In particular, many incidents occurred with the dyke and drainage canal system in the area. In Tong Son commune, a section of the dyke was broken tens of meters long; in Ha Tan commune, the T2 drainage canal broke at night, causing more than 200 hectares of rice to be flooded. To respond to the local emergency, hundreds of officers and soldiers of Division 390 (12th Corps) and the Thanh Hoa Provincial Military Command were mobilized to work with local people to reinforce the dyke and overcome the consequences.
Lieutenant Colonel Nguyen Quang Hoa, Deputy Chief of Staff of Division 390, said: "From the beginning of the year, the unit has coordinated with the locality to develop a plan for natural disaster prevention and control, search and rescue, so when a situation occurs, the unit as well as the local forces on the spot coordinate very smoothly and in harmony."

On the morning of August 27, in Hoat Giang commune, the Hoat Giang river rose, threatening thousands of households and hundreds of hectares of crops. Upon receiving the notice, nearly 200 officers and soldiers of Regiment 48 (Division 390, Corps 12) and the Defense Command of Region 2 - Ha Trung urgently mobilized to the scene; organized the transportation of soil, bagging and embankment to protect the surface of Provincial Road 523.
Captain Nguyen Dinh Hieu, Battalion Commander of Battalion 2, Regiment 48, Division 390, said: "The water has not shown any signs of receding, and we are racing against time to ensure the safety of the entire downstream area north of the Hoat Giang River." With the spirit of "racing against the enemy", the soldiers are constantly repairing and raising the road surface, determined to protect the safety of the downstream area.

Comrade Phung Tien Dung, Chairman of Hoat Giang Commune People's Committee expressed his gratitude: "Fortunately for us, there are Army units stationed near the locality. As soon as we received the rescue request, the troops were there within 10-15 minutes. The officers and soldiers of the units have very high discipline, helping the people enthusiastically and responsibly, regardless of day or night, when the people have an accident, the troops are there, very promptly."
Not only preventing the overflow, the Army forces also directly participated in rescue and relief work. According to Lieutenant Colonel Hoang Van Linh, Political Commissar of the Defense Command of Area 2 - Ha Trung (Thanh Hoa Provincial Military Command), the unit urgently mobilized more than 20 officers and employees to coordinate with the police and militia to evacuate 33 households (more than 100 people) in Dai Son village, Linh Toai commune to a safe place. At the same time, they transported and ensured the safety of about 5 tons of rice and hundreds of livestock and poultry.

At 2:00 p.m. on August 27, the Buoi River rose, isolating and cutting off La Thach village, Kim Tan commune. The Defense Command of Area 2 - Ha Trung mobilized more than 20 officers, employees and other forces to use 4 motorboats to transport people to a safe area.
According to forecasts, water from upstream will continue to flow, many low-lying areas of Thanh Hoa still face the risk of prolonged flooding. The timely presence and tireless efforts of the armed forces have truly become a solid support for the people to overcome natural disasters and enemy attacks.
