Five departments were established, and many key personnel were appointed.

On February 20th, the Da Nang City Party Committee and People's Committee held a conference to announce decisions regarding organizational restructuring and personnel matters.

At the conference, the City Department of Internal Affairs announced the City People's Council's resolution on the establishment of five departments and the appointment of new directors for these departments.

The newly established departments include: the Department of Finance (merging the Department of Planning and Investment and the Department of Finance). Ms. Tran Thi Thanh Tam (49 years old, from Dien Quang commune, Dien Ban town, Quang Nam province, City Party Committee member, Director of the Department of Planning and Investment) was appointed as the new Director of the Department of Finance. Ms. Tran Thi Thanh Tam holds a Master's degree in Business Administration and a Senior Political Theory certificate; she previously held positions as Vice Chairman, Chairman of the People's Committee and Secretary of the Son Tra District Party Committee.

The Department of Construction was established (merging the Department of Transport and the Department of Construction). Mr. Nguyen Ha Nam (49 years old, from Phung Xa commune, Thach That district, Hanoi city, Chief of the Office of the People's Committee of Hanoi city) was appointed as the new Director of the Department of Construction. Mr. Nguyen Ha Nam holds a Master's degree in Engineering, a Bachelor's degree in Civil Engineering, and a Senior Political Theory certificate; he previously held positions such as Deputy Chief of the Office of the National Assembly Delegation, People's Council, and People's Committee of Hanoi city, Deputy Secretary of the District Party Committee, and Chairman of the People's Committee of Hoa Vang district.

The Department of Internal Affairs was established (merging the Department of Labor, War Invalids and Social Affairs and the Department of Internal Affairs). Mr. Nguyen Huu Loi, 49 years old, from Dien Phong commune, Dien Ban town, Quang Nam province, the former Director of the Department of Internal Affairs and concurrently Chairman of the People's Committee of Hoang Sa District, continues as the new Director of the Department of Internal Affairs. Mr. Nguyen Huu Loi holds a Master's degree in History and a Senior Political Theory certificate. He previously held positions such as Deputy Head of the Standing Committee of the City Party Committee's Organization Department and Secretary of the Party Committee of the City's Agencies Bloc.

The Department of Agriculture and Environment was established (merging the Department of Natural Resources and Environment and the Department of Agriculture and Rural Development). Mr. Pham Nam Son (53 years old, from Dai Hiep commune, Dai Loc district, Quang Nam province), Director of the Department of Natural Resources and Environment, was appointed as Director of the Department of Agriculture and Environment. Mr. Pham Nam Son holds a Master's degree in Ecology, a Bachelor's degree in Mechanical Engineering, a Bachelor's degree in Forestry Engineering, and a Senior Certificate in Political Theory.

The Department of Science and Technology was established (merging the Department of Information and Communications and the Department of Science and Technology). Mr. Le Duc Vien (52 years old, from Hoa Nhon commune, Hoa Vang district), the former Director of the Department of Science and Technology, continues as the new Director. Mr. Le Duc Vien holds a PhD in Development Economics, a Senior Political Theory certificate, and has previously held positions such as Deputy Director of the Center for Training High-Quality Human Resources; Deputy Chief of the City People's Council Office, and Deputy Director of the Department of Industry and Trade.

The conference announced the decision to transfer Mr. Le Tu Gia Thanh, Chairman of the Hai Chau District People's Committee, to the position of Chief of the City People's Committee Office. Mr. Ho Thuyen, Chairman of the Thanh Khe District People's Committee, was transferred to the position of Chairman of the Hai Chau District People's Committee.

At the conference, the Da Nang City Party Committee's Organizing Committee also announced the decision of the City Party Standing Committee to appoint Mr. Phan Thanh Long, Chief Inspector of the city, and Lieutenant Colonel Nguyen Kim Trung, Deputy Director of the City Police, to work at the City Party Committee's Internal Affairs Department and to the position of Deputy Head of the Internal Affairs Department (Mr. Nguyen Kim Trung was appointed under a public temporary secondment arrangement).

The Department of Internal Affairs also announced the appointments of five new Deputy Directors, several Deputy Directors of other departments, and the Deputy Chief of the City People's Committee Office, while also announcing the early retirement decisions for seven key leaders.

Key leaders who retired early include: Mr. Nguyen Van Phung, Director of the Department of Finance; Mr. Nguyen Quang Thanh, Director of the Department of Information and Communications; Mr. Dang Chi Thanh, Deputy Director of the Department of Internal Affairs; Mr. Nguyen Trung Nghia, Deputy Director of the Department of Transport; Mr. Tran Thu, Deputy Director of the Department of Finance; Mr. Nguyen Huu Hanh, Deputy Director of the Department of Industry and Trade; and Mr. Nguyen Sy Dung, Deputy Head of the Food Safety Management Board.

Earlier that day, delegates attending the 22nd session (special session) of the Da Nang City People's Council elected Doan Ngoc Hung Anh, former Head of the City Party Committee's Propaganda Department, to the position of Vice Chairman of the City People's Council for the 2021-2026 term.
