Regarding the proposal to add a provision for the Supreme People's Court's Judicial Council to guide the application of the principles of the common law system, as a basis for resolving disputes at the International Financial Center, taking into account the opinions of National Assembly deputies, the Supreme People's Court has added content on the application of law at specialized courts to the draft law. The assignment of this task to the Supreme People's Court's Judicial Council and other issues related to the organization and operation of specialized courts will be stipulated by the National Assembly in legal documents on specialized courts at the International Financial Center.

The Supreme People's Court has revised the draft Law (amending and supplementing the Law on Commercial Arbitration) in the direction of stipulating that the Economic Court under the Hanoi People's Court, the Da Nang People's Court, and the Ho Chi Minh City People's Court have jurisdiction over requests to annul arbitration awards and register arbitration awards for cases, and assigned the National Assembly Standing Committee to stipulate the territorial jurisdiction of these Courts for requests to annul arbitration awards and register arbitration awards for cases.

Regarding opinions related to the establishment and regulation of the territorial jurisdiction of regional People's Courts, Bankruptcy Courts, and Intellectual Property Courts, taking into account the opinions of National Assembly deputies, the Supreme People's Court will report, explain, explain, and make specific proposals to the National Assembly Standing Committee when submitting the draft Resolution on the establishment of provincial People's Courts, regional People's Courts, and regulation of the territorial jurisdiction of regional People's Courts; Bankruptcy Courts, Intellectual Property Courts, and Economic Courts under regional People's Courts.

Regarding the proposal to assign the Supreme People's Court of Appeal to the task of reviewing and re-examining judgments and decisions of provincial-level People's Courts and the task of hearing appeals of complex administrative cases. The Supreme People's Court finds that assigning the Supreme People's Court of Appeal to review and re-examine judgments and decisions of provincial-level People's Courts will create many levels of review, returning to a model similar to the current High-level People's Court, which will not resolve current problems and shortcomings. Assigning only the Court of Appeal to review criminal cases has been shown in the Project on streamlining and streamlining the apparatus approved by the Central Executive Committee, the Politburo, and the Secretariat.
