourism requests relevant units to continue to strictly and effectively implement the management, protection and promotion of the value of historical - cultural relics and scenic spots assigned to their management and direct management, ensuring compliance with the provisions of the Law on Cultural Heritage, documents guiding the implementation of the Law on Cultural Heritage of the Government and the Ministry of Culture, Sports and Tourism, the Provincial People's Committee and documents guiding the Department of Culture, Sports and Tourism of the province on strengthening the management, protection, preservation, renovation and restoration of relics in the province; periodically report to competent authorities on the implementation results, according to regulations.

In addition, the provincial Department of Culture, Sports and Tourism also proposed a number of specific measures to prevent and strictly handle acts of theft, excavation, salvage, illegal trading and exchange of relics and antiques in particular, and to protect and ensure security and safety of cultural heritages in the management area in general, including: Strengthening the management and protection of cultural heritages; Improving the effectiveness of propaganda andeducation work; Strictly handling violations; Improving the capacity of functional forces.

The Department of Culture, Sports and Tourism of the province requests the Provincial Police, the Provincial People's Procuracy, and the People's Court of Thanh Hoa province to strengthen coordination and support the People's Committees of districts/towns/cities and the Centers/Relic Management Boards in the process of investigating, prosecuting and trying cases related to cultural heritage; Strengthening the exchange of information and experience in preventing crimes related to cultural heritage according to regulations; combating smuggling, preventing and handling smuggling rings of relics and antiques.

Previously, on May 9, the People's Committee of Thanh Hoa province issued Official Dispatch No. 6467/UBND-VHXH to provincial departments, branches, and units; People's Committees of districts, towns, and cities on strengthening the management, protection, prevention, and handling of acts of theft, excavation, salvage, illegal trading, and exchange of relics and antiquities in the province.

The Provincial People's Committee requests: Conduct a review and inventory of all historical - cultural relics, archaeological sites, artifacts and antiquities currently in the province; establish detailed records and digitize data for strict management to avoid loss; Clearly define the management and protection responsibilities of each level of government, professional agencies, communities and individuals; Establish a system of clear markers and signs at relic areas, archaeological sites, areas that may contain artifacts and antiquities; Organize regular patrols and guards, especially at important relic areas, archaeological sites, and areas at risk of encroachment; Use electronic surveillance systems and security cameras in key areas to promptly detect and prevent acts of encroachment.

Strictly handle violations: When detecting acts of theft, excavation, salvage, illegal trading and exchange of relics and antiquities, it is necessary to promptly investigate, clarify and strictly handle them according to the provisions of the law; apply strict penalties that are sufficiently deterrent to violators; Consider the responsibility of heads of agencies and localities if violations occur for a long time or are serious in the management area; Strengthen coordination between functional agencies such as the Police, the Procuracy, the Court, the Department of Culture, Sports and Tourism, etc. in the process of investigating, prosecuting and trying cases related to cultural heritage.
