Which departments and agencies will Thanh Hoa province merge?

(NLĐO) - According to the draft, Thanh Hoa province will merge two Party committees and 10 departments and agencies, ending the operations of 14 agencies and units in order to streamline the administrative apparatus.

On the morning of December 9th, the Thanh Hoa Provincial Party Committee held a meeting of the Steering Committee for summarizing the implementation of Resolution No. 18 of the 12th Central Committee of the Communist Party of Vietnam on "Some issues concerning the continued reform and restructuring of the organizational apparatus of the political system to be streamlined, effective and efficient."

At the conference, the Thanh Hoa Provincial Party Committee provided information on the first draft of the plan to streamline the organizational structure of the political system in Thanh Hoa province.

Merging 12 departments and agencies.

According to the draft, regarding the reorganization of provincial-level departments and agencies: The Thanh Hoa Provincial Party Committee's Propaganda Department and the Thanh Hoa Provincial Party Committee's Mass Mobilization Department will be merged.

Regarding the merger of departments and agencies under the Provincial People's Committee:

1. Merge the Department of Finance and the Department of Planning and Investment.

2. Merge the Department of Transportation and the Department of Construction.

3. Merge the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development.

4. Merge the Department of Information and Communications and the Department of Science and Technology

5. Merge the Department of Labor, War Invalids and Social Affairs and the Department of Interior Affairs.

6. Relevant departments and agencies

- The Provincial Ethnic Affairs Committee will take over the functions, tasks, organizational structure, and staff of the Provincial Religious Affairs Committee, which was previously under the Department of Internal Affairs, in its current state.

- The Department of Education and Training takes over the functions and responsibilities in the field of vocational training... along with the organizational structure and staff, including civil servants, public employees, and workers, from the Department of Labor, War Invalids and Social Affairs (including leadership and management staff, if any).

- The Department of Health takes over the functions and tasks related to social welfare, children, and prevention of social evils, along with the organizational structure and staff, including leaders and managers, if any; it also takes over the functions and tasks related to the organizational structure and staff, including leaders and managers, if any, from the Provincial Committee for the Protection and Care of Cadre Health (including leaders and managers, if any)...

- The Department of Culture, Sports and Tourism takes over the functions and tasks related to the tourism sector... along with the organizational structure and staff, including leaders, managers, and employees from the Thanh Hoa Investment, Trade and Tourism Promotion Center (including any leaders and managers).

- The Department of Industry and Trade takes over the functions and tasks related to trade promotion... along with the organizational structure and staff, including leaders, managers, and employees from the Thanh Hoa Investment, Trade and Tourism Promotion Center (including any leaders and managers).

- The Department of Foreign Affairs will take over some functions and tasks from the Thanh Hoa Investment, Trade and Tourism Promotion Center (including leadership and management staff, if any).

14 agencies and units have ceased operations.

1. Concluding the activities of the Party Committee of the Provincial Agencies and Enterprises Bloc: Reassigning, arranging, and assigning leading and managerial cadres, civil servants, and employees to Party-affiliated agencies, the Fatherland Front, and political and social organizations at the provincial level and some districts.

2. Concluding the operation of the Provincial Committee for the Protection and Care of Cadre Health: Transferring functions and responsibilities to the Provincial Party Committee's Organization Department, the Department of Health, and the Provincial General Hospital. Arranging and organizing the organizational structure and staffing to ensure suitability with actual conditions.

3. 4. Termination of operations of the Thanh Hoa Investment, Trade and Tourism Promotion Center: Transfer of functions and tasks to the Department of Industry and Trade, Department of Culture, Sports and Tourism, Department of Foreign Affairs, and Department of Planning and Investment (currently).

Many new party organizations were established.

The draft proposes the establishment of new Party committees for Party, mass organization, and judicial agencies at the provincial level.

1. Subordinate Party organizations include: Committees, Inspection Committees, Provincial Party Committee Office, Provincial People's Council, Provincial Fatherland Front Committee, provincial-level political and social organizations, Provincial People's Procuratorate, Provincial People's Court, and mass organizations assigned tasks at the provincial level by the Party and State.

2. Functions, tasks, and organizational structure: To be implemented in accordance with the regulations and guidelines of the Central Government.

New Party Committee for the provincial-level government sector to be established.

1. Directly subordinate Party organizations include: Departments, boards, and agencies at the provincial level within the government sector, and some state-owned enterprises (depending on the scale and importance of the enterprise's Party committee) (other enterprises are transferred to be directly subordinate to the district-level Party committee).

2. Functions, tasks, and organizational structure: To be implemented in accordance with the regulations and guidelines of the Central Government.

The Thanh Hoa Provincial Party Committee has assigned the Party Committee of the Thanh Hoa Provincial People's Committee; the Provincial Party Committee's Organization Department; the Provincial Party Committee's Propaganda Department; the Party Committee of the Provincial Agencies and Enterprises Bloc; the Provincial Party Committee Office; and the districts, towns, and cities... to implement the directives according to their functions and duties, ensuring that the set schedule is met.

Regarding the viewpoints, principles, and requirements for streamlining the organizational structure, the plan outlines several requirements, emphasizing that the reorganization of the organizational structure, streamlining and restructuring of the staff of officials, civil servants, and public employees, and improving the quality and efficiency of operations must be carried out with genuine determination, courage, and even sacrifice of personal interests by officials, Party members, civil servants, public employees, and workers for the common good.

The arrangement and placement of officials, especially the heads of merged units, must be truly fair, objective, open, and transparent, absolutely free from negativity, group interests, and parochialism in the process of reorganizing the organizational structure and personnel.
